    CEDC moves forward with park, airport, sidewalk plans - March 13, 2015 by Mr HomeBuilder

    The Canton Economic Development Corp. decided to move forward with three projects last month one to add beauty to downtown, and two to bring additional mobility to the city.

    Pocket Park on Buffalo

    The first project will be a pocket park on Buffalo Street in the vacant area across from the Plaza Theater. The CEDC had already earmarked $60,000 for the project and decided at the Feb. 26 meeting to break the park plan into two phases over two budget years to fund the total $198,904 cost.

    When completed, the park will include a canopy, restroom, elevated stage area, water fountain, water feature, built-in tables and chairs and planters.

    Plans calls for 10-foot holly trees for year-round shade.

    The park will have sidewalks and be handicapped accessible.

    This will be an enhancement to a major retail district of the city, said CEDC Executive Director Julie Seymore. Its a downtown revitalization project.

    While the park is being funded by the CEDC, Seymore said she has talked to city staff about providing maintenance services for it but there would still be an agreement to be worked out.

    Whats wrong? Theres a drought of drinking fountains at the Alderney Ferry Terminal. Thirsty travellers are perfectly free to enjoy a refreshing drink at the Halifax and Woodside terminals. Only Alderney remains inexplicably dry. The only option for paying customers on the Dartmouth side who want H2O is the lukewarm, fecal-infused liquid coming from the bathroom taps.

    Whos to blame? I dont know...historical momentum? City spokesperson Tiffany Chase, keeper of all transit secrets, had no idea why the Dartmouth terminal is without a fountain.

    We dont have a particular reason why there isnt one at Alderney and there is at the other two, she says.

    The municipalitys bylaws ridiculously dont demand public facilities install free, clean, accessible drinking options. The closest thing is this motion from 2010 where council voted to phase out bottled water where possible in all HRM administrative and operational facilities.

    On a big environmental kick that year, HRM facility staff tested water quality at a variety of locations to ensure staff and the public had access to clean, free drinking water from an aesthetically suitable source. The city defines that as a clean kitchen tap, fountain or bottle filling station. Not a tap in a janitorial closet sink.

    Any major repair requirements or absences of drinking infrastructures will be put into future facility recapitalization or maintenance programs, the 2010 report reads. With the exception of a small number of facilities, there is no work required to provide the public and staff access to clean, free drinking water.

    The responsibility is ultimately yours then, parched public transit rider. Tiffany Chase recommends phoning 311 with demands for drinking fountains at Alderney or any other HRM facility (Im told theres no fountain at the Bridge Terminal, either) in order to get the water flowing.

    If that was something passengers expressed we could certainly look at it.

    The City of South Miami opened their first dog park on February 21. It is designed to provide a place for dogs to get exercise and to meet and play with some new friends.

    The visionary behind the movement for a dog park was Vice Mayor Walter Harris who first started to explore the idea in 2013. A self-avowed dog-lover, he successfully secured funding for the construction and equipping of the park in the city budget at a minimum of $25,000, which was subsequently raised to $50,000. However, the total construction cost of the 5,000 sq. feet dog park, including signage was completed under the original $25,000 budget, thanks to donations of and for equipment, labor and services.

    A search was on to find a suitable site and one was finally suggested by Commissioner Welsh on the Right-of-Way (ROW) located at SW 63 Court and SW 78 Street.

    City Manager, Steven Alexander determined that the vacated ROW along SW 63 Court was a viable option. In November 2014, the city successfully negotiated with the Elks Club to lease, free-of-charge, a small strip of their property for inclusion in park.

    Commissioner Welsh volunteered to build and install the wooden fence that encloses the park and he has put in a lot of sweat-equity with the development of the site. The city has added sod, a 10 x 10 chickee hut, water fountain, dog exercise toy equipment, clean-up station, and two benches for the use of dog-owners donated by Martin Outdoor.

    According to a published release by the city: The work was reviewed and approved in writing prior to start, during construction and after completion by the City Planning and Zoning for compliance with the City of South Miami Land Development Code and the same by the City Building Department for compliance with the Florida Building Code.

    While this dog park will certainly add value to the South Miami community, it strikes me that it can only be truly enjoyable if well-trained and well-behaved humans utilize the site. This is an off-leash park, large dogs and small dogs will not be separated from each other, the park has no attendant (but is scheduled for maintenance twice a week), and dogs must have current tags from Animal Services demonstrating that they have had all their requisite inoculations. Patrons of the park are reminded by signage that dogs must where their tags: No tag. No play.

    The dog park is free-of-charge, open from sunrise to sunset seven days a week, and is not restricted to the residents of South Miami.

    Quentin Pough, Parks and Recreation Director said, Dog owners now have a park in the city to spend quality time with their pets.

    When asked for a quote about the new park, Vice Mayor Harris wrote: To paraphrase the Supreme Court, dogs are people too.

    JPs Declare Constable Positions Vacant, Adopt Changes in Budge - February 17, 2015 by Mr HomeBuilder

    The members of the Ashley County Quorum Court, in their regular meeting on Tuesday, February 10, approved three changes in the budget for this year and declared vacancies in the position of constable in two townships.

    Corliss McCain, the chairman of the budget committee, said that her committee had three recommendations with two of the three implemented by appropriation ordinances later in the meeting. The first was to appropriate $10,000 from the tax collector's automation fund for extra help to replace a worker who will be off for about eight weeks. The collector also proposes to pay the regular worker during that period.

    The second change in the budget is to appropriate $1,175 to increase the salary of the Hamburg District Court clerk and assistant clerk. The raise of .23 cents per hour will make the salaries equal to those of Crossett court workers.

    The budget committee also recommended that the current treasurer receive payment of $1,402 for vacation time she worked last year while the previous treasurer was off due to health reasons.

    In addition to the appropriation ordinances, the county also approved a pair of resolutions declaring vacant the office of constable in White Township and Carter Township. The county judge said that John Burnside moved out of White Township, which is in the Fountain Hill area, and is no longer eligible to hold that office. No one ran for constable the Carter township which is the Hamburg area. Judge Holland said that he has people who want to be constable in both townships.

    State statutes provide that all vacancies in elective township offices, which would apparently include the post of constable, will be filled by the governor.

    The county judge said that Pine Bluff Sand and Gravel submitted the only bid for hot mix. The bid is for $107 per ton, or if one location has over 200 tons, $104 per ton, not including any applicable taxes.

    For replacing culverts on Hanks Creek on Ashley Road 17, the county received bids of $50,803.20 from Hanson Pipe and Precast and for $83,326.40 from Drainage Pipe, LLC. The bid is to deliver, but not to install, 240 linear feet of 5'x5' precast reinforced concrete box culvert sections.

    The county judge said that Ashley 17, also known as the Old Hamburg-Crossett Highway, will have to be closed while the work is underway, adding that he will give notice before closing the road.

    The quorum court approved the reappointments of Patti Hamilton, Angie Lauhon and Imie Carpenter to the Ashley County Library Administrative Board. They will serve five year terms.

    The copper thief confessed to hitting homes all over town. That meant Detective Joseph Auroras investigation was just beginning.

    By the time Aurora finished his investigation months later, police arrested two men in connection with 13 separate thefts of copper pipes from vacant houses. Reported copper thefts had plunged in New Haven. And stayed that way.

    The TV version of this case would have wrapped up last July 31, the day police picked up a pair of men for breaking down the door of a vacant city-owned home on Clifton Street in Fair Haven Heights and making off with copper pipes. It was one of dozens of reported copper thefts from abandoned homes. The crime was on the rise thanks to a rise in copper prices, easy accessibility to vacant homes across town, and the fact that stolen copper, which doesnt bear serial numbers, is difficult to trace. Owners of vacant properties sometimes report the thefts to insurance companies without bothering to tell the police too, meaning that while they may recover their losses, another victim is more likely to get hit.

    The day of the arrest Aurora interviewed the two men. One of the men admitted to carrying out 19 such thefts over four and a half months. He offered as many details about the jobs as he could remember.

    But in real life, that was not enough to make a case. Aurora now had homework to do lots of it. Checking databases, Google Earth. Visiting houses. Confirming details, acquiring evidence. It would take months. He got the job done, and has now obtained the last of 26 warrants, 13 for each suspect.

    The 33-year-old detective, who joined the department eight years ago, has earned a reputation in the police departments robbery and burglary division for following trails, sticking with cases, and making them stick.

    The city was fielding 10 to 11 copper-theft complaints a week before Aurora cracked the case, according to his supervisor, Sgt. Manmeet Colon. Now its at about two or three.

    She called Aurora a very passionate and very diligent investigator. He goes out to the pawn shops and scrap yards. They know him on a first-name basis. He always follows up.

    Auroras pawn shop sleuthing solved a second, unrelated case that led to an arrest Monday. A former employee of the Connecticut Conference of Municipalities (CCM) was charged with first-degree larceny for allegedly swiping tens of thousands of dollars of Dell computer gear from the groups 900 Chapel St. offices. Aurora tracked down and recovered $48,662 worth of the equipment. (More about that later in this story.

    That case and the copper case were all about follow-up, demonstrating how the tedious, less glamorous aspects of detective work can make the difference.
