    16 Drake, Pioneer park trees to be felled - February 25, 2014 by Mr HomeBuilder

    BEND, Ore. -

    For many years, Pioneer and Drake Parks have been home to several species of trees, providing shade and beauty to park users. Now, two tree species in the parks, black locusts and silver maples, are under siege by borers and rot, a common problem across the United States for both species.

    The infestation is requiring Bend Park & Recreation District to strategically prune and, in some cases, remove and replant trees. Tree removal is planned for Tuesday, park officials announced Monday.

    Park district Marketing Manager Colleen McNally said four trees at Drake Park and about 12 at Pioneer Park are expected to need removal. An arborist will reassess the damage as they work on the trees and determine how extensive the infestations are, she said.

    Unfortunately, the severely affected trees need to be removed due to weakened branches and trunks which create a safety hazard for park amenities and visitors, said Sasha Sulia, the park district's natural resources manager.

    Eventually the trees will die from the infestation or disease. Working with a certified arborist, the district is taking steps to manage the trees as best we can but sometimes a tree is too diseased and needs to be replaced with a better species for our region.

    At Pioneer Park, there are 35 black locust (Robinia pseudoacacia L.) trees planted throughout the park. Native to the eastern United States, these deciduous trees are estimated to be 70 to 80 years old.

    Under normal conditions, black locust trees live an average of 60 years and a maximum of 100 years. Specific only to black locust trees, locust borers larvae tunnel into a trees trunk and branches and over time cause serious damage and/or tree mortality.

    For several years, locust borers have infested all of the black locust trees within Pioneer Park, said Sulia. The borers damage is evident in the multiple dead branches, leaf dieback and boring dust on the tree boles.

    At Drake Park, similar problems exist with several trees along Riverside Boulevard. One tree is a black locust experiencing a severe locust borer infestation similar the trees in Pioneer Park.

    An appeal of Pacific Grove's plan to cut down a 35-foot oak is being heard by the city's Beautification and Natural Resources Commission.

    The commission is scheduled to meet at 4 p.m. Tuesday in the City Council chambers for a special meeting.

    The tree-cutting permit was also the subject of discussion at the panel's Jan. 28 meeting during which public testimony was divided.

    The city arborist is recommending removal of the tree at 307 Wood Street because of "advanced internal problems."

    The removal plan was appealed by Gibson Avenue residents Saschja and Peter Marseguerra, who say the tree is "a unique and beautiful wonder of nature that we should respect, not kill."

    An arborist hired by a neighboring property owner concluded that removing the tree seemed "the most logical choice," but said it could be preserved with pruning, support and annual monitoring.

    A resident whose home is under the tree, in an email, called upon the city to remove the tree for safety reasons. A couple who live a few homes away wrote that the tree, if deemed truly dangerous, should be removed, but it would be best to save it if possible.

    If a tree falls in the forest and there's no one there to hear it, then it probably didn't result in an insurance claim.

    Different story if a tree falls on your house or car.

    The most recent winter storm in South Carolina resulted in thousands of tree-related insurance claims and about $15 million in damage to homes, according to the industry-financed S.C. Insurance News Service. It's not clear how many vehicles were damaged by trees.

    So what happens if a tree falls and smashes your home? Or shed? Or car?

    Case of the car

    Whether it's your tree, a neighbor's tree, or a tree in the park, if it falls on your vehicle, it's an auto insurance claim. The claim would be covered under the "comprehensive" part of the policy, because you didn't hit the tree, the tree hit your car.

    "It's typically treated as an 'act of God,' " said Russ Dubisky, executive director of the Columbia-based Insurance News Service.

    COUNCILLORS have refused to allow a sycamore tree to be chopped down after their officer rejected claims that is unhealthy and in danger of falling.

    Trevor Hutchinson had asked Durham County Council to overturn a Tree Preservation Order (TPO) the authority put on the sycamore in the grounds of Staindrop Hall on Front Street, Staindrop, in 2012.

    But the councils planning committee decided to uphold the TPO after tree officer Rodger Lowe said it was a healthy specimen.

    The sycamore is one of the few remaining trees in the grounds after plans for two houses to be built there were previously approved.

    Consultant ecologist Stuart Johnson, who surveyed the tree at Mr Hutchinsons request, said the sycamore was infested with aphids and showed signs of tar spots which he claimed would lead to its long term decline.

    He also said branch removal work which would have to be done in order to build the houses would leave the tree, which is already leaning, unstable and potentially cause it to fall.

    The ecologist also said Mr Hutchinson would replace the sycamore tree, which has a life expectancy of around 30 years, with two young oaks which could last hundreds of years.

    But Mr Lowe said the tree was in good health and there is no evidence of it being unstable, adding the lean has not got worse for a number of years.
