KUALA LUMPUR- A 44-year-old man has pleaded not guilty at the Sessions Court here to allegedly offering a bribe to an assistant land officer as an inducement not to take action against him over illegal land clearing at a forest reserve in Cameron Highlands.
Tan Meng Lee (pic) was accused of offering RM20,000 to Abdul Rahim Sulaiman, 51, who is attached to the Cameron Highlands district and land office.
Tan was allegedly involved in illegal land clearing at the Sungai Terla forest reserve in Kampung Raja and government land at Blue Valley in Ulu Telom, which violated Section 425 of the National Land Code 1965.
Tan was accused of having committed the offence between 4pm and 5.30pm at Blue Valley on Oct 7 last year.
He was charged under Section 17 (b) of the Malaysian Anti-Corruption Commission Act
2009 and faces up to 20 years in jail as well as a fine five times the value of gratification or RM10,000, whichever is higher.
DPP Farah Yasmin Salleh offered a RM10,000 bail, which Tan's lawyer S. Devanandan did not object to.
Judge Rosbiahanin Arifin then fixed bail at RM10,000 with one surety. The court also fixed Feb 7 for mention.

James Suehs and his adult son had planned to move to Bryan at the end of the month before their Burleson County home went up in flames on Monday night.
The bodies of 70-year-old James Suehs and 49-year-old James Suehs Jr. were discovered as firefighters battled the blaze around 11:30 p.m. on County Road 101 in Deanville, 10 miles southwest of Caldwell.
A preliminary autopsy found that their deaths were fire-related.
The State Fire Marshal's Office has not released the cause of the fire, but Kenya Suehs, James Suehs Jr.'s daughter, said investigators told her it was an accidental fire that had to do with wiring in the aging home.
Kenya Suehs didn't see her father often but talked on the phone several times a day and had been looking forward to driving down from the Tyler area to introduce her father to a daughter he had never met. She described both father and son as "homebodies" who loved to make jokes.
James Suehs Jr. enjoyed spending time with his 11-year-old grandson and was always with his chihuahua named Little Bit, who died at his side during the fire, Kenya Suehs said.
"If he loved someone, he loved them with everything he had," she said of her father.
Having suffered a heart attack recently, her father had shared his last wishes during one of their last conversations, Kenya Suehs said. He asked that Ozzy Osbourne's Mama I'm Coming Home be played during his service in honor of his mother.
Services for James Suehs Sr. will be handled by Phillips & Luckey Funeral Home in Caldwell. James Suehs Jr. will be cremated and taken to Hilliard Funeral Home in the East Texas town of Van with a memorial service scheduled for 4 p.m. on Jan. 18 at the Church of Garden Valley.

Who Must Register All builders of owner-occupied new homes, including single family, townhouse, duplex (two-family), cooperative, condominium, factory-built, and modular residences are required to register with the New Home Warranty Program. A builder is any individual or organization in the business of constructing new homes, including anyone who constructs a new home for sale, acts as prime contractor to construct a new home for himself/herself or for another person, contracts with a general contractor for construction of a new home, or sells or transfers title to land and then participates in the construction of a new home. It does not include a person who constructs a new home for his/her own personal use, a licensed architect, engineer, or attorney, or someone who contracts with a licensed architect, engineer, or attorney to provide professional services related to the construction of a new home.
Each new home building business is required to register separately. The name of the company which is transferring title to the new home is the entity which must register and warrant the new home.
If approved, a builder is issued a registration card, which must be shown to the local construction official when construction permits for the new home are obtained. Registration is valid for two years from the approval date.
Builders who fail to register or maintain a current registration are subject to fines up to $2,000. Each home sold during the time the builder remains unregistered is considered a separate offense.
A builders registration can be suspended or denied if the builder fails to enroll, warrant, or continue to participate in the State Plan or an approved private plan, fails to correct or settle a claim after responsibility was established through the dispute settlement process, has officers, partners, stockholders, or directors who were involved in unregistered, suspended, or revoked new home building businesses, incurred or was responsible for incurring an award against the New Home Warranty Security Fund and the Fund has not been compensated, or failed to participate in the dispute settlement process. A builders registration can also be revoked for repeating any of the above violations set forth in this paragraph.
During the first year of a new homes warranty, warranty coverage extends to defective systems, workmanship, materials, plumbing, electrical and mechanical systems, appliances, fixtures, and equipment, and major structural defects. From the commencement date of the warranty up to two (2) years from that date, the mechanical, electrical, and plumbing systems and major structural defects are covered. The builder is responsible for warranty coverage during the first two years. During the third through tenth years of coverage, only major structural defects are covered.
If, for at least 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.17;
If, for at least seven years but less than 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.213;
If, for at least five years but less than seven years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.255;
If, for at least two years but less than five years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.298;

The Hindu Union Home Minister Sushilkumar Shinde
Union Home Minister Sushilkumar Shinde on Friday disclosed that Delhi Chief Minister Arvind Kejriwal was being provided security by the Central government without his knowledge and despite his repeated rejection of it. Mr. Shinde was speaking to reporters during his monthly press briefing.
Asked about providing security to the AAP leader in the wake of the attack on the party head office in Kaushambi (Ghaziabad) recently, Mr. Shinde said that it was the duty of the government and the Home Ministry to take care of the security of VVIPs and others based on threat perception. Mr. Shinde said security agencies had asked Mr. Kejriwal thrice and he refused twice. Even so, the Delhi Police Commissioner had spoken to the Ghaziabad Superintendent of Police to provide security to the Chief Minister as he lives in his area and also because the AAP headquarters is located there. The Delhi Police are under the Central government as Delhi has not been accorded full statehood.
I face no threat
Mr. Kejriwal, who was simultaneously addressing a press meet to announce the launching of a nationwide free membership drive, declared that there was no threat to his life.
I have a long life-line, I do not need security, he said displaying his palm to journalists when asked about the offer of Z security by the Uttar Pradesh government.
The States offer came in the wake of Wednesdays attack over AAP leader Prashant Bhushans remark suggesting a referendum in Kashmir on the Armys presence.
The Chief Minister declared that in the first phase, the party was targeting a membership of one crore citizens by January 26. We have devised five easy ways for people to join the party and the Rs. 10 membership fee has been scrapped, Mr. Kejriwal said.
The membership drive would be through the party website, through SMS, missed calls, a door-to-door drive and through voter ID cards.
In fact, in the first three hours of his announcement, 47,500 people logged on to the AAP website for membership and 1,950 registered through mobile phones.

The government couldn't be more spot-on: Developmentally disabled people would be able to live perfectly happy lives without institutions like Kreider Services in Dixon and Self Help in Sterling.
And that's because, no matter how many bushels of lemons life dumps on their doorstep, people like the residents of Hilltop group home just keep churning out lemonade.
They eagerly hosted me they even cleaned the house and Dusted, too, folks Tuesday afternoon, to show off what they've done with the place.

Since moving into the group home in June, the gang has turned their residence into one big man cave, complete with pool table, foosball table, arcade-style basketball machine, and even a drum set in the basement.
That's where the Hilltop residents' consensus spokesperson, Jacob Hoak, tears it up, his cymbal crashes sizzling, the thump of his kick drum filling the two-story home to its proverbial gills.
Since moving to Dixon from the Stockton-Galena area, Hoak also has developed a reputation around town as a dancing machine.It's not unusual for Bullseye staffers to have to pry him from the dance floor at bar close.
Hoak's "redneck buddy" and roommate, Al Cleary, has emerged as quite the handyman. He used to live in a 15-bedroom group home, with a much older clientele. But Kreider works hard to group together similarly functioning clients and give them a chance to thrive in their group homes. Cleary is a poster child for the results they're after.
"His personality has come out so much," said Amanda Chavez, who directs two homes in Dixon, including Hilltop, and manages four more in Amboy. "He's doing things any normal 27-year-old should be doing."
David Ziemke, another Hilltop resident who recently returned from Florida with lots of pictures and timeless memories formed at Disney World, takes guitar lessons and snowshoes.
