BELLEVILLE A city plan to provide $250,000 for demolition costs related to construction of a new home for seniors survived a vote of the Belleville City Council Monday night, over the vocal objections of several aldermen.
In a 10-6 vote, the council agreed to reimburse St. Pauls Home for the demolition of its existing facility at 1021 West E Street, following the opening of a new, $30 million one in 2015 on the same site. The city will reimburse St. Pauls Home with funds from a tax increment financing district.
While the plan was strongly supported by Mayor Mark Eckert and the majority of the council, opposition came from several aldermen who said the expenditure would set a precedent of assisting non-profit organizations that would not contribute future tax revenues to the city.
In a lengthy prepared statement, Alderman Kent Randle asked, What happens when TIF goes away and our streets and other infrastructure have sat on hold while we fund nonprofits? Who will be next in line, will it be our churches? The Jewish Federation of Southern Illinois? The Salvation Army?
Eckert argued in favor of the plan, saying St. Pauls Home deserved the citys support for its courageous mission of serving the elderly and continuing to be part of a neighborhood that has changed drastically over the years. He also said the city had previously assisted projects pursued by other nonprofits, including the YMCAs construction of a major new facility in downtown Belleville. Other aldermen also voiced support for the St. Pauls Home expenditure.
In a separate action taken without any debate, the council unanimously approved a plan to pay for demolition costs of up to $175,000 as part of a plan for the development of The Cottages at Cathedral Square, another residential project geared to the senior market. That project, however, is a for-profit venture not exempt from property or sales taxes.

Belleville OKs funds for demolition of senior home that's set to be replaced
NEWTOWN, Conn. (WTNH)-- Demolition of the Sandy Hook Elementary school is scheduled to begin this Friday. As asbestos is removed, each wing of the nearly 60 year old building will come down.
Ellington based Bestech, a company that specializes in removing asbestos, is ready to start tearing down part of the school on Friday and through the weekend. A process that is expected to take five to six weeks. Fulltime security at the gated entrance insures that no curiosity seekers or media can get to the site.
The only reminder of what happened there are the twenty-six gleaming stars on the roof of the firehouse at the entrance to the school driveway.
According to the schedule for demolition, the section of the school where the shootings occurred will likely come down during the first two weeks of November with complete demolition expected by Thanksgiving. Aluminum and other metal parts of the building will be tracked by manifest to a smelter. All other parts will be ground up at the site.
"It might become part of the base for the new road or the foundation, or you know, the contractors will make the decision how best to use those materials, but they will not leave the site," said First Selectman, Pat Llodra/(R) Newtown.
First Selectwoman Pat Llodra says it's the only way to protect the families.
"It's the constant hurt that those families feel that...that site, which is such a tragedy for their families..would end up being iconic for some other family or some other person whose not of...you know..who might not have kindness in mind," said Llodra.
The plan is to have the school completely disappear by the first anniversary of the shootings the town is not planning any observance on December 14th, but is preparing for the media coverage starting this week.
"We're all struggling and working really hard I think to regain our footing and I think we'll emerge very strong. I have confidence in our community, but the daily pain of seeing this played out in the newspaper and all forms of media," said Llodra.
But Llodra knows that much more media coverage can only be expected as the demolition moves forward a police report is released sometime in the next few weeks and the anniversary.

Groan if you will at the punning title of Caroline ODonnells Party Wall, but the name captures the designers dual intent. A giant plywood brise soleil made of scap material left over from the production of skateboards, the temporary work bisects the courtyard at MoMA PS1, the Museum of Modern Arts contemporary art space in Queens, New York. From a distance it reads like a billboard peeking up above the walls that surround the former schoolhouse. Inside the courtyard, it shades, mists, and occasionally spews water at the masses that turn out for the institutions outdoor Warm-Up dance parties, which kicked off last weekend and continue every Saturday through September 7.
But as the name suggests, the wall also serves another set of users. When its not cooling dancing hoards of happily sweaty revelers, it accommodates less raucous gatherings more typical of an afternoon at PS1. One hundred and twenty of its lower panels can detach from the structure. Some pieces with trucks and wheels peel away to become oversized skateboards. At the opening reception for the project, a few guests made awkward attempts at kickflips with the rolling planks, while children splashed in shallow pools tucked inside the walls structure. But other pieces become chairs and tables for outdoor performances, screenings, and other events. For a dance party, you need as much space as possible, said ODonnell at an opening reception for the project. For a lecture, you need a lot of seating.
The Ithaca, New York-based architect, who teaches at Cornell University and calls her firm CODA, won the museums annual Young Architects Program competition with her design for the summer-long installation, which runs through August 31. She worked with Comet Skateboards of Ithaca to acquire the wood and, with the help of a group of volunteers, spent many Saturdays weaving scraps excised while making skateboard decks (ODonnell calls them the projects bones) into the 20, 4-by 8-foot component panels that make up the wall. We were calling the company and saying, Make more skateboards! says ODonnell.
The wood screens hang from a steel trestle and form geometric archways that zigzag above the public spaces. When you stand here, its kind of monstrous, said ODonnell, glancing up at the wooden mass. But inside, its intimate and lacy. With only a shallow foundation, the installation relies on large water-filled fabric bagsthe kind used to douse forest fires from the airas ballasts to keep it weighted to the ground. A channel running along the top of the structure delivers water to a misting device, the pools, and a spout that periodically erupts like a gushing fire hose.
The work is a return to form for the Young Architects Program. Last year, New York City firm HWKN created Wendy, a bright blue sea urchin that floated, cartoon-like above the courtyard, more of a beacon and a character than a shelter. Party Wall brings the emphasis back to function and problem solving with its strategy for serving two constituencies; by comparison to last years installation, the work looks staid and less polished, a quality that ODonnell attributes to PS1s location. Its a rough industrial neighborhood, she says. I like that toughness.
Party Wall does, however, have a quiet playful streak. In addition to providing detachable skateboards, ODonnell says, there is a secret message of some sort coded into the form. Im not going to tell you what it is, she announced at the opening, offering only, Were not interested in objects, but the things around objects.

Skilled and experienced Architects are needed in New Zealand as the commercial rebuild in Christchurch is expected to be in full swing in 6 to 12 months, says recruiting experts Hays Architecture in New Zealand.
The New Zealand economy is bouncing back from the earthquakes that shook the countrys second city of Christchurch and the surrounding Canterbury region in 2010-11.
According to the recruiter, vacancy activity is expected to increase in temporary and permanent architecture jobs as the market faces a shortage of skilled technicians who can hit the ground running. Senior Architects. Architectural Technicians and Licensed Building Practitioners (Design 1 and 2) are in particular demand.
There is a quick turnover in the industry and when a good candidate matching one of the categories above is on the market, he or she can usually find a job within a week, says Jason Walker, Managing Director of Hays in New Zealand.
There is also demand for overseas candidates. Qualified migrants with good learning skills and long-term plans to stay in New Zealand are a good alternative as they can be trained and are likely to be loyal to the company giving them their first opportunity in the country.
We are also seeing an increasing number of returning Kiwis from Australia or the UK. These candidates are highly valued by employers as they have had exposure to bigger projects, are experienced working with bigger teams and can add more value. In addition, they have existing knowledge of the Kiwi way and building codes/processes.
Given that New Zealand is in a phase of full growth, returning home is often an easy transition for Kiwis to make, especially those wanting to provide for a young family, says Jason
The commercial rebuild in Christchurch is going to be in full swing in about 6 to 12 months, which means that the demand for skilled technicians and Licensed Building Practitioners is going to increase exponentially.
We also expect to see plenty of candidate movement as those working in the residential market will want to get into the commercial market, where salaries are higher and there are more interesting projects. However, this movement will still not be able to match the need for skilled candidates.
