Carl Brewers moment of truth came in the heat of last summer, when a water main ruptured near Galichia Heart Hospital in northeast Wichita.
A hospital without water? Can you imagine that? the Wichita mayor asked. I mean, we were really scrambling. Rolling fire trucks out there, getting the people and plans in place for the quickest fix possible.
That one made it pretty clear: This kind of thing cant be happening in Wichita.
Incidents like that pushed Brewer to drop a bombshell during his State of the City address: The citys water and sewer system after more than a decade of little or no maintenance as past councils sought to hold mill levies and water rates steady is going to need at least $2.1 billion in repair and upgrades over the next 30 years.
Brewers announcement left a packed City Hall audience murmuring as they filtered out after the speech: Wheres that money coming from? Isnt that a tax increase? Will my water and sewer rates go up?
What do the crumbling water and sewer pipes mean to Wichitans? The city is not getting ready to do a $2.1 billion bond issue to fix the whole system at once. City officials have implemented a maintenance and repair plan under the leadership of Public Works Director Alan King and City Manager Robert Layton, and theyre going to do as much work as they can each year.
And no, your property taxes arent going up. Layton said this week that the council remains committed to maintaining current mill levies.
The ongoing work will be paid for largely through capital improvements project money, some borrowing through bond issues and other revenues.
About other revenues: If you enjoyed the days of steady water and sewer rates a decade ago, theyre gone. In their place will be annual percentage increases in the mid-single digits to repair and replace lines.
What the mayor is saying is that if we rely on traditional funding methods through our CIP, our water and sewer rates, GO (general obligation bonding) and cash, will there be enough to take care of the deferred maintenance of the last 10 or 15 years? Layton asked.

Tanya Brown is spending hours making hailstones by hand, injecting rubber molds with a seltzer-and-water mixture and freezing them. On Feb.20 the researcher and her colleagues at the Insurance Institute for Business & Home Safety will fire more than 8,000 of the ice balls at up to 76 miles per hour onto a test house inside the institutes facility in Richburg, S.C. We really want to try to mimic Mother Nature, says Brown, whose team chased real storms to measure typical hailstone mass, size, and hardness for the test, which the institute says is the first of its kind. They plan to study what happens to different kinds of shingles, siding, and other building materials under the kind of barrage for which insurance companies dont yet have good models.
Insurers generally have enough experience with hurricanes to predict damage and avoid taking on too much risk. Not so with hailstorms and tornadoes, where costs are increasing. Thats why the institutes insurance-company members are funding the research. Average industry losses for severe thunderstorms in the U.S. have ballooned sevenfold since 1980 and totaled almost $15billion last year, according to Munich Re, the worlds largest reinsurer. The tab for 2011 was a record $25.9 billion.
As storms have occurred earlier in the year, theyve tended to strike farther east, where theres greater population density, says Matthew Nielsen, director of product management at Risk Management Solutions, a disaster modeling firm. The spring outbreak of severe storms in 2011 cost property insurer Travelers more than the deadly Hurricane Katrina in 2005, Chief Executive Officer Jay Fishman said in a statement that year.
With storm damage on the rise, insurance companies are taking steps to limit losses. Allstate, the second-largest U.S. home insurer, began two years ago to age-rate customers roofs. In states like Oklahoma, where severe storms blow through with troubling frequency, the company is rolling out new policies that take a roofs age and construction material into account when calculating the payout to replace it after storm damage. A lot of people would wait until these things happened and file a claim to get a new roof, says Thomas Wilson, CEO of the Northbrook (Ill.)-based insurer. Thats not a fair deal for anybody, because that cost goes through us back into the system. Policyholders can still pay a premium for full-replacement coverage.
Predicting where hailstorms and tornadoes will strike is tougher than for hurricanes because the historical record is less complete and because theyre much smaller and more variable, says Nielsen. Thats especially true for tornadoes, whose paths of destruction often appear random, decimating some buildings while sparing others nearby. Fraudulent hail claims have also been a problem for insurers, Nielsen says.
Insurance Institute CEO Julie Rochman says this months simulation is just the start of research she hopes to conduct that could lead to better building standards and lower insurance losses within a few years. High on the agenda for Brown, the researcher: Automate the creation of the hailstones. Ill be glad when its complete, she says of the hailstorm demonstration. Making ice every day for two hours a day is not my most favorite thing.

BATAVIA A new documentary sheds a new light on Fermilab scientists and the work they do.
Fermilab: Science at Work will be released on Tuesday. The documentary will be shown on Fermilabs YouTube channel and will be given away in DVD form to Fermilab visitors.
Fermilab contracted with Clayton Brown and Monica Long Ross of 137 Films to create a short film documenting life at Fermilab.
We tried to show scientists as real people, just like the rest of us, Ross said.
Ross and Brown are part of the team that made the 2008 film The Atom Smashers, which spotlighted Fermilab and the search for the elusive Higgs boson, believed to give mass to matter that makes up the universe.
In the opening moments of Fermilab: Science at Work, Fermilab particle physicist Brendan Casey is shown in his Batavia home with his wife, Melissa, and their children. Casey hopes that people who watch the movie have a better understanding of the people who work at Fermilab.
The scientists and all the employees at Fermilab are just part of the community, he said.
Casey hopes the documentary will generate enough interest in the general public that people will want to visit Fermilab.
Its surprising how often I talk to people in the community and find out they have never been to Fermilab, he said. This is a laboratory of their neighbors, and the public is welcome.
Casey said he is pleased with how the documentary turned out.
