A line of window shades that pose a strangulation hazard for small children are among this week's recalled consumer products. Others include strollers, hockey masks and water heaters.

WINDOW SHADES
DETAILS: Blinds To Go custom-made window shades. They have a clear, P-shaped hook to hold down the cord. The cord or chain loop of the window shades clips into the device. The hook is screwed to the side of the wall or window during installation. It was shipped with the Blinds To Go custom-made roller shades with Sidewinders, Smartlift pleated and cellular shades, Panel Tracks shades and Serenity shades. They were sold at Blinds To Go showrooms and online at http://www.blindstogo.com for between $60 and $770 from January 2009 to November 2014.
WHY: The shade's chain or cord loop can slip out of the hook, posing a strangulation hazard for small children.
INCIDENTS: None.

HOCKEY GOALIE MASKS
DETAILS: The recall is for the metal cages on the Bauer Concept C1 goal mask with certified titanium oval wire and the NME 10 goal mask with certified titanium oval wire that cost about $900. The recall is also for the $90 RP NME Ti Titanium replacement cage for the Concept C1 and NME 10 goalie masks. The Concept C1 and NME 10 goalie masks were sold in black or white with a titanium wire cage that attaches to the mask with two screws on each side of the mask. The Concept C1 mask is a Senior mask in sizes S/M and M/L. "Concept C1" is printed at the top of the shell. A sticker inside the shell at the jaw also lists the model and size. The NME 10 Goal Mask is a Senior mask in sizes Fit 1, Fit 2, and Fit 3. "NME10" is printed at the top of the shell. A sticker inside the shell at the jaw also lists the model and size. A side plate reads "Bauer Titanium Oval Wire" and "RPNME Ti Sr." They were sold at sporting goods stores and online from April 2013 through February 2015.

ST. CLAIRSVILLE - Belmont County Commissioners conducted regular business during their Wednesday meeting.
Commissioners noted that the courthouse elevator will be out of service April 7 to May 22 for a replacement project. Commissioners noted that arrangements have been made for people with disabilities who require the use of the upper floors. The commissioners' office will be available for their use.
Commissioner Mark Thomas remarked that the board has consulted with the judges while scheduling the dates for the elevator work. The courtroom at the county jail is also available for court use if necessary.
"The time frame for the shutdown of the elevator was all worked through as far as the elected officials and those who may be directly affected by it. It's the best way we can address the situation, and we'll simply make the best of it," he said. "Replacement of the elevator is a necessity, not a luxury."
Also, Pultney Township Trustee Frank Shaffer noted that a cleanup effort at Trough Run Road is set for April 23, 9 a.m. However, he noted that groups have continued to litter the area after cleanups and asked for assistance in either setting up cameras or a fence. The land is mitigation property. Commissioners will send buildings and grounds employees to assess the area.
Guests also inquired about a population drop in the Ohio Valley as was recently reported. Thomas noted that this was not a census year and the numbers may not be accurate. Also, there are questions about the source of this information. Further factors complicate the matter, since the area sees more deaths than births, and it is unclear to what extent the numbers represent those born in the area or who have moved in.
Richard Hord asked if the new senior services director would give a report of the department's activities at an upcoming board meeting. He was told this would take place in a future meeting.
In other matters, commissioners also noted the upcoming April 8 Job Fair at the mall will feature more than 100 employers.
The Belmont County Sheriff's Residence Museum will hold its open house Thursday, 5:30-7:30 p.m.

Barnes-Deinzer Seneca County Museum Foundation Inc. presented a donation to Seneca County commissioners Tuesday to pay for replacement of 13 windows at the Seneca County Museum.
Foundation President Fran Fleet said nearly a year ago, Mark Steinmetz, from the Seneca County Historical Society, gave her photos of the windows that needed repaired and prioritized which were the worst.
Fleet said R. Renegade Co. owner Eric Uhlenhake replaced a large window at the museum and received positive comments about the work from the Tiffin Architectural Board of Review and from the Seneca County Historical Society.
Fleet said the new windows should help decrease utility costs. The county is responsible for maintenance at the museum.
She said Uhlenhake estimated the cost of window replacement at $6,430.
Fleet said the foundation would donate the money to the county with the recommendation to get the work completed by Uhlenhake as soon as possible.
If the Seneca County Museum is sold, the county would repay the donation on a pro-rated basis. Foundation Treasurer Jim Supance suggested a 75-percent payback if the museum is sold this year or next year, 50 percent if it is sold in 2017 and 25 percent if it is sold in 2018.
A resolution is to be drafted to accept the foundation's donation and move forward on window replacement.
Board President Holly Stacy said the lease for the county to take over maintenance and payment of utilities for the Seneca County Museum has been sent to the Seneca County Historical Society for approval.
Commissioners also approved issuance of Mercy Health Partners' facilities revenue bonds from Allen County. Some financial capital expenditures from the bonds, such as construction or technology updates, are to benefit Seneca County.
