Update, 11:45 a.m.:
The York County Office of Emergency Management is advising residents to prepare for the incoming winter storm.
Weather forecasters are predicting that York County could receive several inches of sleet/snow and significant ice accumulations Tuesday night into Wednesday. Substantial power outages are possible, the office advises.
In anticipation of winter storm, the Office of Emergency Management offers the following preparedness tips:
1. Residents should maintain an emergency kit in their homes to ensure they have adequate supplies if unable to leave their homes. Such kits should minimally include: A supply of drinking water, non-perishable food, non-electric can opener, first-aid kit, radio, flashlight, personal health needs and extra batteries.
2. Have the phone number to your electricity provider available. Residents should not call 911 to report power outages unless the outage poses a threat to safety or property. Instead, residents should call their electricity provider (numbers listed below).
3. Residents should have on hand an adequate supply of rock salt or alternate product to melt ice on walkways, as well as snow shovels and other snow/ice removal equipment.
4. Clear fire hydrants near your home or business from snow so they are readily accessible to fire departments.
5. Ensure that generators are prepared and ready to safely use pursuant to manufacturer instructions. Never use a generator indoors or near windows or doors. Call an electrician if needed to help with installation, maintenance or preparation.
6. Take the necessary steps to prepare alternate sources of heat (e.g. kerosene heaters, wood stoves, etc.) if residents plan to use them during a power outage. Follow manufacturer instructions and ensure an adequate supply of fuel.

You may have noticed some trees disappearing on Park Avenue. At Tuesday nights Chico city council meeting, there was a debate on whether or not to remove a tree near the intersection of Park Avenue and E. 20th Street.
A few months ago, requests were put in to remove several trees along Park Avenue that were blocking billboards from the view of drivers. The city and advertisers came to an agreement removing 9 of the trees, pruning 6, and monitoring another 2. Of the trees removed, the city says those were good candidates for removal. They were dying, diseased, and had structural problems like interfering with traffic lights.
City officials say it's a constant struggle to keep residents and businesses happy, while maintaining the city's motto as the city of trees. We're looking at balancing what our needs are from a public landscape, but also not impact a private entity that's getting commerce out of that. So it is definitely a balancing act," said Dan Efseaff, Park and Natural Resource Manager for the city of Chico.
The tree in question is 25 feet tall, one of the taller trees that line Park Avenue. The council voted to keep the tree and instead prune it to make the billboard more visible.
Also at tonights meeting, the council voted to extend the city's audit of financial statements until March.

Local tree services have their work cut out for them Wednesday.
Hanover-Adams was hit with an overnight storm that resulted in power outages, downed trees and roads covered in ice and slush.
With utility companies focusing on power outages, private tree services took on the task of branch removal in the region.
Amspacher Tree Service had its busiest day since October 2010, said co-owner Louanna Amspacher.
Calls started coming in right at 7 a.m., she said. As of 10 a.m., they had received more than 20 requests for service, mostly in York City.
On average, they only receive between eight and ten calls per day this time of year.
Now, all six of the company's crews are out, with emergency situations such as branches on wires and houses and trees blocking driveways taking priority.
Many of the non-emergency calls will have to wait until tomorrow.
"We're just kicking into high gear," Amspacher said.
Reader submitted photos from the ice storm that hit Hanover-Adams on Wednesday, Feb. 5.

Adam Buchwald is a luthier. He makes mandolins and guitars for a living in his garage on Burlingtons South Prospect Street. For the most part, his neighbors say they have no problem with the craftsman living and working nearby. But one Barbara Headrick, who resides next door has invested untold hours and resources in an attempt to shut him down.
Buchwalds goal is to be able to make instruments in his own home. Instead, hes involved in a protracted legal dispute that began a year and a half ago in city hall and has now made its way into the courts. A request for the case file at Burlington City Hall yields a hefty stack of documents, including correspondence dating back to July 2012.
By now, anyone in Vermont hoping to erect a wind turbine, build a Walmart or open a methadone clinic knows to expect governmental hurdles and not-in-my-backyard opposition. But smaller disputes inspire no less passion and can take just as long to resolve.
Whats so frustrating is that one person can drag something like this on forever and ever, and it could actually get to the Vermont Supreme Court and by law they have to take the case and that just boggles my mind, Buchwald said.
Headrick counters that the noise from Buchwalds power tools shatters her solitude, and his shop threatens to pave the way for more disruption as home-based businesses invade residential neighborhoods.
Simply stated, a growing commercial woodworking business does not belong in a low-density residential neighborhood, she wrote in a statement to Seven Days. Headrick declined requests to be interviewed for this story in person or over the phone.
This imbroglio has ensnared city officials, lawyers and neighbors. Last month, it landed in the environmental division of Vermont Superior Court, where the city plans to defend its decision to let Buchwald work where he lives.
David White, Burlingtons director of planning and zoning, said that the case has certainly taken a lot of time and effort on the part of the city.
Burlington Development Review Board chair Austin Hart concurred, I think that it is fair to say that this particular home occupation application was particularly contentious. People do, however, get emotional about their homes.
Adam Buchwald looks the part of a banjo-playing dad back in Vermont after a stint playing music in Brooklyn: plaid shirt, dark-frame glasses, well-groomed beard.
