Last year was a bumper one for rats, with numbers in Edinburgh soaring by 25 per cent due to a combination of lockdowns, vacant commercial property and poor waste management.
Many have now been forced to move into residential areas due to commercial food sources drying up.
The total number in the country is now estimated to be 15 million, with numbers soaring across different cities.
In Edinburgh, the estimated rat population is now 1,094,541 around two for every person.
Ministers had previously claimed they were setting aside the cash to improve local authority collection infrastructure, but have now been urged to use it now to fend off the vermin.
Shadow economy secretary Maurice Golden said: The SNPs decision to hoard this cash is only making the problems on Scotlands streets worse.
This is money that could help councils get out and collect more waste now.
That would have an immediate impact on street cleanliness, the quality of life across many communities and reducing the prevalence of rats.
The SNP announced this commitment months ago, yet still as we enter 2021 it hasnt been handed out to councils who so desperately need the money.
Its yet another example of the SNP hoping that warm words will make real problems go away.
It comes as it emerged 74 per cent of rats now carry a hybrid-resistance to common pest control poisons, which makes controlling an infestation even harder.
The recent 2019/20 Campaign for Responsible Rodenticide Use survey of rats showed three-quarters of rats in the UK carried a resistance gene to popular rodenticides, with 20 per cent super resistant.
Jenny Rathbone, from Edinburgh based pest controller Pest.co.uk, this week warned the public had to be vigilant to stave off the rodents.
She said: More and more people in Edinburgh are seeing rats in the open this is a sign that numbers are very high.
"We are heading for a cold snap and rats are busy raiding food sources and bedding down calls for infestations are already increasing.

The rehabilitation includes a comprehensive renovation of the six-story, mid-rise apartment complex. Upon completion, residents will enjoy renovated one-bedroom apartments and amenities such as a community center, arts activity space, library, computer lab and fitness room.
For seniors and persons with disabilities, affordable housing is especially critical, says Frank T. Sinito.
The construction scope encompasses enhanced security features and upgraded heating, cooling, mechanical and electrical systems. Additionally, the plan calls for the installation of a new roof, windows, and doors. Inside, crews will install energy-efficient appliances and eco-friendly materials for countertops and cabinets.
"For seniors and persons with disabilities, affordable housing is critical. Since the supply of affordable housing for this population is declining while demand is increasing, we are proud to provide residents with quality housing and a community enriched with services," says Frank T. Millennia anticipates that construction will begin in the coming weeks and take 14 months to complete. Crews will renovate vacant units first and relocate households onsite as the construction is completed in phases. Residents pay 30 percent of their income toward rent, and rent will remain affordable well into the future as it is subsidized for at least 20 years by a federal Project-Based Section 8 contract.

NEW YORK (IDN) The energy sector, still dominated by fossil fuels, is the largest contributor to greenhouse gas emissions. We know people and nations need reliable sources of energy to power hospitals and light schools, and to safely cook, heat or cool their homes. We know we need to switch to sustainable energy.
Yet despite progress, we are not on track to meet our climate goals and achieve Sustainable Development Goal 7 universal access to clean, affordable and reliable energy.
Much more needs to be done. But the clean energy solutions that can get us there exist, and there is growing momentum to make them political and investment priorities. Here are our five reasons to be optimistic.
1) Clean energy is a smart investment
Fossil fuels used to be less expensive than cleaner energy, but this is changing. Renewables are becoming more affordable every year, and some options are now cheaper than fossil fuels. The price of solar has decreased by 89 percent since 2010. It is now cheaper to go solar than to build new coal power plants in most countries, and solar is now the cheapest electricity in history. Amid an exceptionally challenging year, and despite suffering setbacks, the renewables sector has shown some resilience.
This fall in price, coupled with technological progress and the introduction of innovative business models, means we are now at a tipping point. Energy efficiency technologies can also deliver climate benefits. The right efficiency policies could enable the world to achieve more than 40 percent of the emissions cuts needed to even without new technology.
We now need massive investment from the public and private sectors. To help catalyse this, UNDP has developed the De-risking Renewable Energy Investment framework and supports countries to create an enabling environment for large scale clean energy investments.
2) There is growing momentum for carbon neutrality
Throughout the year countries have pledged to build back better, greener, fairer. With support from UNDPs Climate Promise, 115 countries committed to submitting enhanced Nationally Determined Contributions.
High-emitting economies such as China, Japan, South Korea, the UK and the EU have made net-zero commitments. The announcements at or just before the Climate Ambition Summit, together with those expected early next year, mean that countries representing around 65 percent of global CO2 emissions, and around 70 percent of the worlds economy, will commit to reaching net zero emissions or carbon neutrality. President-elect Joe Biden has announced that the United States will seek to rejoin the Paris Agreement early in his presidency.
These pledges now need to be translated into action. Yet at the time of writing, more than half of all public money committed to the energy sector as part of COVID-19 recovery packages in G20 countries are for fossil fuels. In 2019, US$500 billion was spent on fossil fuel subsidies. Ambitious commitments are a strong signal and a necessary first step towards reaching net-zero emissions. We now need to build on them.
3) Clean energy can power a green recovery that leaves no-one behind and is in line with the Paris Agreement
Clean energy is a win-win solution to recover from COVID-19. It can improve healthcare for the worlds poorest. A reliable supply of electricity is key for health centres to function. Our Solar for Health programme brings clean, reliable, and affordable energy to 900 health facilities in 13 countries. As COVID-19 vaccines - some needing to be stored at -70C - get rolled out, powering a sustainable and reliable cold chain will be critical.
Clean energy is also an engine for job creation. The energy transition can create 18 million jobs by 2030, even when accounting for the inevitable losses of fossil fuel jobs. Investing in renewables could create nearly three times as many jobs as investing in fossil fuels.
The COVID-19 crisis has accelerated momentum for healthier, greener cities. As the world is rapidly urbanizing, energy efficiency in buildings, sustainable cooling and heating, smart urban planning and sustainable transport options from electric vehicles to enabling walking and cycling -- are key for the future of cities.
4) Every year, tens of millions of people get clean energy
Between 2010 and 2018 411 million people gained access to clean electricity, and an additional 200 million to clean cooking technologies and fuels. This huge leap towards achieving SDG7 is life-changing for many. Sustainable energy is necessary to achieve nearly every other SDG.
Renewable energy systems such as solar mini-grids are good solutions to provide the affordable and reliable electricity communities need to power schools and health centres, and to support small businesses, sustainable agriculture and food security. Clean technologies and fuels for cooking can also improve gender equality.
However, population growth in some parts of the world offsets some of this progress. The number of people without electricity in sub Saharan Africa is projected to increase from around 580 million in 2018 to around 680 million in 2030. To accelerate action on energy, a new coalition launched by the Rockefeller Foundation with UNDP as founding member committed to end energy poverty by bringing sustainable energy to one billion people by 2030.
5) 2021 will be the year of global action for sustainable energy
In September 2021, for the first time in 40 years, the United Nations will host a High Level Dialogue on Energy. Organized by UN-Energy, this event will be instrumental for countries, businesses, civil society and international institutions to step up action on sustainable energy. Achim Steiner recently called for a reinforcement of global energy governance: We know clean energy can both deliver universal energy access and contribute to tackling the climate crisis. We know it can power a green recovery and the transition to a sustainable future. But we need to do more, we need to do it faster, and we need to do it togetherwe must join forces to step up action.
Phasing out fossil fuels and transitioning to green economies is a monumental challenge. But the solutions exist. We need to finance them, to scale them up, to accelerate them. On top of existing partnerships such as the Climate Investment Platform, we will be announcing new initiatives early 2021 to make it happen. We are ready to rise to the challenge. ONTARIO Fears of possible flooding prompted the Kendall Village Board on Monday to investigate having a beaver dam removed. But because the dam in question is near the Elroy-Sparta State Trail and Highway 71, its partly on property owned by the DOT and partly on a DNR right-of-way. That left the village board wondering if it could legally have the dam removed and the beavers trapped. Nearby homeowner Dale Haney attended the meeting, advocating for removing the dam. Just after 10 a.m. on Tuesday, Dec. 15, the Monroe County 911 Communication Center received a call reporting a two-vehicle crash at the intersection of Highway 21 and Crescent Road. The initial investigation found that a 2003 Honda Civic was southbound on Crescent Road when the driver failed to stop at the stop sign at Highway 21. PRAIRIE DU CHIEN Crossing Rivers Health has received our first allocation of the Moderna COVID-19 vaccine for our employees! We expect employee vaccination clinics to begin next week. As you may know, the first vaccine shipment will be given to healthcare workers who have frequent face-to-face contact with patients. Next, the county health departments will work with local nursing homes to coordinate vaccinations for their residents and additional healthcare workers. As far as we understand, vaccines will not be available to the general public for at least several weeks. We will coordinate with the public health department to make announcements when the vaccine will be offered to the public A constant, piercing sound coming from the Universal Forest Products manufacturing plant on Lessard Street in Prairie du Chien is disturbing neighbors. City Administrator Chad Abram first briefed the common council on the issue Dec. 15. He said city hall and the police department had received multiple calls from residents in the area about the 24-hour sound that, in some cases, has made it difficult for neighbors to sleep. Abram explained that the sound is coming from a new piece of equipment at the plant. It has been noticeable for about a month or so Clayton County health care workers were expected to start receiving COVID-19 vaccinations this week, according to a press release from the Clayton County Visiting Nurse Association (VNA). The Clayton County Visiting Nurse Association has placed the countys initial order for 600 doses of COVID-19 vaccine for those in priority groups identified in phase 1-A, the release stated. These doses will be targeted to health care staff with direct patient contact who are unable to telework, who provide services to patients or patients family members or who handle infectious materials. This includes those who work in inpatient care, outpatient care or community settings.

This legendary creature will reduce the cost of abilities by two, allowing you to cycle through your deck easily.
Kaheera, the Orphanguard is a great Companion for tribal decks, allowing you to buff up all creatures with the named keywords while also granting them vigilance. While these tribes might be currently underperforming, the additional buff can help them withstand against other strong decks you might meet on the ladder.
With plenty of creature options from the five-named tribes, you can easily build a deck accommodating for Kaheera.
Yorion is one the most unique Companions, requiring your deck to have at least 20 more cards than minimum. Its effect allows you to exile any number of permanents and return them to the battlefield next turn. You can reset enchantments and other effects easily with this card, allowing you to buff up your board with ease.
Lurrus of the Dream-Den is a great Companion aimed to help aggressive decks. With a huge restriction of having cards cost two or less, you can spam spells every turn from your graveyard and stop your opponent from developing a board while you smash your units into their health bar.

The group viewed the latest episode of Below Deck and commented from their couches and homes throughout the world. Below Deck crew members were paired off into two teams and they dished about the drama unfolding during the episode, but also reflected on their own experiences.
So what were some of the highlights and lowlights of yachting? From meals to docking, the crew breaks it down.
Big themes threaded throughout the franchise is docking the massive superyacht and dropping the anchor. Former chief stew Kate Chastain watched the latest episode with pal, former deckhand Connie Arias and commented about the whole anchor drop drama.
You guys make dropping the anchor so dramatic, Chastain said to Arias during the episode. Like gravity does most of the work. But Arias pointed out it isnt as easy as pushing a button and letting the anchor go.

It tangles, Arias exclaimed. Chastain related anchor tangles to the annoyance of necklace chain tangles. Below Deck viewers saw an epic anchor tangle during Below Deck Mediterranean season 2. The anchor chain became so tangled it took the crew countless hours to straighten it back out. Captain Sandy Yawn shared that cutting the chain could be the end of the charter season because you cant dock the boat without an anchor chain.
When it came to docking the boat, Kelley Johnson felt the deck teams stress. Med docking is a nightmare, he said as bosun Eddie Lucas looked anxiety ridden.
Deckhand Bobby Giancola, who was involved in the Below Deck Med anchor tangle mess during season 2 said docking during extreme circumstances gives him an adrenaline rush.
The guests packed up and got ready to depart. Drop off day is the best day of charter, Colin Macy-O-Toole said. Stew Julia d Albert Pusey noted how the guests always talk about how sad they are to leave. So sad, its like see ya later, she joked.
The Below Deck Galley Talk crew seemed to really like the guests. Chastain joked about being ready to lowkey stalk them to become their best friend. Plus, Amy Johnson observed how grateful and sweet they were during their departure. When a guest is super thankful and grateful, Kelley Johnson started to say. Amy Johnson added, It makes it so worth your effort.

One reason the guests were overjoyed was because of chef Rachel Hargroves incredible culinary performance. Season 8 viewers may have seen Hargrove only really break a sweat during breakfast for the first group of charter guests.
Breakfast was always the worst, Amy Johnson said. Too many options. Dinner youre just told what youre eating. Hargrove quickly shifted to doing a breakfast special, which is when viewers were introduced to her epic French toast. Rosbach recently tweeted the dish was probably the best thing hes had from a yacht chef.
