A school destroyed in a blaze will cost 5.5 million to replace, dwarfing the price of a sprinkler system experts say would have saved it.
A sprinkler system would have saved taxpayers millions of pounds which will now have to spent on a full school rebuild to replace the destroyed Harrington Junior School, in Long Eaton.
Derbyshire County Council received 1.28 million in an insurance payout linked to the fire-hit school, which was valued at 2.7 million.
The school was destroyed in a blaze which was accidentally started by authority maintenance staff carrying out refurbishment works on May 28.
This week, the council is set to start a search for a contractor to build a replacement school.
Research by other English councils and fire departments estimates the cost of a sprinkler system for a school the size of Harrington catering for 235 pupils is between 65,000 and 83,500.
The council says the new build, on the same site as the former school, which has been bulldozed and cleared, will cost 5.5 million.
This is 65 times the estimated cost of installing sprinklers in the former building.
Of the total 5.5 million cost of the rebuild, 1.28 million will come from the insurance payout, 1 million will come from the councils own finances this figure representing the excess on the insurance and it is hoped that the remaining 3.22 million will come from a proposed bid for capital funding which will start in April 2021.

The council says the new school must be completed by June 2022, in time for the start of the new school year in September 2022.
It has formally committed to installing sprinklers in the new school.
The build contract itself is valued at 4.34 million, with the rest of the cost to the council coming from contracting and design fees, fixtures and fittings for the new school along with risk and contingency funding.
A 500,000 temporary replacement for the school, built without planning permission, was constructed in August and will remain in place for two years to house students until the new-build is ready.
This, too, was funded by an insurance claim on the destroyed school.
It does not have sprinklers.
Derbyshire Fire and Rescue Service revealed in a Freedom of Information request from the Local Democracy Reporting Service that its efforts to combat the Harrington fire cost an estimated 41,790 around half the price of a would-be sprinkler system for the school.
Two firefighters also suffered minor injuries fighting the Harrington blaze.
A report from the county council shows the authority will select a construction company from a shortlist of eight firms.

Gavin Tomlinson, Derbyshire chief fire officer, had told the LDRS that sprinklers would have saved the Long Eaton school and was frustrated at the lack of investment and foresight to avoid such a tragedy.
He is part of a national campaign calling for it to be mandatory for all new schools and major school refurbishments to include a sprinkler system.
Cllr Barry Lewis, county council leader, along with Cllr Chris Poulter, leader of Derby City Council have both signed a pledge to have sprinklers in all new build schools and primary and secondary schools undergoing significant renovation, refurbishment or extension.
This came after Harrington was destroyed by a fire and two Derby schools Ravensdale Infant and Nursery School and St Marys Catholic Voluntary Academy were destroyed by arson in October.
The two Derby schools also did not have sprinklers and Mr Tomlinson says they, too, could have been saved if the buildings had had them.
The LDRS Freedom of Information request shows that combating those two blazes cost the fire service an estimated 29,400 and 78,760 respectively.
Both the city and county councils have refused to name which schools they oversee do not have sprinklers, claiming a perceived risk of arson attacks if the names were revealed.
This claim has been discredited by Mr Tomlinson.

GREENFIELD City employees and volunteers have finished planting a garden on the south end of the Fiske Avenue municipal parking lot, the first phase of a three-phase project that will continue next spring with the creation of a pocket park on the north end between the parking lot and Main Street.
The recent improvements are the result of an ongoing collaboration of the citys Department of Public Works, Recreation Department, Department of Energy and Sustainability and a group of volunteers with green thumbs, who have worked together to enhance the area.
It is very inspiring to see how the relatively small project of replacing a deteriorating retaining wall has blossomed into a transformation of a central downtown location to become an inviting space for residents to enjoy, said Mayor Roxann Wedegartner. The commitment by city staff and volunteers alike to make this project a reality highlights how special the Greenfield community is and how much can be accomplished when we work together.
The project began earlier this fall, with Wisty Rorabacher and Dorothea Sotiros heading up the volunteers, while the DPW took the lead and replaced the deteriorating retaining wall.
Rorabacher said her involvement began when she and her partner were having a meal at Mesa Verde.
The garden looked so sad and unappealing, she said. I asked if anyone would mind if we weeded the garden and trimmed the bushes. The wall also looked so pitiful.
Rorabacher said she visited with Planning and Development Director Eric Twarog and asked if the city would mind if she and other volunteers did some work in that area on Fiske Avenue. After several conversations with Twarog and other city officials, she learned Greenfield was applying for a grant to pay for the project and the DPW was going to do some of the work.
It was so inspiring to work together and see the outcome, Rorabacher said. And it was really nice that the city used local nurseries and native plants.
Energy and Sustainability Director Carole Collins said a $22,000 grant from the American Association of Retired Persons, better known as AARP, paid for the wall replacement and garden.
With assistance from the DPW, this group of committed citizens dedicated to planting gardens in and around downtown Greenfield did an amazing job converting the southern end of the site from an overgrown patch into an inviting area filled with native plants along with identifying signage, Collins said.
The garden design was based on a plan completed by the Conway School of Landscape Design to enhance downtown parking lots.
Kristin Thomas, project manager for the Conway School, which is now located in Northampton, said graduate students from the school finished designs for the pocket park in 2012. She said students who are part of the schools 10-month masters program work on real projects, often with municipalities.
In spring 2021, the north end of the site abutting Main Street will be improved with a bench, chess table, bike repair station and a grassy area to provide a place for recreation and a place for riders to wait for the bus, she said. In addition, volunteers that include business owners on Fiske Avenue will plant a garden in the strip along the new wall to include vegetables and native plant species.
There is a long list of people who made this project possible, and it was amazing to witness the labor of love by this group of volunteers who are so committed to increasing native gardens throughout Greenfield, Collins said.
To make room for the garden, two parking spaces were eliminated in the Fiske Avenue parking lot. The final phase of the project, to be completed at a later date when funds and resources allow, will move the parking area to Miles Street and include at least the same number of parking spaces as existed in the lot before the project.

Caltrans decided to build a roundabout at the intersection to improve safety after several major car accidents occurred at the intersection. For many years, there were stop signs on Vineyard Drive, but many motorists on Highway 46 drove through without stopping. Initially, they turned the intersection into a four-way stop, with signals and conspicuous signage alerting drivers of the approaching intersection. Thats how it is today.
Caltrans graded the hillside on the north side of the road. Workers are building a retaining wall on the northeast corner of the intersection to create room for the roundabout.
Currently, motorists must stop twice while traveling east or west on Highway 46 because of the construction. Signs advise motorists that traffic fines are double because it is now a construction zone.
Drivers are advised to Slow for the Cone Zone.

WELLSBURG, W.Va. (WTRF) The cold weather isnt stopping the construction of the Wellsburg Bridge.
The West Virginia Division of Highways said work is on schedule.
Contractors continue to build up the two main span piers on the West Virginia side, and the deck on the Ohio Side.
The bridges arch is being assembled and its cables strung offsite.Once its ready, the contractor will float the structure down the river in February.
A specialized subcontractor will do that work, which involves loading barges with hydraulic jacks.
Theyll get under the structure, lift it, and float it down the river. Once they get it turned in place or just up stream of the proposed crossing then theyll get into the jacking process and that takes some time. I mean, you can only go up small increments.
Witherow said crews are also hard at work on the Route 2 retaining wall.
In Brilliant, most of the construction on 3rd Street is complete.
The bridge that will connect Wellsburg to Brilliant is still on track for a November 2022 completion.

Once the threat has been neutralized, systems will return to status quo to save energy.
At the same time, questions remain about what technology is most effective and worth the cost in both dollars and energy use. Will home buyers care about air quality when Covid-19 is no longer affecting daily life?

Mill Creek Residential is expanding its presence in metro Washington, D.C., with the groundbreaking of Modera Kirkwood, a 270-unit multifamily community located in the Rosslyn-Ballston Corridor in Northern Virginia. Leasing is expected to begin in early 2023.
It will be the 10th development community either leasing or under development by Mill Creek in the D.C. area. The others include Modera Mosaic, Modera Sedici and Modera Founders Row.
Situated at the corner of Washington Boulevard and N. Kirkwood Road in Arlington, Va., Modera Kirkwood will offer studio, one-, two- and three-bedroom homes with an average size of 830 square feet, private patios or balconies and select den layouts. Apartment interiors will have minimum 9-foot ceilings, wood plank-style flooring, stainless steel appliances and upgraded fixtures, quartz countertops, pendant lighting, tile backsplashes, in-unit washers and dryers, programmable thermostats and keyless entry. Bathrooms will feature double vanities and tile shower surrounds. Select homes will have front yards with stoops. The property will also have digital package lockers, controlled-access parking, additional storage, bike storage, building-wide WiFi; a pet spa and 24-hour self-service marketplace.
Mill Creek is designing and building the property to LEED Silver standards. The developer is also placing a special emphasis on health and wellness and will be including a spacious open-floor plan clubhouse with social and coworking areas; an outdoor courtyard with social zones for cooking, gathering, fitness and entertaining; and a fitness center with yoga and cycling rooms.
Joe Muller, managing director of development in the Mid-Atlantic region, said in a prepared statement the company has long admired the Rosslyn-Ballston Corridor. In addition to the location, Muller said Mill Creek is also excited about the focus on wellness and the planned indoor-outdoor symmetry for Modera Kirkwood.
Residents will be within walking distance of the 25 million square feet of office space in the Rosslyn-Ballston market as well as George Mason Universitys Law, Business and Policy schools, which is undergoing an expansion to create a technology and innovation hub that will cater to the nearby Amazon HQ2. Modera Kirkwood will also be near nightlife, dining and shopping options in the neighborhood, including Whole Foods and Trader Joes. The site is also close to two Metro commuter rail stations and major highways including Interstate 66, Lee Highway and U.S. Route 50.
In October, Mill Creek broke ground on Modera Frisco Square, a luxury multifamily community in Frisco, Texas, that will have 360 apartment homes, including 31 townhomes with private garages, when it is completed by spring 2022. Modera Frisco Square will be Mill Creeks 10th development community in the Dallas area.
The developer, which has more than 85 communities representing more than 24,700 rental units across the United States, is also building Modera Washington, a mixed-use apartment community with 341 units in Houston, and Modera Overlake, a 288-unit community in the Eastside submarket of Seattle. In Atlanta, work has begun on Modera Prominence Phase II, a 395-unit luxury residential tower in the Buckhead district.

AvalonBay Communities Inc. has acquired a 15-acre property in downtown Somerville from Somerset Development, the next step in toward a new phase of the Somerville Station transit-oriented development.
Holmdel-based Somerset Development sold the site to AvalonBay, which has its New Jersey offices in Iselin, enabling AvalonBay to begin construction on a 374-unit apartment community, civic center, retail, New Jersey Transit parking facilities and more.
AvalonBay is very pleased to be developing another TOD rental community at the Somerville train station, within walking distance from the vibrant Somerville downtown, Ludivine OToole, AvalonBays development director, said in a prepared statement.
The project is part of Somerset Developments master-planned vision for a mixed-use transit village anchored by the Somerville train station.
This project is the product of more than 30 years of complex planning and collaboration among the borough, NJ Transit and various stakeholders, Ken Gold, Somerset Developments vice president of acquisitions and development, said in a statement. AvalonBays land acquisition means that the vision for this site is finally coming to fruition something that will be celebrated throughout the entire Somerville community.
In addition to the AvalonBay apartments, PulteGroup is building a new community of for-sale townhomes at Somerville Station. That plan includes 156 units, ranging in size from 1,004 to 1,930 square feet. Construction on this element is already underway, with the first closings expected in early 2021.

Senate Majority Leader Mitch McConnell is urging the Senate to pass a roughly $741 billion defense bill that President Donald Trump has vowed to veto.
"This [National Defense Authorization Act] will unlock more than $740 billion for the training, tools and cutting-edge equipment that our service members and civilian employees need to defend American lives and American interests, McConnell said during a Senate speech on Thursday. "It will give our troops the 3% pay raise they deserve. It'll keep our forces ready to deter China and stand strong in the Indo-Pacific."
The National Defense Authorization Act or NDAA, which authorizes appropriations for the Defense Department and defense-related activities at other federal agencies, has passed without much fanfare on an annual basis for nearly 60 years.

Trump and other conservatives have frequently accused social media giants like Twitter and Facebook of bias against the political right. But the issue is unrelated to national defense and the overarching aim of the NDAA, and Trump's demands regarding Section 230 have baffled some Republicans in the conversation over the defense bill.
Republicans, who have repeatedly bowed to pressure from the president on other matters and legislation, are largely moving forward in support of the bill despite Trump's demands.
The legislation "does not contain every policy that either side would like to pass," McConnell said, adding that a "huge number of crucial policies are included and a lot of bad ideas were kept out."
Trump has issued eight vetoes during his presidency and none have been overturned.
