A building inspector found additional problems with the Scioto County Courthouse roof and recommended a hold on payment to the roofing company working on the project until paperwork pertaining to general liability and workers compensation insurance is on hand.

Asebrook & Co. Architects/Inspectors released their observation report on the condition of the courthouse roof. Asebrook was called after the Fourth District Court of Appeals offices on the third floor of the courthouse flooded due to clogged downspouts last week.

J. Michael Asebrook, along with Commissioner Doug Coleman, Fourth District Court of Appeals Judge Matthew McFarland and Phil Lajoye of the Scioto County Maintenance Department toured the roof and other areas within the courthouse on March 22.

On March 27, Asebrooks observation report was presented to Coleman. Asebrook also serves as the Scioto County Chief Building Official.

Asebrook, at Colemans request, toured (Fourth District Court of Appeals) Judge McFarlands office, because reportedly a very major leak occurred and infiltrated the building envelope from the roof to the basement. The majority of water damage occurred on the third floor judges office, Asebrook stated.

The report states that Servpro has been working to repair the damage that occurred in McFarlands office.

Norfolk, Va. Construction workers cooperating with federal investigators told them Norfolk plumber Andrew T. Zoby Jr. billed the city for repairs done by highly skilled workers, but most often used lower-priced regular laborers for the job, sources told NewsChannel 3.

According to the sources, Zoby kept the difference in pay rates leading to an overbilling of taxpayers. Federal authorities say Zoby spent nearly $40,000 in cash and services to bribe a pair of city workers in exchange for city jobs. The court documents say Zoby made back that money with fraudulent invoices submitted for payment.

Zobys pricing agreement with the city dictated the highest rates were paid to workers with credentials such as journeymen, plumbers and master plumbers. According to city documents released to NewsChannel 3, work by a master plumber was billed to the city at $40 an hour, four times more than a less-skilled worker like a plumbers helper. A master plumbers overtime rate was billed to the city as $60 per hour.

Asked about the sources claims, Zobys attorney James Broccoletti said in an email: He has no such charges pending nor are any further federal charges expected. No such allegations are present in the matters now pending.

The federal documents have not identified either city worker under investigation. They are referred to only as Person A and Person B. Sources told NewsChannel 3 Person A is no longer working for the city, but Person B is. Sources identified Person B as longtime city worker Patrick Lambert, a supervisor at the citys energy plant. On Thursday when NewsChannel 3 asked Lambert about the bribery case, he would only say no comment. He has not been charged with any crime.

Zoby has not yet been summoned to federal court. Lawyers in the federal system said that because Zoby is charged under something called criminal information and not indictment, that indicates Zoby is likely cooperating with authorities. No one else has been charged in this case.

KNOXVILLE (WATE) If you've seen more bugs around the house the last few days, you aren't alone in East Tennessee.

The up and down temperatures have local pest control companies busy.

When the snow came down earlier this week, a lot of us took cover, indoors, in the heat.

And apparently, bugs in the area did the same thing.

Knoxville resident Jeannie Johnson was one of many not happy to find creatures crawling around her house.

"When the weather changed, we had a lot of ladybugs, stink bugs, and those insects with many little legs come in," Johnson explained.

Spencer Foster works at Russell's Pest Control. The recent weather cocktail has him super-busy. Thursday evening, he was spraying Johnson's home.

Home Security Providers Team Up to Help Army of Angels

WEST JORDAN, Utah UTA is taking new steps to increase the safety of commuters crossing TRAX and FrontRunner tracks.

Theyre installing new safety devices across the Wasatch Front, including at the intersection of 3200 West and 8600 South in West Jordan where Shariah Casper was hit and killed by a TRAX train back in June 2011.

New channeling fences are going up in 160 locations where sidewalks intersect with TRAX and FrontRunner lines.

Were getting them to look down both ways, even if they dont realize theyre doing it, said Chad Saley with UTA. Weve had a lot of issues with people that are distracted in the past. With pedestrians whether they have headphones in or maybe a hood on or theyre paying attention to a phone.

The system is designed so that a sidewalk ends at a fence, forcing pedestrians to change their direction and perhaps see an oncoming train they would have otherwise missed.

Its zig-zaggy and its usually straight, said pedestrian Jaycia Griffin. It makes you more aware, that you have to stop before you go across the tracks.

Construction is complete in 70 of the 160 locations designated for channeling fences. The rest are expected to be finished within a year.
