Dear Jim: My utility bills are high and often Im chilly. I know electric resistance heating is expensive to operate, but I like the idea of infloor heating. Does it only work in tile, or can it be used under carpet? Ron A.
Dear Ron: In general, electric resistance heating is expensive to use for heating a house. This is why most homes with all-electric heating use heat pumps, which can be several times more energy-efficient than resistance heating. Resistance heating is basically a big toaster with a blower.
Electric infloor heating is technically no more efficient than an electric resistance furnace, but because it improves comfort dramatically, it can be much less expensive to operate.
A house will use less electricity for each degree the thermostat is set lower. With improved comfort from infloor heating, you should be able to lower the thermostat setting and not feel chilly.
With infloor heating, you can have a separate computerized thermostat for each room so you can heat a room only when you need it.
Instead of heating the room air, a warm floor radiates heat upward to your body, making you feel warmer. When your feet are warm, your entire body feels warm.
Infloor heating reduces the extent of heat stratification, in which the hot air from a furnace naturally collects up near the ceiling.
Infloor heating is most efficient in a concrete slab or in a tile floor with high thermal mass, but some types are specifically designed to be used under carpeting, hardwood or laminate flooring.
It can actually provide better comfort under carpet or hardwood because their low thermal mass allows the floor temperature to respond faster to the wall thermostat.
In a concrete slab or under a tile floor, electric heating cable is usually laid in a serpentine pattern in the concrete or thinset. For use with carpeting, thin mats or sheets are placed on the floor before the carpeting is laid.

Avista continuesrenovations
Spokane utility Avista Corp. will launch a $6 million renovation of the five-floor north half of its corporate office at 1411 E. MissionAve.
Starting in March, the work will include major renovations of heating and air systems, new carpets, ceiling fans, energy efficient lighting and otherimprovements.
The northern half of the Avista building was constructed in the 1970s; its roughly 42,000 square feet on five floors and abasement.
The project coordinator is Seattle-based McKinstry. That north-side work is expected to finish in May2015.

Pelli Clarke Pelli Architects will design the new Miramar Hotel, owner Ocean Avenue LLC announced Friday.
Ocean Avenue LLC spokesman Alan Epstein said the selection of the internationally renowned firm followed a thorough search process that included many of the worlds finest architects.
Pelli Clarke Pelli is a brilliant architectural firm," Epstein said. "Cesar and Rafael Pelli lived in Santa Monica for many years and have a deep understanding of the community. We look forward to working with them to create a new architectural landmark for the city.
Epstein said Pelli Clarke Pelli Architects would bring expertise to this project as it has hundreds of awards for design excellence.
He added that as a recipient of the Firm Award, the American Institute of Architects highest honor for an architectural practice, Pelli Clarke Pelli Architects was acknowledged as a master of its craft.
"We look forward to introducing Pelli Clarke Pelli Architects stunning design to the community in the months ahead," Epstein said. "Our goal has long been to return the Miramar to its rightful place as one of the greatest luxury hotels in Southern California, while increasing open space, protecting ocean views for the community and returning the Moreton Bay Fig tree to public view.
In 1991, Cesar Pelli was selected as one of the 10 most influential living American architects.

Summit Church, a megachurch east of downtown Orlando, recently sold a $1.5 million retail center next to its main church facilities on East Colonial Drive.
The church has been in the news during the last year because of the resignation in November 2012 and the suicide this month of its founding pastor, Isaac Hunter.
Jeff Porter, facilities director of Summit, said the church acquired the retail center at 3907 East Colonial and another property, called Fashion Village, in distress sales in 2012.
Porter said the church was "blessed" to find a buyer for the retail center, which was 100 percent leased at the time of the sale.
Goodwill Industries is one of the tenants. Built in 1966, the center includes about 11,723 square feet on 1.4 acres.
The buyer was a limited liability company managed by Ryan Stahl, president of Maitland-based Equinox Development.
Summit now owns two properties in Orange County: the church, with 32,970 square feet at 735 Herndon Ave.; and Fashion Village, with 43,072 square feet at 3815 E. Colonial Drive.
Hunter, who resigned after admitting having an affair with a church staff member, founded Summit Church in 2002 from a youth ministry. It started with 300 members and became one of the fastest-growing churches in Central Florida, with five locations and an estimated congregation of 5,000.

The Cushman & Wakefield Multifamily Advisory Services team of Senior Director Jay Ballard, Associate Director Ken Delvillar and Associate Lindsey Pfaender represented Balapines Partners LP of Irving, Texas, in the $36.3 million sale of Bala Sands Apartments. The buyer was the Carroll Organization of Atlanta. Bala Sands includes 298 units with an average size of 1,097 square feet. Carroll plans to complete minor upgrades and rebrand the community as Arium Bala Sands.
