Its location in the Flagler Center office and business park sparked a perk: The apartments will provide bicycles for residents to ride to work or just ride around.
President Bob Rohdie said this morning that the 308-unit project community should be completed 15 months later, which would be May 2015.
"I am very bullish on the Jacksonville market," he said.
"The economy has come rebounding back in Jacksonville, there has been very little new (apartment) development in Jacksonville and your employment appears to be robust," he said.
Rohdie said rents aren't set yet.
Rohdie said Gran Bay will be his fifth project in Jacksonville since the early 1990s. The other four have been converted into condominiums or sold, he said.
The city is reviewing plans for the 15.5-acre development along Gran Bay Parkway at Egrets Nest Drive.
The project comprises 14 multifamily buildings, seven garages, a clubhouse with a pool, fitness center and cabanas and a grill area, a playground and a mail kiosk.

Jan. 23 (UPI) -- An Irish plumber working in Louisville decided to test his luck by knocking on the door of boxing legend Muhammad Ali last Friday.
To Tony Kellys surprise, not only did he get to meet "The Greatest," he also got to wish Ali a happy 72nd birthday.
"I was working at a house. It was just a normal day at work and guys were joking around with me telling me how Muhammad Ali lived next door and I didn't really believe them at the start," Kelly said. "Mr. Ali's wife, Yolanda, answered the door and I explained to her I was a fan from Ireland and she said Muhammad would love to meet an Irish fan. He was unavailable, but she told me to come back in an hour's time."
Kelly moved to Louisville after marrying his wife in November 2012.
"He was just sitting there. I was star struck. It was just great to meet him. I shook his hand. He posed for a couple pictures with me. It's very cool," Kelly said. "Just everything about him, his attitude and way it changed the sport. The guy is a legend and all the work he's done for humanity as well."
After posting a photo of himself and Ali on his Facebook page, the picture went viral thanks to Kellys friends in Ireland. "I didn't think much of it. I didn't think it would actually catch on the way it did," he said.
Following the once-in-a-lifetime meeting, Kelly said he "was over the moon."

A Kentucky plumber named Tony Kelly was doing some work in a Louisville suburb last Friday, installing plumbing in a basement renovation, when some of the other workers on his crew mentioned that the house next door belonged to Muhammad Ali.
So Kelly, an Irish-born Ali fan, did what any normal person would do and went next door to see if he could say hello.
Expecting to be turned away or ignored altogether Kelly knocked on the door of Ali's home, and was surprised to have Ali's wife, Yolanda, answer. Then, according to WDRB, Yolanda told Kelly to come back in an hour and meet the former heavyweight champ.
Kelly did as he was told, and when he returned, he not only got to meet Ali, whose great-grandfather was Irish, and pose for photos he also got to wish Ali a happy 72nd birthday.
"He was just sitting there, I was star struck," Kelly told WDRB. "It was just great to meet him. He shook my hand. He posed for a couple pictures with me. It's very cool."
So remember, kids, if you want to crash a celebrity's birthday party, all you have to do is knock on his door. It's that easy. (But seriously, don't do that.)

LOUISVILLE, Ky.-- Call it the luck of the Irish. Plumber Tony Kelly has only been in America for 14 months, but he's already met his hero, Muhammad Ali.
I was really star struck, I didn't know what to say, he's just a legend, Kelly said.
How did he do it? He knocked and the door was answered.
This past Friday, Kelly went to work on a home in Prospect.
It was an everyday job. The guys were telling me that Ali lived next door and I didn't really believe them at the start, he said.
Kelly thought there was no way he was working next door to Ali.
As the day went on, they kept mentioning it, so I decided I'd chance my luck and go over and see if I could get a picture or an autograph or something, he said.
