    Department of Conservation and Recreation Commissioner Edward Lambert announced the award of a $15000 Urban Forestry Challenge Grant to the City of Fall River. The grant amount, which must be matched by the City, will be used to hire an urban forester and an arborist in order to implement the Street Tree Management Plan. The Plan will include an intensive tree planting initiative as well as education and outreach to the City Departments. The grant will also help in getting more youth involved in becoming tree stewards and hazard tree removal.     Gov. Andrew M. Cuomo fired his emergency management chief after finding out he asked Suffolk County workers to clear a tree from his home on Long Island during the height of superstorm Sandy, officials confirmed Wednesday.

    Steve Kuhr, an East Northport resident who headed the Office for Emergency Management for almost exactly one year, was dismissed Tuesday, Cuomo administration officials said.

    Kuhr has been working out of an emergency-command center in Albany during the storm, said the officials who asked to remain anonymous because the decision had yet to be publicly announced. He learned that a tree had fallen on his property - though not his house -- and contacted the Suffolk County Department of Public Works to remove it, several officials said.

    Cuomo picked Kuhr to lead his agency on Oct.25, 2011, one year and four days before Sandy pummeled New York and New Jersey, knocking out power to more than 2 million and killing more than 100 along the Atlantic Coast.

    One source said Suffolk County employees were irate about the incident. Suffolk County officials didn't immediately comment.

    In making the selection, the governor had said "no one is better suited" than Kuhr to head state emergency management operations. He said Kuhr was part of a team that would "bring ample experience from both the public and private sectors that will strengthen our operations and make this vital agency work better for New Yorkers."

    Kuhr earned a $153,000 annual state salary, according to a database maintained by the Empire Center,a think tank.

    Prior to joining the state, Kuhr was the president of Strategic Emergency Group LLC, a private emergency-management and homeland-security company. Before that, he worked for New York City for 20 years, serving as a deputy director for emergency-management services and as a division captain for emergency services with the New York Fire Department.

    Local Residents Help With Tree Removal in Barbour County - November 10, 2012 by Mr HomeBuilder

    Hurricane Sandy left a trail of downed trees and power lines. Some residents are still without power and some roads still impassable.

    Emergency crews continue to work around the clock to clear the roads in Barbour County. In addition to help from the National Guard and statewide agencies, some local residents are now helping in the tree removal effort.

    "It's nice if you have a wood burner; they already said you could get all the wood you want as long as it is laying along the road," said Galloway resident, Daniel Arbogast.

    Some area residents are cutting and clearing their own roadways and driveways. Others are removing trees from the side of the road to use for firewood.

    The Southern Baptist Convention from Roanoke, Virginia is also joining the relief effort.

    "Hopefully we'll have chainsaw crews come up here to do tree removal and clean up," said Paul McDaniel, Disaster Relief leader at Southern Baptist Convention. "It doesn't make a difference if you are low-income elderly, whatever; we will help anybody."

    McDaniel said he has been impressed by the individual effort to reopen roadways.

    "Good news about these folks up here, they take care of each other," McDaniel said. "A lot of them take care of their elderly in the neighborhood and their neighbors and son-in-laws."

    The Barbour County Office of Emergency Management is collecting removed trees and debris at the Barbour County Fairgrounds, the state road garage in Philippi and the intersection of Routes 38 and 92.

    Snow removal, tree services and truck drivers could be reduced at Jackson County Road Commission - November 10, 2012 by Mr HomeBuilder

    JACKSON, MI The Jackson County Road Commission might have a better chance of surviving if cuts in certain areas can be made.

    As the county continues the process of deciding whether to dissolve the entity and take over administrative duties, county officials asked the managing director of the road commission where they could save money.

    The answer was snow removal, tree removal and, reluctantly, truck drivers.

    We have to become more efficient. We are all doing more with less. Drivers are taking on additional miles during snow removal, and we have to set priorities, Managing Director of the JCRC Ken Straub said.

    There is also the option to cut the number of drivers the road commission has.

    We dont want to, but we could, Straub said.

    The road commission is also reducing staff through attrition. There are two truck drivers and one administrator who will be retiring at the end of the year.

    Cutting back on tree removal services could also save the road commission money.

    We know its an issue, we have been told that if the tree is not in the roadway its not a liability but we continue to cut them. We are looking at possibly contracting for tree work so they dont cause a hazard, Straub said.

    The road commission does contract out tree removal services for large trees.
