Street Trees must be protected and preserved unless the permit application for the removal and replacement has been approved. Exceptions to this requirement are allowed for emergency removal necessary for public safety. City of Seattle policy may require monetary compensation and/or a replacement for every tree permitted for removal. Tree replacement is required, as site conditions allow, using the same or similar species that provides the same level of tree canopy at maturity.

A yellow Tree Removal Notice is required as part of every street tree removal permit. Removal Notices must be in place for a minimum of 14 days prior to removal as a condition of permit issuance. You may post a Tree Removal Notice yourself when submitting your removal permit application. You do not need to wait for permit approval to post the tree and begin the 14-day period. If you choose not to post the tree yourself, SDOT will post the removal notice at a later date when inspecting the tree.

Tree removal occurs when trees are dead dying, diseased, or hazardous. Public trees are protected by Massachusetts State Law Chapter 87. The removal of a healthy public tree requires an advertisedpublic hearing. If a tree is declared by the Tree Warden to be an immediate hazard to the public, a hearing is not required.

We do not remove City trees without good reason. We do not remove trees because they drop leaves or acorns, because it has grown too large or shades your lawn, or because it is not conveniently located. We will remove trees that are hazardous. In the context of state law, a hazard tree poses a threat to persons and/or property. As defined by the International Society of Arboriculture, a hazard tree must meet three criteria:

1. The tree is sufficiently large enough to cause damage should it fall;2. The tree has a target (that would be damaged should it fall);3. The tree has a condition that would make it likely to fall.

We will promptly inspect requests for removal. In many cases, a tree may be developing a condition that would ultimately make it a hazard, but not imminently. The removal of such trees requires a public hearing as prescribed by state law. In some cases, the entire tree may not be hazardous, but some maintenance work is required. We will enter that work request into our database and schedule the work within our priorities.

After a tree has been cut and felled, the stump or tree stump is usually a small remaining portion of the trunk with the roots still in the ground. Stumps may show the age-defining rings of a tree. The study of these rings is known as dendrochronology.

Stumps (both those on the ground and stumps of removed branches) are sometimes able to regenerate into new trees. Often, a deciduous tree that has been cut will re-sprout in multiple places around the edge of the stump or from the roots.[1] Depending on whether the tree is being removed permanently or whether the forest is expected to recover, this can be either desirable or undesirable. Stump sprouts can grow very quickly and sometimes become viable trees themselves either for aesthetics or timber, due to the existing root structure; however, the cut portion of the trunk may weaken the sprouts and introduce disease into the newly forming tree(s).

The process of deliberately cutting a tree to a stump to regrow is known as coppicing.[2]

Tree stumps can be difficult to remove from the ground. They can be dug out, shredded with a stump grinder or burnt.

A common method for stump removal is to use one of the many chemical stump removal products, so long as immediate results are not needed. These stump removers are mostly made of potassium nitrate (KNO3) and act by rapidly increasing the decay of the stump. After an average of 46 weeks, the stump will be rotten through and easily fragmented in manageable pieces. If time is a limiting factor, setting fire to the stump is effective because once the potassium nitrate has been absorbed it acts as an effective oxidizer.
