Three years ago, a Center Grove area man disconnected his in-ground sprinkler system in silent protest of a $10 fee being charged on his water bill just because he had it.
But now, John Jefferson is tired of dragging hoses around to water his yard. He has gone to a town council meeting to ask Bargersville officials to drop the fee that he says is a unjustifiable tax by the town.
The town created the fee in 1995 to discourage people from installing and using sprinkler systems because Bargersville Water Utility couldn't supply enough water during droughts or high-use periods in summer, Bargersville Town Manager Kevin McGinnis said.
The town's water utility serves about 13,000 households and businesses in much of the Center Grove area, reaching as far north as Smith Valley Road. About 2,000 customers pay the fee, generating $240,000 annually, Bargersville utilities superintendent Kevin Killinger told the Daily Journal.
But now that the town has added a new water treatment plant to relieve those supply problems, the fee that Jefferson said never made sense makes even less sense now, he said.
Bargersville plans to review all of its water rates and fees, including the sprinkler fee, in the spring after the new plant has operated for about a year, Town Council President Rowana Umbarger said.
That means residents in Bargersville and White River Township will continue paying the fee, even during the winter months when no one is using a sprinkler. Homeowners may not even know they're paying the monthly fee, since water bills from Bargersville don't itemize all of the taxes and fees, Jefferson said.
The water utility serves a general area bounded by State Road 37 to the west, Honey Creek Road to the east, the town limit to the south and Smith Valley Road to the north.
Jefferson paid about $5,000 to have the sprinkler system installed when he built his house in Brentridge Estates near Center Grove High School in 1998. But three years ago, when he noticed the $10 monthly charge on his bill, which used to be itemized, he contacted the town about it.
The utilities manager at the time told him the fee was to discourage homeowners from having and using in-ground sprinklers, because the water utility often had problems keeping up with demand during dry periods, Jefferson said.

Celina residents will have the opportunity to attend a class on home sprinkler systems, and how a properly functioning one can help both the pocketbook and the environment.
In partnership with the Upper Trinity Regional Water District and Texas A&M Agri-Life, the city will host a free session on sprinkler system basic from 6:30-8:30 p.m. Thursday, July 25 at City Hall Council Chambers, 302 W. Walnut St.
Residents are encouraged to sign up now at http://dallas.tamu.edu/courses/2013/july-25,-2013-sprinkler-system-basics-(city-of-celina). Those who attend the class will learn how to operate the sprinklers, program the controller and make minor repairs to the system.
According to UTRWD, residents are also encouraged to reduce frequency of washing vehicles, draining and refilling swimming pools, and using water for recreational purposes like games or leisure.

CALGARY- A Calgary business made up of just five employees has found a way to save its clients millions of dollars, all thanks to water conservation.
It seems obvious that the worst time to water a lawn is during a rain storm, but thats exactly what happens with many timer-based sprinkler systems.
What youre looking at is about a 60 per cent waste factor, explains Graham Duffy, co-founder of ExactET. His company substitutes those timers with climate-based controllers, which receive information from strategically located weather stations.
Were programming the system, and every hour a wireless signal is sent to that controller to give it the information to determine when best to irrigate.
Thanks to that system, lawns and shrubs get the water they needwhen they need it. Since the company was formed six years ago, it has saved clients more than 1.4 billion litres of waterenough to fill 584 Olympic-sized pools.
Co-founder Darren Kovacs says that despite the cost-savings, his companys pitch is sometimes met with disbelief.
Theres a little bit of the too good to be true kind of first through process, he says. Once they understand the technology, how it works and what the benefits are, that very quickly turns around.
One of their clients is Agrium, which signed on four years ago.
Weve saved approximately eight million litres of water, which works out to about $13,000, says spokesperson Duncan Murray.
Some of ExactETs other clients include four Calgary malls, the Town of Cochrane and Shaw Communications. The company has gone from three weather stations in Calgary, to 40 stretching from Vancouver to Montreal.

TROY HARVEY/THE STAR Firefighters help clear debris from businesses that were flooded by a broken sprinkler head Monday morning in the 4500 block of Telephone Rd.
Major flooding at a commercial building in Ventura this morning was caused by a malfunctioning sprinkler system, officials said.
The sprinklers went off at one of the upper units of the building and the water had been flowing for hours before it was reported to the Ventura Fire Department, said Battalion Chief Doug Miser.
Firefighters responded to the building in the 4500 block of Telephone Road about 6:15 a.m.
The ceilings of numerous units in the building have collapsed, causing the area to be yellow tagged, Miser said.
There are a total of 12 businesses in the building, including a restaurant, cat hospital and a glass company.
Crews are on scene doing water evacuations and mitigating hazards, Miser said.
Were working with the building owners to save as much property as we can.
Prevention code and building and safety officials are on scene assessing the damage.
