Council President Tom Hucker (D-District 5) yesterday introduced two bills intended to improve safety in residential buildings, primarily multi-family and multi-story units.
Expedited Bill 50-20 Landlord-Tenant Relations Fire Safety Removal of Mercury Service Regulators would require landlords to schedule the immediate replacement of indoor mercury service gas regulators with safer, more modern regulators, according to the council staff report.
The National Transportation Safety Board determined that an August 2016 explosion and fire that killed seven people at the Flower Branch Apartments in Silver Spring was caused when a failing mercury service regulator, which was not connected to a vent line, allowed natural gas to build up and ignite.
We have to do everything in our power to ensure that we never have another tragedy like the fatal Flower Branch explosion, Hucker said in a press release. Now that the federal government has told us that many other properties have the type of outdated, dangerous equipment that caused the Flower Branch explosion, we have to make sure that landlords work with the gas utility to replace them.
Bill 51-20 Housing and Building Maintenance Standards Window Guards would require landlords to install and maintain window guards in certain rental housing, and provide for the enforcement of window guard requirements, among other provisions.
As recently as October, a two-year-old boy died after he fell from a third-floor apartment in Takoma Park, according to a press release. In 2019, a two-year-old boy fell from an 11th-floor window and was seriously hurt in Takoma Park.
Public hearings on both bills are scheduled for Jan. 12 at 1:30 p.m.

The Health Service Executive's information technology system is relying on thousands of out-of-date computers because a plan to replace them has not been completed.
The out-of-date computers, which run on Windows 7, need special security support, which cost the taxpayer over 1mthis year.
Last year, the HSEsaidit had "aprogrammeto migrate"Windows 7 computers to Windows 10 by the end of 2020.
At that time 46,000 of its 58,000 computers remained on Windows 7.
The HSE hassincereplaced 9,000 of the 46,000 computers leaving 37,000 depending on the old software-12,000 of those cannotbe replaced because they are needed to run radiology and other systems that cannotrun on newer software.
In response to a parliamentary question byLabourleader Alan Kelly, the HSE saidits Windows 7 migrationprogrammewas "impacted by the Covid-19 pandemic resulting in a lower number of upgraded/replaced Windows 7 devices".
In January, Microsoft stopped protecting Windows 7 computers from viruses and malware,unlessit waspaid extra money to do it.
The HSE needed that protection and paid1.1m for it in 2020. Next year, it faces paying more to Microsoft because the pricing structure per computer doubles.
The HSE confirmed negotiations are "still ongoing" between itself and Microsoft and a "figure is yet to befinalised" on how much Windows 7 protection will cost for 2021.

The scaling down of Windows 7 was known widely from 2014 and the HSE started its migrationprogrammein 2017.
Speaking on RT's Morning Ireland,MrKelly saidthe failure to address the issue showed a lack of preparedness which led to a cost to the taxpayer.
"I cant believe that the HSE still hasnt dealt with this issue. It is costing the taxpayer a huge amount of money.
"One year on, they still havent been able to ensure that they brought their software and security settings up to date. It leaves them open to a serious amount of security issues and problems potentially.
"That doesnt excuse the fact that they were a year behind anyway. That doesnt excuse the fact that these costs were building up. I accept the fact that it would have been much more difficult this year. But,that isnt the full story, this could all have been prepared for in advance,"hesaid.
The HSE said in a statement it has a "layered system of security to mitigate cyber security risk".
"This includes perimeter security, software updating, real time monitoring of assets, mobile device security and endpoint encryption. We alsoutilisecybersecurity expert partners and Microsoft to provide additional support to the HSE.
"No single element on its own is sufficient to provide adequate cybersecurity. It is the combination of all elements working together that provides the best cybersecurity. Given the continued threat of cybersecurity, the HSE will continue to invest in cybersecurity tools and education of staff to helpminimisethis ever-changing threat," the HSE statement read.
Dr Simon Woodworth, director of the health information researchcentreat University College Cork, saidthe HSEs pace of Windows migration is pathetically slow and creates a single point of failure that could have massive consequences.
"I am sympathetic with the HSE because Covid-19 is going to put a12monthdelay on everything.
"It is not just a financial issue. It is an issue of increasing risk. The longer they leave this and the slower they are at remedying the situation the more they are exposing themselves to risk of a vulnerability or a cyberattack.
"The HSEs multi-layered system is actually very, very good. They areabsolutely diligent, and they try very, very hard to make sure there are several layers of security, so if there is a failure on one point it should not affect everything else.
"If you have a single point of failure, while the probability might look very low, the consequences could be quite serious because an enemy agent or a threat to the system-for whatever their motivation is-if they establish a toehold inside anybodys networks, all they need to do is compromise one machine and then the damage they do spreads outwards from that machine"
Other institutions andorganisationare also dealing with similar Windows 7 issues.
Last year, Government departments had 22,312 computers on Windows 7.Today, it has reduced that by almost half to 11,850.

The Vegas Golden Knights still need to clear salary cap space, and according to reports on Tuesday night they could be considering a Max Pacioretty trade.
If they are actually shopping him, he would be an attractive option for any team in need of scoring.
The hurdle is going to be the $7 million salary cap hit over the next three seasons.
As of this moment there are only seven teams in the NHL that have enough salary cap space to take on such a contract this season without retained salary on Vegas side, or Vegas taking back another contract.
Those teams: Florida, Columbus, Detroit, Ottawa, Nashville, Los Angeles, and New Jersey.
There are a handful of teams that can probably be scratched off from that list.
Columbus has the salary cap space and the need for scoring, but it still has to re-sign Pierre-Luc Dubois, who will take up most of its remaining $9.2 million in salary cap space. I am not saying it could not work there, but it would require some creativity on both sides.
Ottawa, Detroit, and Los Angeles are in the early stages of rebuilds and not really in a position to add a 32-year-old winger on a $7 million per year contract. They are probably out.
I still think the offer sheet option is an intriguing option, but Pacioretty would also be a great fit.
The Predators love to swing for the fences in trades, and they still have more than $12 million in salary cap space with only restricted free agent Luke Kunin left to re-sign. They easily have the money to take on that contract and they are still in a position where their window for contention is open.
Their offense was already weak and saw close to 70 goals leave town this offseason with no proven impact players coming back to replace it. Pacioretty would help fix that and maybe even help improve what has been the leagues worst power play over the past two seasons.
They need another finisher, and Pacioretty is one of the leagues best.
The Devils are a fascinating situation. They are not a contender, but they are also not a team that is setting up to be a disaster, either.
They have two recent No. 1 overall picks hopefully ready to take a significant leap in their development, and with Corey Crawford and Mackenzie Blackwood in net they have what should be an outstanding goalie duo that will keep them in a lot of games. If they can avoid all of the late game collapses they had to start last season and get some competent goaltending, they could be surprisingly competitive.
They also have more salary cap space than any other team in the NHL with a whopping $17 million in space still remaining.
Blackwood (restricted free agent) still needs re-signed, but he is only going to take up a small portion of that space.
They also still need more offense. A lot of it.
They are obviously banking heavily on Nico Hischier and Jack Hughes to be stars, but they could still use another proven scorer or two. There is also the fact that both Nikita Gusev and Kyle Palmieri are unrestricted free agents after this season and there is no guarantee they will be back. Pacioretty would give them a proven scorer that is still under contract for the next two years. It also would not prohibit them from re-signing one of the other two forwards. It would also be kind of funny to see Pacioretty be reunited with P.K. Subban in New Jersey just a couple of years after each of them was traded out of Montreal.
The Panthers biggest need is improving their defensive play and goaltending.
Their offseason moves are intriguing when it comes to improving the former, and they created a new department to try and squeeze excellence out of the latter. We will see how it all works.
While their offense has been very good the past two years, they did lose a lot this offseason with Evgenii Dadonov and Mike Hoffman (their top-two goal scorers from a season ago) leaving in free agency.
This is a team that is clearly determined to make the playoffs, and they still have close to $8.5 million in salary cap space to play with.

Tej Bahadur Gurung of Laprak, Gorkha, is planning to replace the doors and windows of his new house that was handed over to him by the Non-Resident Nepali Association (NRNA). It will cost him at least Rs 15,000 to replace the UPVC doors and windows, he estimates. UPVC, also known as Unplasticised Polyvinyl Chloride, is a low-maintenance building material used as a substitute for wood.
Tej Bahadur is not the only one planning to replace the doors and windows of the houses built by the NRNA for the survivors of the 2015 earthquake at Gupsipakha. Most of the families are busy removing the UPVC doors and windows of their houses these days. But they are also worried about the expenses of installing new wooden doors and windows.
The construction of the houses is complete. But we need to replace the doors and windows since they are very weak, said Chamsing Gurung. The houses are there but the major work on the interiors is yet to be done. We have to bear the expenses of the replacement and we dont know how we will be able to afford it.
The NRNA has built an integrated settlement for 573 earthquake-affected families at Gupsipakha but the most of the beneficiaries are yet to move into their new houses.
Only 16 families of the total 573 have shifted to their new homes.
Basanta Gurung said they were worried about the structural integrity of the new houses.
Its not just the doors and windows, even the zinc sheet roofs look weak. We are not planning to replace the roof now since we dont have the money, said Gurung.
Technicians also admit using substandard materials while installing doors and windows for the houses which the authorities had touted as a model integrated settlement.
UPVC panels have been used to make the doors and windows. Such materials are not solid, said Ramsharan Acharya, chief at the district project implementation unit of the National Reconstruction Authority.
The local people have accused the NRNA of using shoddy materials while constructing the integrated settlement.
The NRNA representatives showed us some fine quality of zinc sheets, doors and windows before the construction. The materials shown at that time have been used only in four/five houses, said Ganesh Gurung, whose family has been living in a temporary hut since the earthquake. I am planning to shift to the new house only after replacing the doors and windows.
Ganesh said that the NRNA representatives were in a hurry to hand over the houses without completing the works. According to him, the construction of around 150 toilets is yet to be completed.
The NRNA started constructing the settlement in November 2016 after signing an agreement with the National Reconstruction Authority. The original plan was to complete the project within eight months.
Four years have passed since the project started, and it is still incomplete.
The NRNA has claimed that the project got delayed due to difficult terrain, harsh weather conditions and poor road condition, which hindered the smooth transportation of construction materials.
The site is about 30 minutes walk from the settlement of Laprak, which was severely ravaged in the earthquake and deemed uninhabitable by geologists.
Besides building 573 homes with running water and solar-powered electricity facilities, the NRNA had also announced plans to build a school, a health post and a Gurung museum at the settlement that is spread over 18 hectares of land.
Raj Gurung, the chairman of Dharche Rural Municipality Ward No. 4, said while there was some truth to the NRNAs claim about difficult topography and adverse weather conditions delaying the project, the lack of coordination among the authorities involved in the project had also led to the delay.
The local unit, National Reconstruction Authority and NRNA are all responsible for the delay. Coordination among them was clearly lacking, he said.
The NRNA has said that it was aware of the concerns raised by the earthquake survivors.
We have received complaints from the locals regarding the quality of doors and windows of their new homes. We are studying the issue, Naresh Rana, the executive director of NRNA Secretariat, said.

WEST RIDGE Jonathan Moreno hadnt planned on taking Wednesday off, especially without pay.
But when someone smashed the window of his wifes minivan and 17 other cars on his West Ridge block overnight he was forced to deal with it.
Moreno, who works for an electric company in suburban Naperville, discovered the damage on the 6000 block of North Oakley Avenue Wednesday. The one-way street forms the eastern border of the Our Lady of Guadalupe Rosehill Cemetery, and the damage to the cars all happened on the cemetery side of the street, with passenger windows targeted.
Making matters worse, this was the second time in recent months that a row of cars on the quiet block had windows smashed. Last time, it was 16 cars, neighbors said.
Moreno said he spent most of Wednesday fixing his wifes window on his own, finding a replacement at a nearby junkyard, and was annoyed he lost a day of work and pay at this time of the year.
Its hard now and Christmas is coming, he said.
Salvatore Higuera, who also lives on the block, said the vandal broke the window of his wifes PT Cruiser. Like Moreno, it was the second time in the last couple months he was victimized. For Higuera, this time was worse, as the vandal also stole his wifes purse that was in the vehicle.
He woke around 7 a.m. to hear screams of a neighbors daughter alerting people cars were damaged. We didnt hear anything. I think they are tapping the windows with a spark plug, Higuera said.
Weve been here for 10 years and aside from these two incidents its a nice, quiet neighborhood, said Higuera, who paid a handyman $70 to repair the window.
On Wednesday afternoon, it appeared not all the car owners with smashed windows had gone to their vehicles yet. Several still had police reports tucked under the windshield wipers. Police said they are investigating.

Even with the upbeat and positive graffiti over the boards, the front of the building looks pretty horrible. You may have read here or here about how the windows were broken. Ill give a short answer:
Rocks break glass. Rocks break hearts when theyre thrown by an adult male into the windows of a sanctuary for folks escaping the hell of addictions.
Thus, on top of a pandemic and all the changes and impediments that brought, the members of Hope Nation returned to a home that looks from the outside like downtown Beirut in the 1990s or the aftermath of Kristallnacht back in 1938. Still, as Reverend King told us, The arc of the moral universe is long, but it bends toward justice. The Hope building is getting new windowsmore energy-efficient and soundproof, and significantly less attractive a target than the previous floor-to-ceiling storefront ones.
Replacing those windows is not free, of course, nor is it even cheap. All told, Hope will pay about $45,000 for new windows. (Here, Id like to insert a lengthy list of salaries and other things Hope could have spent $45K on, but I wont. One thing recovery has taught me is that part of living life on lifes terms is accepting reality rather than generating resentments from it. Broken windows need replacement, no matter what needs go under-met.)
In June, when the most recent window was broken, I wrote a piece on the experience that was shared on Facebook with a donate link attached. I didnt share the piece, nor did I affix the link. In fact, I would have been opposed to it (https://tinywhitebox.com/june-21-2020/). I would have been wrong, because that link led, first, to donations of about $6,000 toward the window replacement. Second, and far more important, those donations offered members of Hope Nation (and their allies, friends, families, etc.) a chance to make manifest their heartbrokenness and their intention to redress this nonsense.
Tuesday, December 1, is Giving Tuesday, a nationwide opportunity for folks to demonstrate their gratitude for nonprofits that make a difference in their community. Hillsboroughs Masonic Hall, the fourth-oldest Hall in the United States, is home to Eagle Lodge No. 19. Once the site of Edmund Fannings homestead, the Masonic lodge, was built in 1825. Entering through the large double doors, guests step onto the original hardwood floors and spy ornate moldings that have been preserved for centuries. Adding to the bustling restoration scene on King Street, members of Eagle Lodge No. 19 are once again working to maintain a significant piece of Orange County history.
The lodge has been preserved by the fraternity for nearly 200 years, requiring multiple renovations and continuous maintenance. In September of 2020, lodge members began the restoration of the buildings 21 windows. After replacing more than 70 broken window panes, the project is on course to soon be completed. As with any old building, all of the glazings were popping loose, explained Michael Verville, lodge member and preservation craftsman. [The glazing] is what holds the panes in, and it was deteriorating. Passerbys may remember the wide-reaching windows, surrounded by dark shutters and panes painted white. I think they have been painted for about 100 years, said Verville. Jim Cone, the senior warden, added, It was referenced in the minutes that they wanted to block out the sun, so they didnt destroy the curtains. They painted all the windows, upstairs and downstairs, inside and out. Although not customary to paint over the panes, other lodges have been known to build windowless buildings or brick over windows to deter prying eyes from seeing the masonic rituals.
With its white columns and brick walls, the prominent Masonic lodge has survived times of neglect and misfortune. It originally had an observatory at the top, explained Verville. [Joseph Caldwell], a member of the lodge and involved with having the building built, was the first president of UNC-Chapel Hill and professor of astronomy. The lodge observatory, which predated UNCs Astronomical Observatory, battled significant water leaks and was removed in 1863, although the original staircase remains. In 1945, a fire tore through the downstairs dining room, destroying the elaborate window moldings, the majority of the flooring, and much of its original Greek Revival design. We almost lost the building, said Verville. By the early 2000s, the building was again in need of significant renovations. For years, the brothers had overlooked general maintenance practices, and the building showed signs of severe deterioration. People thought the place was deserted, explained Cone. The shutters were falling off the windows; the downstairs floor was falling in. It was in bad shape. Verville added, The floor they put in in the 1940s rotted away and had to be replaced. Men such as Speed Hallman, Bob Sturms, Bill Winecoff, and Larry Aydlett, along with many others, spearheaded the renovation project. The brothers replaced the dining room floor, painted the walls, fixed the shutters, and addressed many of the long-time needs required by a historic structure.
The significance of the Masonic lodge reaches far beyond its members. Its an important building, said Verville. [Our lodge] has been used as a hospital during the Civil War, an observatory for students, as a meeting place for other civic groups and institutions, and an opera house. We have this long history of engagement in town. Preserving the iconic structure is a high priority for Eagle Lodge No. 19, with the window restoration being one of many projects the members are aiming to complete. My overall hope is that we can eventually restore, if not the observatory, at least the parts of the building that are still intact, said Verville. We want to ensure that were the generation that makes sure it lasts for another 200 years.
