    Wind energy and air travel, docks and hydropower are among the elements of the state capital budget. And millions are for aviation in a region where flying is routine, where "going into town" means spending hours on a plane headed into Anchorage.

    Wind and water power projects for Bristol Bay and Aleutians communities did well in Juneau. While the governor still has a little time to delete items, the Legislature gave the go-ahead to numerous local construction projects.

    Wind money is blowing toward three Bristol Bay villages. The Lake and Peninsula Borough has $10,000 for a wind reconnaissance study for the Kvichak River village of Levelock. The borough also has $60,000 for a wind feasibility study for the Alaska Peninsula village of Egegik. And Kokhanok Electric is funded for $185,000 for a high-penetration wind energy project for the Lake Iliamna village.

    Water power projects are flowing into both regions. King Cove could get $2.6 million for the Waterfall Creek Hydroelectric Project. The Lake Iliamna village of Pedro Bay is looking at $290,000 for the Knutson Creek Hydro Electric Project Design and permitting.

    The Southwest School District will receive $486,000 for the New Stuyahok heat recovery project. And the G and K Electric Utility in Cold Bay is in line for $30,000 for a waste heat recovery project.

    Akutan's city government was awarded $3.1 million for the harbor road project, airport access project, and harbor development projects. Akutan's new harbor is not yet linked to the village by road.

    Army National Guard projects in two Bristol Bay communities include $500,000 for the Dillingham Readiness Center, and $150,000 for deferred maintenance at the Manokotak Armory, via the state Department of Military and Veterans Affairs.

    Domestic violence shelters received legislative funding for building maintenance: Dillingham's Safe and Fear-free Environment, $42,500 for facility repairs and upgrades; Unalaskans Against Sexual Assault and Family Violence, $24,400 for siding replacement.

    Terry and Shay Weisbrich tucked in Wednesday night feeling grateful and astonished that their Bennett Valley country home was not devoured by a fire ignited by a sunbeam refracted onto the wooden house by the dog's shiny water bowl.

    It's a good thing we got to it in time because there's a pretty good-sized hole burned in the siding, Terry Weisbrich said.

    A flabbergasted Bennett Valley Fire Department engineer, Rene Torres, said he and his colleagues had no idea what had charred a small area of the cedar siding on the house off of Pressley and Sonoma Mountain roads until he noticed an empty chrome bowl on the deck.

    Terry Weisbrich said he'd kicked it aside as he rushed to aim a fire extinguisher on the piece of siding that began smoldering sometime before 3 p.m. Wednesday.

    Firefighter Torres asked him where the water bowl had been before he moved it. Weisbrich returned the bowl to its original position on the deck.

    It was uncanny, Torres said. In an instant, he said, There was a dot of concentrated light right in that exact area of the charred siding.

    The Weisbrichs, who are retired, suspect they might have lost the house on a notably hot, dry and breezy May Day had they not been at home when their dog, Toby, a flat-coated retriever, began to bark excitedly.

    This dog does not bark, Terry Weisbrich said.

    His wife walked about to investigate what Toby was worked up about. Through a glass door at the rear of the house she noticed what she first thought was steam but quickly realized was smoke.

    A smoking frame and hunks of charred aluminum siding were all that was left of the former home of the River City Farmers Market Monday after an early morning fire ravaged the Washington County Fairgrounds' Rabbit and Poultry Building where the weekly market was held.

    An insurance policy will cover the cost of replacing the building, but it will not cover the thousands of dollars of merchandise that was stored in the building by the market's vendors.

    "About everybody kept their stuff in there," said River City Farmers Market President Gary Smith.

    "We have a guy that makes clocks valued at $300 to $400 a piece. I just talked to him and he lost pretty close to $7,000 worth of stuff," said Smith.

    The losses will likely add up to be somewhere in the $100,000 range, he added.

    Ebey's Forever Fund helping home owners - April 27, 2013 by Mr HomeBuilder

    In just three years, the Ebeys Forever Fund granted $200,000 to help preserve history on Central Whidbey.

    Having just released the names of the 2013 grant recipients, new projects are already underway.

    Ebeys Forever Fund was able to issue double the funds than in previous years.

    This year $100,000 is being divided between 13 projects aimed at preserving the historical integrity of buildings in Ebeys Reserve.

    Were really seeing a significant amount of support ripple across the island, said Mark Preiss, reserver manager.

    Projects include replacing roofs, windows and siding on many structures including the Comstock Barn, located on Ebey Road near Hill Road, and the Old County Court House on Madrona Way.

    Projects help sustain that building for future use, for future generations, Preiss said.

    One project already underway is the Perkins House, which was built in 1890 on Ebey Road.

    Through new ownership, the house is getting a major makeover to revert it back to its original appearance.

    Annie Kidd Matsov, historical architect for the reserve, said the Perkins House had some modifications to windows and doors over the years as well as additions.
