    Bouldin backs away from county roofing project

    Logan County Magistrate Thomas Bouldin will not be replacing the roof of the search and rescue building after all.

    At a fiscal court meeting last month, the county government voted to give the contract for replacing the roof on the county building to Chris Collins Construction. That was the only bid submitted and Bouldin spoke up and told the court that his roofing business would likely be sub-contracted by Collins Construction to do the actual work on the project.

    The court went ahead and voted 4-3 to give Collins Construction the bid and Bouldin was one of the three no votes.

    Last week, it came to the courts attention that it is likely not legal for Bouldin to do the job - even as a subcontractor.

    The Kentucky Revised Statute 61.220 states, Any member of the fiscal court, or any mayor or council member of a consolidated local government, who becomes interested, directly or indirectly, in any contract for work to be done or material to be furnished for the county or any district thereof, or who becomes interested in any claim against the county shall be fined not less than five hundred dollars ($500) nor more than five thousand dollars ($5,000) for each offense.

    Bouldin, judge/executive Logan Chick and county attorney Joe Ross all said they were unaware of the wording in that particular statute which apparently forbids a magistrate from doing work for the county as a subcontractor.

    As soon as I heard that it might not be legal, I said I was out, Bouldin said.

    Bouldin also released the following statement about the situation.

    Upon looking into the law, I, the court, and the county attorney were under the impression that it was permissible for my company to be solicited to provide services as a Tier II subcontractor, Bouldin said. Before the bid opening two weeks ago, I informed the court that a local contractor had solicited prices from me in regard to the project in question. When the motion to accept the bid was put before us, I actually voted against accepting the bid. In my opinion, it is never good practice to have only one bid because someone else may be able to do the same job more economically; therefore, I and three others voted no. However, the motion passed. I value doing whats right far more than any job, so the moment I knew there was any doubt that we had interpreted the KRS statute correctly, I let the contractor know I could not help him on this job and informed the members of the court, as well. My character and my duty to serve the citizens of Logan County in a most honorable way is my highest priority. For that reason, I wouldnt want there to be any conflict of interest.

    Bloomingdale school projects move forward

    Contractors are working diligently to finish facility projects before the Sept. 4 start of school.

    According to George Hagl, school district business administrator, some facility projects have been completed, some are in progress, and one will be completed during the school year.

    "It will come down to the wire for some projects, but we have had good contractors this summer, which has been a blessing," he said.

    Hagl said the largest project being undertaken this summer is the roof replacement at Walter T. Bergen School (WTB). Chris Andersen Roofing Company of Sayreville began the project in mid-July. Hagl said the roofing company has been working Saturdays, Sundays, and long hours on weekdays to finish the project. The cost of the roofing project is $788,549.

    "They are doing what they need to get the roof done before the school's opening," he said.

    Hagl said Nickerson Corp. of Union Beach is in the process of completing the locker replacement project at WTB and expects to have the lockers installed and operational by opening day. A display cork board, which will be installed by the lockers, is slated to be installed in mid-September. The cost for the 389 lockers and installation is $93,000.

    A floor-tile replacement project at Samuel R. Donald School (SRD) is finished, he added. The work was completed by Commercial Interiors of Riverdale at a cost of $17,475.

    In addition, Hagl said Alpine Painting of Paterson painted the Walter T. Bergen School gym for $13,950 and Rutgers Painting of Vauxhall painted the Martha B. Day (MBD) School gym for $11,800.

    Chesterfield seeks money to build school

    Chesterfield County voters will get a chance this November to decide whether a school will be built in the Midlothian area to ease overcrowding at two elementary schools.

    Funding for the new $30.6 million school is part of a $304 million bond package that would go toward revitalization and renovations at 10 schools as well as the new one.

    The new elementary school would help alleviate overcrowding at Bettie Weaver and J.B. Watkins elementary schools.

    Both schools are overcrowded and in need of relief, said Shawn M. Smith, a spokesman for Chesterfield schools.

    Watkins is at 120 percent capacity. The school is using two mega-trailers that have six classrooms each. Not all of the classrooms are in use.

    At Weaver, the school is at 98 percent capacity and is using five regular trailers.

    The problem is only going to get worse, Smith said.

    Watkins is our most overcrowded school. By 2020 it will be at 154 percent overcapacity, he said. To put that into perspective, youre talking about an additional 500 students that would need to be placed in other schools.

    Watkins isnt alone. Smith said other schools in the Midlothian area are projected to be at 90 to 95 percent capacity.

    Within that general area, we wont have the space to accommodate that additional projected 500 students, he said.

    Allendale school board discusses recent policy changes

    The Allendale Board of Education was busy at its Aug. 19 meeting, below is a guide to some of the evenings news.

    Increase in enrollment

    Due to the increase of enrollment for fourth grade and kindergarten, the Allendale elementary and middle schools will start the year with an increased number of sessions for those grades.

    Superintendent Dr. Michael Barcadepone said in his report that the fourth grade will have a fifth session come September and kindergarten will have a fourth session.

    "We did this to maintain appropriate classroom sizes," he said.

    New ecology center

    After students and parents expressed interest in opening an ecology center at the schools, the board approved two positions for a center at its latest meeting.

    The Hillside School Ecology Center Coordinator and the Environmental Club Advisor/Brookside School Ecology Center Coordinator position were both approved.

    Claire Barnett was appointed to a stipend position in the amount of $3,172 per an approved sidebar agreement between the Allendale Education Association and school board. She will have a combined stipend position as the Environmental Club Advisor/Brookside School Ecology Center Coordinator.

    Earlier in the summer, the board accepted a $21,186 grant from Allendale Foundation for Educational Excellence (AFEE) to go toward an Ecology Center, but was still debating the teacher stipend amount.
