    O Christmas Trees! Kentucky woman decks the halls with 76 trees

    ELIZABETHTOWN, KY (WAVE) - Christmas comes but once a year, but at Celia Thomas' house, the holiday begins arriving soon after she closes the door on the last trick-or-treater on October 31. That's because it takes time to decorate a house with more than six dozen Christmas trees.

    "I usually start November 1, right after Halloween," Thomas said.

    This year, she has 76 trees in her home, and almost all of them are full size.

    "I try to add one each year so it's a surprise at [my annual] open house," said Thomas, an Elizabethtown nurse who works for Hardin Memorial Hospital's Cardiac Rehabilitation Program.

    This year's addition is dedicated to Thomas' grandson Beau, born in August to Bowling Green dentists Meghan and Tommy Birkenhauer. Beau, the first grandchild for Thomas and her husband Mike, a veterinarian, has turned the family upside down -- in a good way -- so it's fitting that his tree is upside down. Its ornaments consist ofphotos of Beau.

    "We have pictures on the tree from delivery and every week since birth," Thomas said. "Being grandparents is everything everyone has said it would be. He makes every event so special. We are very blessed."

    It's probably a good thing Thomas works part-time hours at the hospital. Decorating her house is a full-time job. She does almost all of it herself.

    "I do all the trees inside and put lights on 12 outside," Thomas said, "but Mike is good about running extension cords and hanging the wreaths."

    It's a process that requires patience and outstanding organizational skills.

    Decks cleared for presidential reference on AK Ganguly

    With attorney general Goolam E Vahanvati sending the legal opinion to the Union home ministry on Friday, decks have been cleared for action against West Bengal State Human Rights Commission chairman justice AK Ganguly.

    Union home ministry officials acknowledged receiving the AGs legal opinion from the law ministry report but were tight lipped about the content of the report.

    However, sources said the AG in his opinion has found a prima facie case against justice Ganguly and has given nod for moving presidential reference that will pave the way for his removal from WBSHRC.

    The Union home ministry is likely to start the proceedings against justice Ganguly according to section 23 of the Protection of Human Rights Act, 1993 in early first week by referring the matter to the Union cabinet by moving a note on presidential reference for removal of Justice Ganguly, which is already under preparation, sources said.

    The Union cabinet that is expected to meet on Tuesday will take a final call on the presidential reference and if it finds merit in it will refer it to the president from it will be sent to the Supreme Court for action.

    While there is no clarity on how the supreme court will proceed on the issue as it is the first of its kind case involving a former Supreme Judge, informed officials said the court should list the case as normal hearing.

    It is up to the court how to proceed in the matter but as the case involves a former Supreme Court judge on a sensitive issue, the court may go in for conducting an in-camera hearing. The court may appoint a three judge bench to avoid a divided judgment, said the official.

    In the course of hearing, justice Ganguly shall have the right to plead either himself or through a lawyer. During the course of the case, the court can also order filing FIR against Justice Ganguly.

    Importantly, once the Supreme Court gives its decision it shall be binding on the Government of India and it shall have to abide by it be it holding Justice Ganguly guilty or acquitting him of all charges, said the official.

    Albertville resident decks the halls at Merrill Gardens

    Every bookshelf and tabletop available in Albertvilles Merrill Gardens Assisted Living Facility has been turned into a winter wonderland, thanks to residents Ray and Sally Cox.

    The couple, both 81 years old, recently moved into the facility and brought some 150 lighted ceramic Christmas village buildings with them. They began collecting the miniature buildings after one of their three sons gave them a small chapel in 1982, according to Sally.

    CHICO -- A growing concern, however accurate or outlandish, is that the underlying goal of mold remediation at Fire Station 5 is to find a reason to close the station and use it as a tool to downsize the Fire Department.

    "We are throwing out a conspiracy theory and hoping that it's wrong. But it seems like the more that goes on, the worse it gets," said firefighter Ken Campbell, a member of the firefighters' union.

    The station is currently in the middle of a mold remediation project, for which the City Council allocated $25,000. At the direction of the Fire Chief Keith Carter, firefighters have been temporarily relocated to an on-site trailer so service to the area will be uninterrupted.

    Firefighters believe some city officials have an agenda to downsize the Fire Department for budgetary savings and closing the fire station proves a tool to make that happen, Campbell said.

    "Let's have an honest public discussion where everybody can have input and is apprised that this is the goal and asked is the public OK with this," he said. "We work for the public, and we work for the councilors under the direction of the public."

    At Tuesday's City Council meeting, Public Works Director Ruben Martinez said the mold investigation has spread beyond its three initial areas and funding is being used for further investigation. The extent of necessary remediation is still unknown.

    The major problem is a lack of communication, Campbell said.

    With such lack of transparency, he said, a leading fear is the mold problem will reach the point where firefighters cannot use the station a concern echoed by Councilor Sean Morgan on Tuesday.

    El Paso County receives $3.1 million grant for Colonia Revolucion project.

    More than 200 residents of Colonia Revolucion in Far East El Paso County may be connected to a water pipeline for the first time by next year, said County Commissioner Vince Perez, who represents the area.

    The underserved community is located west of Horizon City between Pellicano and Eastlake drives.

    Providing potable water to the colonia will result in a better quality of life for the residents, who would also save in water and electricity bills, Perez said.

    By state law, all homes outside the city limits must have access to drinking water and a sewer or septic system in order to get a Certificate of Plat Compliance from the county, which allows homeowners to receive electrical and gas services.

    Perez said that since colonia residents do not have water connectivity, they don't qualify for the certificate of compliance. He said many of them pay commercial electricity rates, which are much more expensive than residential rates.

    "Not only they are going to get clean, safe, drinking water in their homes for the first time, this is also going to enable them to get the COCs for the first time, which is going to enable them to pay residential (electricity) rates," Perez said.

    The county has received a $3.1 million grant and a $500,000 loan from the U.S. Department of Agriculture to provide water service for the first time to about 80 homes (225 residents) in Colonia Revolucion, according to county documents.

    "The residents do not have a safe, reliable, water distribution system to meet their supply, storage or fire protection needs," a county document states.

    On Dec. 9, Commissioners Court contracted R.M. Wright Construction Company for almost $1.75 million to install an elevated water storage tank and to build a booster pump station. Commissioners Court also hired CMD Endeavors to carry out the water system improvements pipeline project, which includes installing thousands of feet of water lines and 37 fire hydrants.

    The county will work in conjunction with El Paso Water Utilities to provide the water service to the colonia.
