    Demolition won't spur inspection blitz: city

    The city doesn't expect to do any extra building inspections, despite the dramatic demolition of a neglected building that forced a dozen elderly residents out of their homes on Wednesday.

    Carli Edwards, the assistant director of inspections for the City of Vancouver, said her department performs 100,000 site inspections a year based on new permit applications and complaints, and does not, as a rule, inspect abandoned buildings at all.

    "We don't have an inspection program that has us going to buildings for no reason," Edwards said.

    "There are vacant buildings throughout the city and the type of problem we saw (Wednesday) is extremely rare," she said, adding the city relies on owners to take care of their property and on the public to report problems.

    "We don't have any reason to believe an abandoned building is any more dangerous than an occupied building. With abandoned buildings, we worry more that people will get into them and set a fire or somehow endanger themselves."

    Building inspection experts made the decision to demolish a 106-yearold building when they arrived at 451 Powell St., a property owned by the Philippine Women's Centre and last occupied - and inspected - in May 2010, when it was certified as secure.

    But on Wednesday afternoon, officials were alerted to structural concerns with the crumbling building. Outside walls appeared to be buckling and the second storey was extremely unsound, said firefighters at the scene. An interior wall had fallen down.

    The possibility of collapse in turn threatened the 122-year-old singleroom occupancy residence next door in Vancouver's historic Japantown. Twelve people, most of whom are Chinese-Canadian seniors who have lived at 439 Powell St. for years, are now staying at a motel on Kingsway until a structural assessment can be done.

    That address was inspected last year as part of an SRO-specific program in Vancouver, and did pass the test.

    But the city has now ordered the landlord, the Ming Sun Benevolent Society, to hire an engineer and complete a new building assessment within 72 hours, Edwards said.

    County opens 15 demolition bids

    Demolition bids for several county-own buildings along Findlay's North Main Street were opened Thursday.

    The Hancock County commissioners are expected to award contracts for the demolition next week.

    A total of 15 bids were received, some from companies as far away as Cleveland.

    Contractors were asked to make separate bids on demolishing the single, even-numbered building at 120 N. Main, and the odd-numbered buildings across the street at 115 to 133 N. Main St.

    In most cases, contractors said they can start work between 10 and 30 days after receiving the contract. Demolition could take between a week and 75 days.

    Hume Supply, Lima, appeared to be the low bidder for both jobs, with a bid of $33,567 for the demolition of 115 to 133 N. Main St., and a bid of $4,650 for the 120 N. Main St. building. The company said it can start work within 10 days of receiving the contract, and will complete the work in 45 days.

    Bids went as high as $128,300 for demolition of the multiple buildings, and up to $24,950 to tear down 120 N. Main St.

    State law requires the contract to go to the lowest, responsible bidder.

    Demolition of heritage building condemned

    Members of Maamannar Thirumalai Naicker Samooga Nala Sangam here have appealed to the State government to stop demolishing Rani Mangammal Palace, the heritage building in North Avani Moola Street near Meenakshi Sundareswarar Temple.

    In a press release, the forum expressed its concern over the demolition of the old building by some individuals. The Corporation authorities should take a stern action against those behind the demolition act by which they had not only defamed Rani Mangammal but also brought shame to Maduai residents.

    At a time when there have been appeals to preserve heritage buildings and awareness programmes are conducted to this effect, report of the demolition had come as rude shock.

    The government had the responsibility to preserve structures that reveal the history to the future generations. The government should direct the police to register a case against those who were behind the demolition, forum president T. Radhakrishnan said in the statement and threatened to stage demonstrations if there was no tangible action.

    In another release, members of Mammannar Thirumalai Naicker Naidu-Naicker Mahajana Sangam, K. Pudur, expressed concern over demolition of the bulding.

    The building was built in 1689.
