The fate of the long-awaited Presidents Plaza, a nearly $50 million downtown project that promises office and retail space, hotel rooms, condominiums, a convention center and a parking garage, could be hanging in the balance tonight when the Rapid City Council meets.

At todays city council meeting, council members will consider an agreement brought forward by the City Attorney's Office that would install a Dec. 31, 2015, deadline for the project to enter a contract and then start construction within the first six months of 2016.

Mayor Sam Kooiker, however, will be pushing for construction to be underway by the spring of 2015. The project has been on the drawing board since 2006.

"With all due respect to the developers, the promise keeps shifting and it's time to have a firm timeline per the adopted ordinance," said Kooiker, referring to an ordinance passed in 2012 that called for the project to be under construction or have defined benchmarks for the work by the end of this month.

If that deadline is missed and a new agreement isn't reached, Kooiker said the President's Plaza project would risk losing $2.8 million in Vision funds that were awarded in 2005.

Hani Shafai, the president of Dream Design International, said he needs more time to pursue New Market Tax Credits, a key element of his plan to finance the project.

"It's impossible," he said last week. "I mean it's impossible, which means, hey, we don't want you to go to New Market Tax Credits, start designing."

Kooiker said, however, that Shafai has ample time within the next year to secure the credits.

"I believe this is the furthest we should go out and this is the last deadline," Kooiker said.

The project would be built at Sixth and St. Joseph streets as a mixed-use high-rise with a 100-room hotel, condominiums, office space, a conference center, a restaurant and a parking garage with 500 stalls.

The resurgence of the luxury wine business following the economic recession plus capital and marketing investments in downtown Napa to make it more of a tourism destination have supercharged demand for wine-related warehousing, retail space and lodging.

The market for industrial space in Napa Valley is quite limited, according to local experts.

Whether you are looking for small or large spaces, there is very little available, said Michael Moffett of Coldwell Banker Commercial Brokers of the Valley.

Collotype Labels on Dec. 5 said it is expanding ts Napa wine label printing plant by 20,000 square feet to accommodate growth and consolidation of another California plant. The company signed a 10-year renewal of its lease of 51,000 square feet of industrial space at 21 Executive Way in south Napa, ending up with 71,237 square feet after an expansion.

The wine market industry is growing, and all signs are that it will continue to grow, said David Buse, president of Collotype Labels, the areas largest wine label printer. Were growing with the market and needed additional equipment and people, and the additional space to accommodate that growth.

Collotype Labels expansion at 21 Executive Way in south Napa is indicative of activity that has rapidly reduced available industrial space in Napa Valley and spurred further construction.

The company had outgrown its existing Napa space and is accommodating the consolidation of a label-printing plant in El Dorado Hills near Sacramento.

This market is extremely active right now, and the vacancy is very tight under 4 percent, said Glen Dowling, leader of the San Rafael-based Cushman & Wakefield team. I have been working in this market for 29 years and have never seen it so tight. The largest availability right now is approximately 25,000 square feet.

Thats generating tenant demand and prompting construction at several new industrial projects, according to Mr. Dowling. For example, E&P Properties 103,000-square-foot second south Napa warehouse is set for completion in April.

There are at least five projects teed up behind it, and several of them should be under construction next year, Mr. Dowling said.

McCONNELLS The old two-story Brick House in Historic Brattonsville is getting its reproduction 1840s roof installed this week.

The Brick House is located across from the Brattonsville Visitors Center and is one of three original Bratton family homes located at the main site of Brattonsville (the other original family home, Hightower Hall, is a mile north of the main site). The Greek Revival influenced building is the last of the Bratton homes to undergo restoration; for the last 100 years, the house has had little work done to it, and for the most part it is still in the same condition as it was when the Bratton family members left the home in 1914. The National Park Service formally recognized the Brattonsville Historic District, including the Brick House, and officially entered it on the National Register of Historic Places in 1971

The Culture & Heritage Museums has embarked on a long-term plan to restore the Brick House back to its appearance circa 1880 and to open it to the public for the first time. According to Shawn Beckwith, CHMs Preservation Coordinator & Restoration Specialist, the roofers will be about 50 percent complete by Tuesday, Dec. 17, and a large amount of masonry work is finished or in progress.

TOPEKA - Gov. Sam Brownback has seen almost half of his 11 permanent Cabinet secretary appointments turn over in the first three years of his tenure.

The percentage outpaces that of predecessors Kathleen Sebelius, a Democrat, and Bill Graves, a Republican, The Topeka Capital-Journal reports. But Brownback spokeswoman Sara Belfry said the turnover isn't unusual compared to past governors, including Democrat Joan Finney.

"It is not unexpected that talented people who served in this administration had other opportunities become available and they decided to pursue other opportunities," Belfry said.

Among the Cabinet leaders to depart are Rob Siedlecki, who was tapped to lead the Kansas Department for Social and Rehabilitation Services. He faced criticism over his reorganization of SRS management and the administration's pursuit of faith-based social services initiatives.

Deb Miller, the lone Democrat in the Cabinet, left her post as secretary of the Kansas Department of Transportation at the same time as Siedlecki left his. Karin Brownlee was forced out as secretary of the Kansas Department of Labor in September 2012. Dennis Taylor stepped down as secretary of the Kansas Department of Administration to be interim leader of the state lottery in January, but no longer heads that agency. Dale Rodman announced this month that he wouldn't finish Brownback's first term as secretary of the Kansas Department of Agriculture, and would make way for replacement Jackie McClaskey.

Many other high-level appointed posts that pay around $100,000 a year also have been vacated. Those positions include Jim Mann, who was named chief IT officer for the executive branch last month. But he resigned a day later after it was made public that he received a college degree from an unaccredited university. The announcement of his departure came just hours after Brownback acknowledged that his administration hadn't thoroughly examined Mann's educational background.

Bob Beatty, a political science professor at Washburn University, said he saw little linking the departures.

"When you look at the number and the reasons you see a mix; a mix of reasons," Beatty said. "In that sense, it's probably not unusual. If all of them were leaving because they had alleged disagreements with the governor or problems in their background or something like that, that might be unusual."

A new dry cleaner is setting up shop in a vacant Westwood building on Broadway.

An application for the dry cleaner to move into the single-story building, formerly an auto supply shop, was approved by the Westwood Zoning Board on Dec. 2.

The project site is situated at 711 Broadway, on the east side of the street between Lake and Harold streets. According to documents filed in borough hall by the applicant, this area is in close proximity to the Pascack Brook and has a history of flooding incidents.

The building will be renovated in accordance with officials' goal to revitalize this area of the municipality. "The Master Plan discusses revitalization for this part of town..." noted Zoning Board Chairman William Martin. "We take that into consideration when we review applications for this area."

The project proposed a variance for insufficient parking, among others, but with the plot of land already zoned for retail, the dry cleaners did not require a use variance.

The project will include the installation of plate glass windows and the existing horizontal siding will be removed and stucco will be added as an exterior finish. The applicant is also addressing handicap accessibility issues.

First proposed nearly a year ago, with two uses, a dry cleaner and nail salon, the tenant with hopes of opening the salon dropped from the application after realizing there would not be enough parking spaces for even the salon's employees.
