MICHIGAN CITY The Michigan City Board of Public Works and Safety received bids on the demolition of two properties during the July 15 meeting including three bids were for the demolition of 548 Holiday St. The bids were from Actin/TRI LLC for $13,696, Phelps Construction for $10,000 and Smith and Sons Excavating for $8,000.

Bids were also received for the demolition of 1026 E. Michigan Boulevard. Actin TRI LLC bid $25,920 for this project, Phelps bid $15,000 and Smith and Sons Excavating bid $18,900.

These bids will be reviewed and reported on at the next meeting.

Code Enforcement Officer Russ Hatfield sought approval from the board regarding the demolition of three properties.

Also approved was the demolition of the residence at 113 Dole St. This home had significant damage due to a fire in 2010 and according to Hatfield, is uninhabitable. Homeowner Wayne Miller attended the meeting, asking the board for more time to complete repairs. However, according to Attorney John Espar, Miller applied for a repair permit more than two years ago with no repairs made to date. As the home is unsafe and a blight to the community, the board approved the demolition of this property.

Hatfield also requested approval to proceed with the demolition of the property at 718 E. 11th St.

The board did not grant approval on this demolition as Hatfield was unsure of the title-holder of the property. Espar asked to continue this request until the next meeting so that he could examine the court files.

The board approved three requests for temporary road closures including the 100 block of East 9th Street. R.L. Roofing Services, Inc. will be replacing the roof at St. Paul Church and requested the road closure due to possible falling shingles. The road will be closed Tuesday, July 23 from 6 a.m. to 10 a.m.

Marquette High School requested the closure of 10th Street from Wabash Street to Ohio Street for the schools annual block party. The road will be closed on August 23 from 3:30 to 11 p.m.

Because of the filming of a scene for a short film, Robert Forney has requested the closure of Ripley Street from Elston Street to Buffalo Street, as well as the closure of alleyways behind 1411 Buffalo Street and 1415 Manhattan Street on July 18.

Board opens demolition bids

As a September demolition date looms for the former Willow Run Powertrain facility in Ypsilanti Township, fundraising efforts to save a portion of the attached Willow Run bomber plant are about $4.7 million short.

With two weeks until an Aug. 1 deadline to come up with the funds, the Yankee Air Museum is pursuing large individual and company donors across the country to make up the difference.

The last Ford bomber, the B-24 "Liberator" rolls out of the Willow Run plant with Henry Ford II driving the tow in June 1945. The plant was built with an eye toward wartime production in 1940.

Should the museum fail to reach its $6 million goal, the entire bomber plant will be razed with the rest of the Powertrain facility.

Renovation too costly

The entire facility contains 4.6 million square feet and was being marketed to industrial companies for reuse by its owner, Revitalizing Auto Communities Environmental Response, or RACER, Trust.

In the wake of General Motors' s 2009 bankruptcy, the RACER Trust was formed by the federal government in 2011 to liquidate GMs holdings and clean up the environmental contamination at its 89 sites across 14 states.

In Michigan, the largest of those sites is the Willow Run facility.

Willow Run bomber plant: Museum short $4.7M to save portion from September demolition

The demolition of a drug-plagued housing estate has started after council planners agreed new affordable homes can be built in its place.

Flats on Swan Lane in Oswestry are being knocked down. Affordable homes will be built in their place.

The go-ahead for the demolition of 48 flats in Swan Lane in Oswestry was given on Monday and by Tuesday diggers were on site and had started work.

Residents living opposite the demolition site said today they were delighted to see the flats being knocked down.

The move to demolish Swan Lane flats was backed after council chiefs admitted the areass reputation for anti-social behaviour and drug use was making it difficult to find tenants willing to move in.

A total of 19 affordable homes will be built once the flats are knocked down and the site cleared and the new estate will be designed in a way in which the opportunities for criminal activity are reduced.

Young mother Sam Cobb said she had lived opposite the flats for 18 months and only agreed to move in after it was confirmed the flats would go.

She said: I think everybody is relieved to see them go. The kids liked to play over there but because of the drugs and everything you were always worried.

I think this will help build the community and get rid of the bad name.

Neighbour Eileen Norman, who moved opposite the flats eight months ago, added: There have been problems. It is brilliant the flats are being removed.

Demolition starts at drug-plagued Oswestry estate

Demolition of the earthquake-prone Podium bar in central Blenheim is set to begin on Sunday.

Marlborough Roads principal asset manager Steve Murrin said Marlborough Roads would approve a roading plan which HEB Construction Ltd submitted on Monday.

Wynen St would be reduced to one lane this Sunday so demolition could begin and the following Sunday the whole road would be closed.

Christchurch contractor Paul Flanagan has been stripping the interior of the bar ahead of demolition. Marlborough Roads sign-off was needed before he could start removing the second-floor facade, one brick at a time.

Bricks would be dropped into bins below which was why the road had to be closed, Mr Flanagan said.

"We can't get a scaffold up until then."

He expected the site to be clear and ready for building by about August 25.

Mr Murrin said the roading plan involved closing one lane of Wynen St from Mondays to Wednesdays and total closure on Sundays. A section of footpath along Market St would also be closed and an alternative provided.

TH Barnes chief executive John Smithies said he expected to start building the one-storey retail shop, to house Number 1 Shoe Warehouse, on the site in about five weeks.

The Podium is one of 22 buildings in Blenheim and Picton under notice by the council to be strengthened to meet earthquake standards or be demolished.

Road closure for Podium demolition

PHILADELPHIA (CBS) As City Council continued its probe Thursday into last months tragic building collapse on Market Street, they heard from independent demolition experts who said that city inspectors inspect very little.

Among the experts testifying before councils special committee was Alvin Davis, an engineer with 30 years in the demolition business, including the Spectrum. He said inspectors from Licenses and Inspections come by merely to check the paperwork and they dont judge the safety of the demolition in progress.

L&I may come by, their responsibility to them is just to make sure you have your permit, Davis said. They may not have demolition experience. They may not know what precautions to tell you to take. They may not know all that.

Davis said it ultimately rests with the general contractor to ensure a safe demolition and he admitted that unscrupulous contractors may focus more on cutting corners to save money.

No one from L&I or the Fire Department appeared at the hearing, which prompted criticism from some committee members. The committee chairman, Curtis Jones, took the high road in regard to the no-shows, but he implied that private discussions between the committee and those departments may need take place.

Whether that communication happens in this public forum or offline because of their concerns about legal liabilities is not my concern, Jones said. My concern is at the end of the day, producing a report that will make sure that this tragedy does not happen the same way ever again.

But attorney Robert Mongeluzzi, who is representing the family of one who died and six of those injured in the collapse, said city officials should not be silent because of ongoing lawsuits.

The prudent thing to do is to tell the truth, Mongeluzzi said, and to lay out the facts exactly as they are, and let the chips fall where they may in litigation.

Council formed the investigatory committee after the June 5th collapse to look at communication and cooperation among city departments, and at the need for regulatory review.
