New Delhi, May 30:
Decks have been cleared for rolling out mobile network in Naxal-affected areas by Bharat Sanchar Nigam Ltd, financed by the Universal Services Obligation fund.
The Department of Telecom had floated a note for consideration of the Cabinet, which has been ratified by all the major central Ministries including Home and Finance.
Under the existing regulations, money from the USO fund can be given only through a tendering process. However, since this project was linked to security, the Department of Telecom wanted the project to be given to BSNL.
The project involves setting up telecom towers in 2,199 locations spread across nine States at a cost of Rs 3,000 crore.
While all the other Ministries have supported the project, some of have put conditions.
For example, the Ministry of Finance has said that the DoT should put in a mechanism to monitor BSNLs plans to ensure that the project cost does not exceed the already earmarked amount.
The Ministry of Tribal Affairs said that along with Naxal-hit areas, BSNL should also provide coverage to areas with tribal population. The Ministry of Rural Development has said that a similar programme should be envisaged for hilly areas.
The Ministry of Home Affairs has noted that the some of the existing towers in the Naxal-hit areas remains shut for long hours due to non-availability of diesel to run generators that power towers.

"It has changed my life," Kay Davis said of her screened porch.
"I slept out here all last summer. In the morning the birds are chirping. Sometimes when I get home late at night, I can't wait to get to my porch."
After raising five children in a large house, Davis decided it was time to downsize. She moved into her South Hills bungalow more than 20 years ago.
She was content with her new three-bedroom house tucked away in a wooded area that is reminiscent of an enchanted trail. The tidy house has hardwood floors, built-in shelves and her decorative touches.
For a long time, there was one thing missing.
"I missed my screened porch," she said. "Five years ago, I had one built. I can't believe I waited so long. I love my porch. It has been wonderful."
She estimates it is 10 feet by 15 feet, although a cathedral ceiling makes it appear larger. It has a ceramic floor and overhead ceiling fan circulating a gentle breeze from the screened windows surrounding the room. Wrought iron furniture is covered with bright cushions that add splashes of color. She even added a small television and a little refrigerator for chilling wine. A basket of her favorite magazines is situated near a lounging chair.
The porch is her constant getaway until the weather turns too cold, and by then she generally heads to a warmer climate. Cooking and traveling are her favorite activities.
