    September 15, 2013 Joplin apartment fire quickly controlled; sprinkler system credited

    JOPLIN, Mo. Joplin firefighters quickly extinguished a fire Sunday night at the Frisco Station Apartments building at 601 S. Main St.

    Keith Stammer, director of emergency management and acting as public information officer for the Joplin Fire Department, credits a sprinkler system for keeping the fire in check.

    This is a case where the sprinkler system did its job and knocked that fire down right away, he told the Globe in a phone interview.

    The fire reportedly started in a seventh-floor apartment at 7:15 p.m. when a mattress caught on fire. Stammer said the fire was under control by 7:24 p.m. and extinguished by 7:30 p.m. The seventh floor of the building was evacuated. Stammer added that residents who lived in apartments below the seventh floor were reporting heavy water damage.

    The apartment, No. 702, was occupied at the time of the fire. Stammer said a superficial burn was treated at the scene.

    Representatives of the American Red Cross were on the scene Sunday night but said other apartments within the building were being made available for residents displaced by the fire.

    The fire is still being investigated by a Joplin fire marshal.

    PORTLAND City commissioners have passed a new requirement for some Portland nightclubs to install sprinkler systems, but one club owner said the price tag could shut down his business.

    City council passed the new ordinance, which requires at least 14 nightclubs to add fire sprinklers, in order to avoid a tragedy like the 2003 Rhode Island nightclub fire that killed 100 people. Investigators said a sprinkler system would have saved everyone inside.

    Phil Ragaway said he has spent more than two decades running clubs, restaurants and bars in Portland. Now one of his clubs will likely have to install a sprinkler system.

    While he didn't dispute that the system could save lives, he said the cost could be devastating for some nightclubs.

    Its a whimsical, off-the-hip rule that they made and the bar is so high it's unobtainable, Ragaway said.

    The city estimates the cost of a system for a 5,000 square foot building would be $20,000, but that doesn't include connection to the city water supply. Ragaway said that will cost much more.

    If you have a sprinkler system or plan to have one installed, you should have a rain sensor attached to it, said Andy Veatch of Lawn Sprinkler Services.

    Its something that people are already learning, he said.

    Were seeing a lot more interest in improving the efficiency of irrigation systems to use less water, Veatch said.

    A rain sensor will shut off a sprinkler system if its raining. The cost of a sensor is less than $175, he said; new ones are wireless so the labor of running a wire is not required.

    Theres been a dramatic improvement in rain sensors, Veatch said; some will shut off during a rain and wait to see how much moisture falls before deciding whether to start back up again or stay shut off.

    Veatch also recommends audits of sprinkler systems.

    There can be some dramatic improvements by checking them out, he said. A company will put out catch cans to see how much water from each irrigation station is actually reaching the grass or plants and how much is evaporating into the air or being sprayed on sidewalks, streets or walls. He said one audit showed that the system being tested was only 8 percent efficient. Thats horrible whereas the average is in the 45 to 50 percent range. You cant achieve 100 percent, but you can get into the 70s pretty well. If you go from 8 to 10 percent efficiency to 75 percent, thats going to save you a lot of water.

    The cost of an audit is about $350, and most yards take $400 to $700 in improvements, Veatch said.

    The rain sensor is the least expensive and is going to give you the biggest bang for your water-conservation buck.

    Having your system looked at professionally every year once or twice will probably help you save money, he said.
