Beaver rethinks project protocol, employee performance reviews - September 15, 2014 by Mr HomeBuilder

BEAVER Months after the borough suggested a tree was a hazard to the community, Beaver contractors cut it down without contacting the property owners.

While homeowners typically receive a letter for that kind of removal, the borough never did so for this home, located on Fifth Street near the high school, officials said. Director of Operations Chuck Copeland said Friday he contacted a neighbor but not the owner.

It was no question it was the right thing to do, Copeland said of removing the tree.

The incident was one of several performance-related issues related to Copeland, which led to council voting Tuesday whether to fire him, officials said. Council voted against that motion 7-2, with council members J. Lauson Cashdollar and Ron Embaugh in the minority. Due to concerns raised over Copelands performance, the borough is reviewing its policy on performance reviews, which could become more frequent, as well as procurement procedures for projects, council President Mike Deelo said.

One project that had raised issues involving Copeland dealt with whether he followed state procurement procedure correctly in installing pipes under Wilson and East End avenues. Copeland separated the tasks into projects that were less than $10,300 each, according to a report he read for Tuesdays meeting.

Borough solicitor John Petrush informed council that one cannot divide a contract into smaller parts to avoid bid requirements under state law, officials said. Despite that, several council members stated his duties and responsibilities are not changing.

Copeland noted if the project hadnt been expedited in preparation of a PennDOT Third Street overhaul project, the borough would have had to tear up newly paved road and repave it at its own expense. With the tree that was deemed a hazard, Copeland said a crossing guard contacted the borough, indicating it could fall on students at a Fifth Street crosswalk near the high school.

The couple that owns the home both work during the day, and the morning a tree-removal company showed up to remove the tree, Victoria DOrazio happened to be going into work late, her husband said.

Had she not been going in late, we would have come home to the surprise of our life, Anthony DOrazio said, adding borough officials were anxious to make amends. They all apologized.

The tree, some 25 or 30 feet tall with a 4-foot diameter, was a Norway maple, which often have dead wood and become diseased, Shade Tree Commission Chairman J. Philip Colavincenzo said.

County leaning toward removal of courthouse maple tree - September 13, 2014 by Mr HomeBuilder

Despite opposition from some local residents, the removal of the 150-year-old maple tree in front of the Jackson County Courthouse is expected to take place after all, according to Commission Chairman Matthew Hodges.

In a phone interview Friday, Hodges told The Daily Sentinel that the certified arborist the county had hired to conduct a third analysis of the tree came to the same conclusion as the two before him. According to Hodges, this arborist is a certified expert with 35 years in the business, and he collected samples from the maple tree Friday. While these samples still need to be tested before an official written analysis is provided, the arborist gave a verbal opinion of what should be done with the tree in light of the safety concerns surrounding it.

Hazlett: Though hubby's a lumberjack, he's still OK - September 13, 2014 by Mr HomeBuilder

A beautiful tree in front of our house died this year, victim of emerald ash borers.

We kept hoping the ash would make a comeback and fight off the insects, but sadly, there was no recovery. At one time the tree was tall and pretty and gave terrific shade to the front of the house. But now its bare, scary, straggly branches made the tree look like it belonged in front of the Addams family home, not ours.

We knew the tree had to come down. A lumberjack at heart, my husband has quite a bit of experience with this chore and has all the safety gear to do the job: Protective eye wear, helmet, earplugs, etc. He even has orange safety chaps, which I love to make fun of. I just cant help singing the Monty Python lumberjack song when he wears those chaps.

A retired engineer, my husband enjoyed the challenge of determining how to drop the tree so it wouldnt hit anything. Like our living room window. Apparently this calculation involves long periods of just standing and looking at the tree.

    Hours even.

Finally I had to ask, Are you standing there waxing poetic about the leaves or plotting gravitys force?

    (Lumberjacks get no respect.)

Trees fall where they want, he said. Im just trying to convince it to fall where I want.

As he began to trim the lower branches, an 11-year-old neighborhood boy stopped by. The boy parked his bike, took out his cellphone and began recording.

Morning there, Chris, said my husband. Are you interested in tree removal safety?

Tree Removal Will Enhance Popular Sportsground - September 12, 2014 by Mr HomeBuilder

Tree Removal Will Enhance Popular Sportsground

Dunedin (Friday, 12 September 2014) The removal of 12 trees on Logan Park Drive will greatly improve the facilities at Dunedins premier sports hub.

Dunedin City Council Parks Manager Lisa Wheeler says the sportsfield directly in front of the 12 Ontario poplars is undersized in length by 10m because of a lack of space.

This is the citys highest use sporting facility and once these trees are removed the field can then be repositioned and resized.

Removal of the trees will also address shading problems for afternoon fixtures at the highly regarded University Oval. This longstanding issue has been raised by Otago Cricket through Annual Plan submissions.

There was considerable discussion and consultation before the decision was made in September 2005 to remove the trees.

The Logan Park development planning process from 2004/05, and the public consultation which was part of this process, identified a number of issues and concerns associated with the age and stability of the poplar trees at Logan Park.

This was the main reason for the working party commissioning the 2007 Logan Park Tree Management Plan, which was fully consulted on with stakeholders and approved by the working party as an operational implementation plan, Ms Wheeler says.

The 12 poplar trees on Logan Park Drive north of the University Oval gates being removed were identified in the Plan. The Plan recommended in the short term (one to three years) removing these trees and the gum tree in front of the tennis centre. The poplars were then scheduled to be removed in 2009/10, subject to funding. Ms Wheeler says removal of the trees has been scheduled for some years, but was dependent on funding being available.

The gum tree was removed last year and projects have been reprioritised to make funding available now for the poplars to come down. Removing the trees now will ensure shading issues are resolved before Cricket World Cup matches are played at the Oval in February.
