The Santa Maria City Council will consider measures on Tuesday to clear the path for a construction project that includes the establishment of the citys first Immigration and Customs Enforcement office.
The office would relocate the operations of the ICE location in Lompoc.
Theyre located in the Lompoc Federal Penitentiary, which makes it very difficult for them to conduct their operation out of there because of their restrictions as far as accessibility, because theyre housed in the penitentiary, said City Manager Rick Haydon.
The offices mission is to review records of inmates incarcerated throughout Santa Barbara County, find undocumented immigrants and process their deportation. Haydon
said the move wouldnt change that mission or have any effect on the citys police department.
The construction project also would establish two medical buildings. The project meets city goals of bringing in long-term employment opportunities, according to the staff report.
The council will consider other items ranging from a pay raise for firefighters to replacing a sidewalk on installing bike lanes on San Ysidro Street in its first meeting of 2014.
The wage hike comes as one of the larger annual updates to the citys memorandum of understanding with the Santa Maria Fire Fighters Union. It is the last of the MOUs with city labor organizations to reach the city council agenda and promises small cost-of-living adjustments on the same scale as the other groups received. They represent the first time any of those employees have received pay raises since 2009, Haydon said.
The San Ysidro sidewalk project will replace existing material warped because of tree growth between College Drive and Miller Street on the southern end of the city. The council will vote on whether to award a $166,577 bid to G. Sosa Construction for the project. According to supplementary agenda materials, the price is more than 30-percent lower than what the city expected to pay. The job also involves installing bike lanes, Americans with Disabilities Act-compliant wheelchair ramps and improved drainage. Workers will remove existing trees and replace them with less invasive types, the report said.

A 3,600-square foot, two-storey addition to Acadias Alumni Hall will change the look of the building, but will retain the integrity of the former Presidents House.
Acadia has applied for a development agreement to complete the improvements to Alumni Hall, which will become the Wu Welcome Centre thanks to a $1.5 million donation from the children of Hong Kong businessman Dr. Jieh Yee Wu, for whom the Wu Wing in Acadias Vaughan Memorial Library is also named.
Three of Dr. Wus children - Lily (1963), Doris (1964) and Timothy (1966), as well as Lilys husband, Dr. Andre Lau (1961) - are all Acadia graduates.
According to information circulated at a Jan. 15 public information meeting, the proposed expansion is intended to serve as the point of entry to campus for prospective students and parents as well as alumni and special guests.
Wolfville town planner Chrystal Fuller said the development process is still in its early stages.
The property is currently zoned I-2, an institutional zoning appropriate to a university setting, and allowing for a variety of uses, Fuller said. No change in zoning would be required for the addition Acadia has in mind.

United is considering making a club-record transfer bid for Chelseas Mata with hopes of signing him during the January transfer window, The Telegraph reports.
A deal, which would break Uniteds transfer record, has been discussed with intermediaries, the report says. United would have to offer around 37 million [$60.8 million] for the 25-year-old Spanish international in the hope of pushing a deal through.
It is believed, however, that should United make a bid of around 37million for Mata, it could persuade Chelsea to sell especially if they also give [Chelsea manager Jose] Mourinho plenty of time to bring in a replacement before the window closes on Jan 31. That means an offer would have to be made in the next few days.
Matas status at Chelsea has plummeted since Mourinho arrived at Stamford Bridge last summer. Mata was Chelseas Player of the Seasonfor two straight seasons (2011-12 and 2012-13), but Mourinhos preference for Eden Hazard, Willian and Oscar has reduced his role from attacker-in-chief to outcast. It has been reported that Mourinho believes Matas qualities are incompatible with the style of play he wants to instill at Chelsea. Last week, Mourinho told reporters that Mata would not leave the club in January, but United could change his stance with an eye-popping transfer bid.
United has struggled under first-year manager David Moyes in 2013-14. Sundays loss to Chelsea effectively ended the Red Devils hopes of retaining their Premier League title, and it has become apparent that Uniteds squad needs rejuvenation.
Moyes controls Uniteds transfer strategy, and he has significant funds reportedly around 80 million ($131 million) at his disposal. Moyes hasnt made any signings in the current transfer window, as he reportedly had little interest in making a panic buy to ease Uniteds woes.
Its inevitable that pundits and fans will view Matas potential move to United in such a light, and that view is neither entirely true nor entirely false. Mata is hoping to earn a spot on Spains squad for the 2014 FIFA World Cup, but his role as a Chelsea squad player (as opposed to automatic starter) significantly reduces the likelihood Spain selecting him this summer. If Mata agitates for a move, it would suggest a high level of panic on his part. Meanwhile, Matas reported fee would break Uniteds transfer record, surpassing the 30.7 million ($50.5 million) it spent on Dimitar Berbatov in 2008. The price would also aptly reflect the progression Mata has made since moving to English soccer in the summer of 2011. Chelsea signed him from Spanish club Valencia for 23.5 million ($38.6 million) in August of that year. The Blues could make a 13.5 million profit ($22.2 million) by selling him to United in January, and that doesnt even take Matas goals and the trophies he helped Chelsea win into account.

Israel Balderas / CBS 12 News WEST PALM BEACH, Fla -- The City of West Palm Beach requires that developers plant a specific number of hardwood trees in a neighborhood when homes are built. One common tree that's cheap and easy to put in the ground is the live oak tree. But once it grows, its roots can wreak havoc on developed property. It seems easy for someone to say, Just remove the tree. But for West Palm Beach resident Mario Burbano, he says the difficulty has come from having to his homeowners association to do so. He looked at my pictures and said, this is your tree? and I said, Yes it is, said Burbano, as he recalled a conversation with his HOA on-site property manager. And I'd like to have it removed. Last summer, the HOA management for the Sail Harbour townhome community got a permit from West Palm Beach to remove and replace 166 oak trees. In between every swale, there was a tree, remembers Burbano. So they removed every other tree because in those swales are the sewage system lines. But when Burbano asked that his tree be removed due to the inevitable damage the roots will cause to the property, he says the on-site property manager ignored his request. He pretty much laughed at my face. Burbano also has an email that warns him if he tried to remove the tree, 'the association will pursue all legal remedies available,' against him. The differences in my water bills in the last four months have gone up, said Burbano. That's because the live oak tree roots started causing water pipe damage. To fix it, a plumber charged him $628.60 last week. The roots are also creeping under the driveway which Burbano fears will be more costly down the road. Why I cant remove it? asked Burbano. I tried to and I would have taken care of it myself, and at that point the said no. CBS 12 News took Burbanos concerns to Kings Management Services, which is responsible for the Sail Harbour community. Bruce King, its owner, didn't want to go on camera. But in a conversation inside his office, King said its the City of West Palm Beach that heavily regulates how residential trees are maintained or removed. It took Kings Management a year to get a permit to remove the live oak trees. Burbanos wasnt included. King assured CBS 12 that if Burbano goes to city planners and gets a tree removal permit for his house, the HOA will work with him. Time out.
This time around, I don't want to talk about airlines, airports or airplanes.
I want to talk about trees.
That's right, trees. Specifically, I want to talk about the decision made by a Somerville neighbor of mine to fell an old, beautiful, and perfectly healthy tree because it was "in the way" of his backyard improvement project -- in the process adversely affecting the quality of life for me and several of my neighbors.
Is it crazy or un-American to suggest that, at a certain point, a tree is no longer one person's private property per se, and belongs to the community? And at that point, should the property owner be restricted as to what he or she may do with said tree?
I first started asking these questions seven or eight years ago, when the person who owns the house across the street from me decided to chop down the large healthy tree in his front yard. I really liked that tree. In addition to being attractive in and of itself, it did the whole neighborhood a service by concealing the front facade of the guy's house, which -- there's no polite way of putting this -- is one of the ugliest and tackiest house on the block. It also hid the unsightly tangle of power lines and cables that are strung across the street.
He cut the entire thing down because, as it was explained to me by another neighbor, it was "attracting squirrels" and "dropping too many leaves."
Then, this past spring, the people who live next door decided to chop down one of their trees. I liked this tree because its canopy reached over into our driveway and yard, providing shade, attracting birds (we have a very active feeder) and drawing attention away from our rather unattractive garage.
They cut it down because it was "messy."
