    Sociopath A-list designer Craig Raywood returns to NYC

    Hes back. Craig Raywood, the interior decorator who fled New York for Los Angeles in 2005, has returned to our fair city.

    The flamboyant and dapper designer is living in an apartment building at 72nd and York Avenue, according to a neighbor.

    Raywood whose clients included Paul Simon, Denise Rich and Beth Rudin DeWoody left behind a pile of bad debts and angry creditors when he relocated to Los Angeles eight years ago.

    After hosting a dinner party at his West Hollywood home, attended by Cornelia Guest, Bret Easton Ellis, Kenny Scharf, Lawrence ODonnell and Nikki Haskell, he was soon bouncing checks and racking up new debts around town.

    Craig doesnt need burglars tools, a lawyer who tracked him for years told Los Angeles magazine in 2008. He breaks into your mind. He breaks into your heart. The rest is easy.

    The two-part magazine story by Steve Oney also quoted Dr. Randal Haworth, who was never paid by Raywood for $19,000 worth of plastic surgery. The guy has zero remorse, said Haworth. He did what he did to me with the cool calculation of a serial killer. Hes a sociopath.

    How might Picasso have fared as an interior decorator? If Jasper Johns had plied his trade on rooms instead of canvases, could he have made it into House Beautiful? Would we be watching The Franz Kline Treatment on HGTV if he were still around, and at all interested in wall treatments? Canadian artist and filmmaker Jon Rafman has been obliquely probing these hypotheticals with a single-topic Tumblr called Brand New Paint Job, where he culls amateur three-dimensional models from Google 3D Warehouse and digitally overlays them with the work of different artists. The rooms aren't meant to look good, exactly; some are intentionally (and hilariously) downright hideous, but one gets the sense that questions of taste miss the point of this formal exercise, as they would with Rafman's better-known project, where he exhibits found images from Google Street View, like a few of his contemporaries. As he explained to Bullett, "The BNPJ project enacts both a reduction and homage to these artists' work: on one level the painting becomes wallpaper, and on another these BNPJ rooms are like shrines to the artists."     It's not easy to ask voters for a tax increase when city coffers are flush with cash, but that is the awkwardly enviable position that members of the Palo Alto City Council find themselves in as they eye a November ballot measure.

    Even if the voters shoot down the proposed increase to the city's hotel-tax rate that is recommended by city officials, the council will push forward with its most urgent and most complex infrastructure priority -- a new public-safety building.

    That was the consensus of the council's Infrastructure Committee, which voted unanimously on Wednesday to make the public-safety building the city's top priority. The vote came after a broader discussion about the city's long list of needed infrastructure repairs, some of which would potentially be paid for with revenues from the hotel-tax hike.

    The committee has yet to figure out what projects to include in the possible bond package. Despite the council's sense of urgency about a new police building, the project has consistently failed to attract the public. Recent polls confirmed the findings of past polls: While a bare majority might support the $57 million police headquarters, it would be difficult for the council to get the supermajority of voters needed to pass a bond. With its vote Wednesday, the committee signaled that the project should be pursued regardless of the November results, with existing funds if necessary.

    City officials have been talking for more than a decade about the need to replace the small and seismically deficient police headquarters inside City Hall. The Infrastructure Blue Ribbon Committee, a citizen task force charged in 2010 with identifying the city's infrastructure priorities, described the existing headquarters as "unsafe and vulnerable." Yet the quest for a new police building has been riddled with setbacks and disappointments. In 2009, with the economy sagging and no imminent plans to fund the project, the city terminated its option to lease two properties on Park Boulevard that officials had hoped could house the new facility. And last month, developer Jay Paul Co. withdrew its offer to build a new police building in exchange for the city's permission to construct two office buildings next to the AOL headquarters at 395 Page Mill Road.

    With an estimated price tag of $57 million, the public-safety building comprises more than a third of the city's budget on needed infrastructure repairs. City Manager James Keene likened the infrastructure picture to a stackable Matryoshka doll, with the public-safety building on the outside layer. Having a definite plan for funding this project, he noted, could help shift the conversation on paying for the other items on the long list, which under the most recent estimate adds up to about $155 million.

    While a bond measure would help the council tackle some of the other gaping projects on the list -- including new downtown garages, a host of bike improvements and replacement of two obsolete fire stations -- members of the four-member committee agreed that the police building is important enough to be pursued with existing funding.

    Regardless of your budget, renovating is definitely a balancing act. Whatever part of the house youre revamping, youll face a lot of choices and will have to make tradeoffs. You want to make all your choices really count, not just for your lifestyle, but also they will affect the resale value of your home. No pressure, right? Dont worry, heres what you should keep in mind for just about any renovating project.

    Very few renovations will return 100 per cent of your investment, so the decision to renovate should primarily be about your enjoyment of your home and getting more out of it. For any space, think about your familys lifestyle, and spend more on the areas that support those priorities. Take the kitchen as an example. If youre a gourmet cook, a professional range will probably be worth the investment to you. For busy families, a large kitchen island or breakfast nook might be more important.

    In the lounge room, sound, lighting and Ethernet wiring might be important in an entertainment-focused space. If you use that room for relaxing or other hobbies, you might make different decisions a skylight or more built-in storage.
