India, July 19 -- While thousands of files related to building construction going missing from civic offices is of concern in itself as this could allow the builders to make ad hoc changes to these structures, what is even more worrying is that many of them belong to the same architects, which raises suspicion of a deliberate attempt to keep their details off the record.

Data with Hindustan Times reveals there are more than 100 architects in the western suburbs alone who have 'lost' two or more project files.

Of them, at least 44 architects have lost five or more files at the offices of the building proposals department in the western suburbs.

Here are a few shockers - a Khar-based liasoning architect has 23 of its files relating to projects in prime areas like Oshiwara, Versova and Bandra (West) missing. Eleven files of an architect firm, which has projects in tony Bandra (West) and Santacruz ( West), are untraceable.

Liasoning architects are firms which are solely tasked with the correspondence between the civic body and the builders.

They are usually not involved in the design aspect, and focus only on getting permissions for the construction.

There are many such architects, quite a few of them solely into liasoning, who have multiple files missing. A deeper study reveals that many of these files relate to the same area where the architect has undertaken projects.

For instance, one firm has nine files missing - all of these projects are at Juhu Vile Parle Development Scheme.

Activists say so many files of one architect going missing cannot be a coincidence.

Shirish Sukhatme, president of the Practicing Engineers Architects and Town Planners Association admitted this might be the case, and said: "There are a few black sheep among architects who might want to keep their files hidden, but even the civic officers are to be blamed for these files disappearing."

Councilman Phillip Penrose presented a roof repair estimate report for the Seward Community Center, prepared by TM Roofing (Tuscano-Maher Roofing) of Saltsburg, to the Seward Borough Council meeting.

The report, as a result of an inspection conducted on July 1, outlined the repairs necessary to cover the center's 3,044-square-foot. A remedial repair is estimated to cost $6,950 while an estimated roof replacement cost is $37,850.

The report indicated the overall breakdown of the roof's surface membrane was due to long-term UV exposure and some pooling of water throughout the years. The final decision on which method to proceed will be determined by the center's board at its next meeting this month. It will also be determined whether to contract with TM Roofing for the remedial repair or replacement of the roof.

Councilman Mike Kelly commented When the Marcellus Shale monies come in then the council should consider using these monies toward the cost for the repair or replacement of the community center's roof. The estimated Marcellus Shale monies total around $1,470.

In other business:

Seward Borough Council alternate secretary-treasurer Kate Colt reported the following tax collector monies have been received: estimated income tax $3,180.91; real estate tax $1,077.41 and local service tax $101.99

Councilwoman Fran Hajjar said the police force worked 371 duty hours. There were 18 traffic citations, 15 incidents and one non-traffic citations. The force's two cruisers listed 1,606 miles driven and $556.77 was spent on gas for the month.

A parking ordinance previously advertised was adopted by the council as ordinance No. 1 of 2013. The ordinance provides for the regulation of handicapped parking spaces, prohibiting parking on sidewalks and establishing an additional stop sign at the corner of Hedges and Cherry Streets within the borough of Seward.

The next council meeting is 7 p.m. Aug. 13.
