THE City Council of Bacolod has passed a resolution requesting Office of the Building Official (OBO) acting head Isidro Sun Jr. through the Office of the Mayor to look into the alleged construction of a skywalk or footbridge at 15th Lacson-Streets.
If possible, the council said, the OBO should issue a notice of violation and stoppage of the construction.
Councilor El Cid Familiaran, author of the resolution passed during Monday's session, said the councils action addresses the issue of "double standard" in dealing with businesses in the city.
He cited the case of Metro Safari Resort in Barangay Alangilan, which is being required to secure business permit, while a business establishment along Lacson Street has not been issued a notice of violation for its ongoing construction.
The management of L' Fisher Hotel earlier sought the City Council's approval on the use of the air space for the construction of pedestrian/foot bridge that will link the existing hotel building to its new building that will house casino gaming, and other activities.
Councilor Caesar Distrito, chair of the committee on laws and ordinances, said they will discuss the issue concerning L' Fisher Hotel after they have passed the ordinance regulating the airspace in Bacolod City.
The ordinance declaring certain portions of 15th-Lacson Streets (between Lacson and Aguinaldo Streets) into patrimonial property to regulate its airspace was approved by the council on its second reading.
Distrito said it is timely that they have created a general policy because of the construction boom in the city.
With the passage of the ordinance, the city will be able to raise real property taxes, and all requests for the use of airspace will pass the City Council, he added.
Distrito said this will generate income for the city coming from the application fees of business establishments.

The Galt City Council on Dec. 17 approved $18,000 in additional funding to put toward the demolition of the former Jaycee Hall at 405 Fifth St.
The contractor hired to do the work discovered lead-based paint on the exterior walls of the building. Galt Public Works Director Steven Winkler said the paint, hidden under the vinyl siding, requires special handling and disposing at a hazardous waste facility.
Winkler said the contractor will handle all of that work and cap expenses for dealing with the lead paint at $16,500.
The city earlier this year paid nearly $1,600 for a visual inspection.
We did not require that they do any destructive investigation in what might lie under the wall boards, within the floors, et cetera, Winkler said.
He added that it would have been advantageous for the city to spend more up front to better determine the actual cost to raze the building.
What irritates me the most about this is, if you have lead-based paint on the inside, youve got a pretty good chance its on the outside, Council Member Mark Crews said. They should have thought about that.
Council Member Curt Campion said none of the alternatives, which included stopping demolition and rebidding the work, looked good to him.
The council in March agreed to spend up to $20,000 to demolish the building but retain ownership of the land.
Winkler said at the March meeting that the building has major issues, including inadequate roof support and substandard plumbing and electrical, and needs extensive renovation of the kitchen and bathrooms.

Work on the seismic retrofit of the citys main fire station is nearing an end, with crews addressing a few remaining items on their punch list before handing the stations keys back to Napa firefighters.
Over the past few months, crews have worked to upgrade the firehouse to ensure it is seismically sound as well as up to code in a number of other areas. Several small improvements will be made over the next month before it returns to normal service.
Outside, crews recently painted the building and worked on new garage doors. Inside, a number of improvements and renovations are being made.
The project included replacement of the buildings leaky roof, which presented a number of challenges. Under the multiple layers of roofing, crews found moldy insulation and pipes that were not to code. Elsewhere in the building, crews uncovered asbestos.
Whenever youre retrofitting an old building, youre going to encounter the unexpected, Mark Tomko, a senior civil engineer with the city, said of the 1962 structure.
Additionally, the city opted to expand the project scope to take advantage of the fact that the space would be temporarily vacant. In October, the council increased the projects budget by $50,000 to a total of $750,000 to allow for replacement of the garage bay doors, something that was planned to happen in a few years but was moved up to save on installation costs.
City crews have also replaced ceilings and nearly all of the buildings electrical wiring to ensure they meet code, and will be replacing the carpet and tile beneath.
When we started pulling up the carpet, the tiles started coming up, Tomko explained. We found the tiles have asbestos.
Before the end of the year, the city plans to have crews on site to ensure the toxic tiles are properly removed. In January, some windows will be replaced, along with the carpets. Finally, the gas heaters will be installed and the station will be cleaned for the firefighters.
According to the latest project schedule, which was extended a few weeks on account of the additional improvements being made, firefighters should be able to move in at the end of January.

LOWELL -- Dozens of streetlights that run the length of the Lowell Connector installed during the summer have yet to be turned on, but officials say it's all part of the construction schedule.
Though the streetlights are up, workers for the state project still have to run wiring and conduits along the roughly 2-mile roadway, according to the state Department of Transportation. Frozen ground over the winter will keep work stalled until somewhere around early April, department spokeswoman Sara Lavoie said.
"There are few construction activities that can occur during the winter months (but) this is not one of them," she said.
Construction will require occasional night work and is expected to be completed by next summer, according to Henri Marchand, assistant to the city manager.
The lights were installed as part of a $2.5 million state safety-improvement project that also includes repairing or replacing existing lighting at the interchange of the Connector and Interstate 495. In all, 89 streetlights are included in the project.
Wiring must also be inspected after installation before the lights can be turned on, Lavoie said.
The project remains on schedule and on budget, she said.
