    Iowa Street Viaduct: Crews finishing up towering I-5 retaining wall in Southwest Portland

    The Oregon Department of Transportation has started finishing work on the towering southbound Interstate 5 retaining wall built as part of the new Iowa Street Viaduct in Southwest Portland.

    Just north of the Terwilliger Curves, crews are applying an Oregon basalt overlay selected by the public two years ago. ODOT said it's the last step in building the retaining wall along the west side of the freeway.

    The new wall is designed to help stabilize the hillside and deter mudslides that could block I-5.

    Through a public-comment process, citizens chose Oregon basalt as the faade for the retaining wall in a 2011 vote, ODOT said. More than 400 people took part.

    "Voters indicated they liked the Oregon basalt because it looked durable, connected with the regional themes and blended in with the surrounding landscape," ODOT said in a release on Friday.

    The project also provides room for a future southbound truck-climbing lane.

    Rotary Club plans Crown Jewel at foot of mountain

    From new observation decks, hikers this summer will be able to take in sweeping views atop Casper Mountain's Garden Creek Falls and over the city.

    Plans are underway to build two treated-lumber decks among other trail improvements at Rotary Park this year, Bill Schilling of the Casper Rotary Club told Natrona County Commissioners last week. The project is part of a long-term master plan in development.

    The big picture is this is an opportunity to have a jewel of a park for this county and community, Schilling said.

    This years plans include finishing an 800-yard-long trail along the east side of Garden Creek and adding handrails to help trekkers over a steep incline en route to gentler terrain, Schilling told the commissioners during their work session last week.

    Once there, theyll be able to take a breather at benches to be installed at a flat area above the falls and at the two planned observation decks along the Bridle Trail. They can look north over and beyond the city and west toward the waterfall from both a midway and an upper deck, according to the plans.

    Plans also include about a dozen new signs to guide Bridle Trail hikers and at least one kiosk offering brochures with maps and tips, Schilling said. The club also plans to place boulders to secure areas of sliding rock along the west side of the creek, he added.

    The club plans to complete this year's renovations with a $70,000 budget, Schilling said.

    Those improvements are part of a master plan that calls for eventually adding about 100 to 150 more parking spaces at what are now two sagebrush areas, Schilling said. That project wont begin before next year.

    The club plans to request an estimated $400,000 from the county to help pay for parking projects over a three-year period, Schilling said.

    Members of the commission agreed the grounds need more parking because visitors already often leave in frustration over lack of spaces, they said during the meeting. There are about 50 spaces now, Schilling said.

    Black mold was reportedly plaguing a housing in San Antonio. The details of it were related by kens5.com on its post dated January 21, 2014. In response to it and in an attempt to help public, My Cleaning Products suggested a way how to prevent the worst effects of a mold problem.

    In the report, Sara Olivares was identified as the person who complained about the fungus in a certain housing on the west side of the city. It detailed that she particularly griped that the mold in her bathroom was making her sick.

    However, San Antonio Housing Authority, based on the report, stated that they offered her to relocate several times. Nonetheless, she refused to do so, it relayed.

    Black mold was putting a housing in San Antonio in a bad light. A resident of it complained that the fungus in the building was making her sick.

    That housing in question was Precious Drive on the west side of the city. And that tenant complaining was Sara Olivares.

    MCP said that although mold infestation is a common house problem, it must not be allowed to grow and spread. That's because it poses minor to major health effects, it stated.

    However, it stated that the fungus' presence couldn't always be prevented. Such is the case when there is a flood or water damage, it cited.

    Because of that and the fact that those incidents couldn't be predicted, My Cleaning Products said that the public must be ready all the time to kill mold. By doing so, it stated that one could prevent the worst of the problems that it could bring.

    Mold leads to elimination of 300,000 MU Libraries’ volumes

    COLUMBIA About 300,000 volumes belonging to MU Libraries will have to be eliminated because of mold contamination, according to a letter emailed to MU faculty and staff on Friday afternoon by Director of Libraries Jim Cogswell.

    In October, MU Libraries staff discovered mold growth on about 600,000 volumesin an off-campus library storage facility north of Interstate 70, Cogswell wrote. The volumesmust be treated or be destroyed to ensure that contamination cannot spread to other collections.

    Cogswell said in an interview that there is only enough money and time to save up to half of the contaminated volumes.

    "This affects deeply those of us in libraries who spend our work lives taking care ofsourcesofstudy and scholarship," Cogswell said. "It goes to the center of everything we try to do. We try to build and expand, not destroy."

    The storage facilities are part ofSubtera underground warehousing, said Shannon Cary, communications officer for MU Libraries. MU started moving volumes into the location in 2007, she said.

    No one at Subtera, a part of Con-Agg of MO, LLC Cos., was available for comment mid-afternoon Friday.

    Cogswell said in the letter that treating all affected items could cost up to $1.8 million but that the self-insurance fund created by MU Libraries for such disasters is about $700,000.

    "We will not get rid of any materials that we are not able to replicate through other means," Cogswell said in the interview. "Some materials are available online, and others we are relying on partner libraries to help us with, as we have done for them in the past."

    MU Libraries expects to remediate and keep up to 300,000 volumes from the contaminated materials, according to the letter. The materials must be dealt with quickly and removed to safer storage before warm weather and humidity return.

    Cogswell said they are seeking new storage options and intend to move all treated materials before the end of June. To meet the deadline, at least 15,000 volumes will have to be treated and relocated every week.

    Egypt: Living Without the State in Cairo’s Slums

    Cairo For the residents of the Middle East and Africa's largest city, Cairo, 2013 ended with the often repeated government promise to finally provide basic services and development in the slums, where half of the city's residents live.

    But instead of waiting for Prime Minister Hazem Al-Beblawi's slum renewal project, announced in November, to bear fruit, many are simply coping as best they can without the state.

    When basic services are lacking, it is often down to slum dwellers to use their own initiative. They dig land, construct septic tanks and water pipes, install storage barrels, and raise community funds to get private engineers to build sewage pipes and connect them to the main network.

    "These communities have an inherent self-reliance in finding ways to get by," said Thomas Culhane, co-founder of Solar CITIES, an NGO that invests in solar and renewable energy in poor communities.

    Few sit around waiting for the government to fulfil its promises.

    "There's a lot of mistrust among slum residents regarding the government's intentions. They've been promised so many things, yet nothing's been delivered," said Khalil Shaat, technical advisor at the German Agency for International Cooperation (GIZ).

    According to official government figures, Cairo has 112 informal areas. Out of those, 24 are classified as "category I", or life-threatening. Twenty-eight are "category II", meaning unsuitable housing; 11 are "category III", meaning health-threatening; and 49 are "planned".

    Ezzat Naem Guindy, the founder of the Spirit of Youth Association for Environmental Service (SOY), which works in Manshiet Nasser, one of Cairo's largest slums, says the area is a "model" in terms of self-reliance. While the government is not completely absent, poor infrastructure and the irregular provision of public services create serious problems.

    IRIN took a look at how Manshiet Nasser slum residents survive, and how they compensate for the lack of state support with their own networks of services.
