    Coronavirus safety improvements on track at St. Joseph County Jail – South Bend Tribune

    SOUTH BEND Coronavirus-related safety improvements paid for with federal pandemic relief dollars should be done at the county jail before the end of the year.

    Renovations could begin in about a week, and although the work will cause some disruption, Sheriff Bill Redman said it will be worth it because the last thing we want is an outbreak of COVID inside our walls here.

    The St. Joseph County Board of Commissioners unanimously approved awarding a bid Tuesday to Ziolkowski Construction, of South Bend, to do the work for $837,000. It was the lowest of three bids received.

    Jail renovations are aimed at keeping staff, visitors and inmates safe from the spread of the novel coronavirus that causes COVID-19. Work will include remodeling a visitation area, training area and breakroom, and modifications to the heating, ventilation and air-conditioning system in the medical wing.

    Since the pandemic began, the sheriffs department has had 11 inmates and eight staff members, including corrections and police officers, test positive for the virus, Redman said. He credited strict safety protocols with the relatively small numbers but said renovations will make it easier to keep people separated and limit contact. More video courtrooms also will reduce the need to transport inmates to the courthouse.

    The jail has had a lower than normal inmate population since last spring because judges and prosecutors are allowing some nonviolent offenders not to be jailed, which also helps curb spread of the virus in the jail, Redman said. Currently, the daily inmate population is between 520 and 530 when ordinarily it might be between 600 and 700, he said.

    Separate, planned technology improvements are coinciding with the renovations that will offer video visitation for inmates, which will also boost virus safety, according to Redman.

    In September, commissioners unanimously approved an agreement of between $2 million and $2.5 million with South Bend engineering and design firm DLZ to oversee the jail remodeling project. They also OKd another agreement with DLZ for $125,000 to study at least 18 other county buildings and make recommendations for coronavirus-related safety improvements. At the time, commissioner Dave Thomas, Democrat, District 2, said he was not a fan of no-bid contracts, but thought DLZs knowledge of county properties would help expedite the work.

    St. Joseph County received $8.7 million in federal coronavirus relief funding, or CARES Act money, which is supposed to be used before next year for expenses related to the pandemic.

    Commissioners were enthusiastic about the use of coronavirus money for the jail and commended the work people put in to fast-track the plan.

    A project that normally might take a year or longer came together in three or four months, Board of Commissioners President Andy Kostielney, Republican, District 1, said.

    Commissioners attorney Jamie Woods noted that despite emergency circumstances that would have allowed the board to award construction to a chosen vendor, commissioners sought bids in an open and fair process.

    Coronavirus funding also is covering $2 million for testing and other projects by the health department; $110,000 for bathroom renovations at highway garages; $540,000 in employee hazard pay if eligible; and materials such as masks, sanitizer, gloves and hard plastic barriers. About $6.7 million of the grant had been committed as of September, according to the county auditors office.

    Additional CARES Act money was received separately by some departments. The health department, for example, received $462,000 for information technology expenses and $300,000 to set up additional COVID-19 testing sites.

    On Sept. 21, 2020, the Chronicle ran a story about 66-year-old Sandra Ingram, a 30-plus year Chronicle newspaper carrier who has COPD, heart disease and diabetes and had been struggling to care for her two grandchildren left in her custody after their mother died from cancer in 2019.

    They lived in a cramped, roach-infested travel trailer on property Ingram inherited from her mother.

    The story touched the hearts of Chronicle readers, prompting more than 500 people to donate money toward getting the family into a clean, safe home nearly $73,000, including several very large donations.

    A month ago, Ingram shed tears of worry and anxiety. A month later, her tears are from gratitude and awe.

    Has your heart ever been so full of gratitude you felt it would explode any minute? Ingram said in a text to a Chronicle reporter. I am so grateful, and the kids are so excited ... and I cant tell you how amazing it feels to be able to get them things that they need.

    Among the donors, a local businessman has offered to pay a substantial portion of the cost of an 80-foot, three-bedroom, two-bathroom, single-wide mobile home from Gainey Custom Modular and Manufactured Homes in Homosassa.

    Currently, the family is staying in a motel as they wait for a number of things to be finalized before they can move in, including having an uninhabitable house on the property demolished.

    In the meantime, Ingram has received bedroom furniture for herself and her teenage grandson, and she said someone from her grandsons high school asked her to make a wish list for other things she needs, such as bedroom furniture for her 6-year-old granddaughter.

    One month ago, I was living in misery, a silent hell because I couldnt do better for my grandkids, and its all about them, Ingram said. Even though were not in our new home yet, were sleeping in comfortable beds; its clean, and I dont have to worry about cockroaches crawling on my kids.

    Ingram added that the reason shes been seen driving a new vehicle is because another newspaper carrier ran into her car and shes driving a rental car paid for by the other carriers insurance company.

    People have been asking about it, and I dont want anyone who donated money to think I ran off and bought a new car, she said.

    For 48 years, Dave Matson has been making the rounds, mowing lawns. Maybe youve seen him in downtown Salt Lake City on his riding mower, going between the roughly 50 lawns hes responsible for maintaining.

    My doctor says its good physical therapy, Matson said, which is important, because Dave was born with cerebral palsy.

    Back in 1992, Matson started selling flowers to make a little extra money, which has earned him the nickname Dave The Flower Guy when hes appeared on X96s Radio From Hell Show every Friday for the past 22 years to pick the Boner of the Week awarded to the stupidest or worst person in the news.

    Since he was 14, Matson lived with his stepmother, Erma, who raised him after his father, Jerry, died of a brain tumor. Erma worked as an elevator operator at the Hotel Utah and then, for a long time, as a nursing assistant at a nursing home, where she and Jerry first met, according to her sister, Donna Elcock.

    Dave and Erma shared a one-bedroom apartment, living off their respective Social Security checks and the money Dave earned from his lawn-mowing and flower-selling jobs.

    A few weeks ago, Dave came home to find his mother had fallen. He called an ambulance. Bloodwork taken at the hospital revealed she had acute leukemia and she was transferred to Huntsman Cancer Institute.

    Ten days later, she died, leaving Matson on his own, really for the first time in his 61 years, and in a tough spot financially.

    My Social Security is only $750 and my rent is a thousand bucks, Matson said, so I gotta get a cheaper place.

    Elcock said she and her husband, who live in Wyoming, have tried to line her nephew up with some additional assistance, but ran into programs with enrollment freezes in place or other dead ends.

    Matson doesnt want to leave the city where hes grown up. People support me here, he told me when we spoke, before he headed out to mow a couple more lawns.

    I really feel like he could be alone, Elcock said, but I just wish there was some kind of help he could get.

    His friends from Radio From Hell launched a GoFundMe page for Matson and listeners and friends have rallied to help in other ways, as well, a testament to the kind of person Dave is, Bill Allred, co-host of the morning show, told me.

    If you were just to judge him after 30 seconds of talking he would seem to have everything against him, Allred said. He has difficulty walking, he has difficulty talking sometimes, just getting the words out. He obviously has some disability and he would be easy to dismiss.

    But if you give him a second, hes the most relentlessly upbeat, positive, hard-working, honest person that you would ever come in contact with.

    He gets up and he goes every single day, his aunt said. I think my sister was always a real positive person even though they didnt have very much, and I think hes like that too.

    Its inspiring to see a community rally around Dave but it shouldnt have to be this way.

    We live in a state where people help their family and neighbors, and thats a good thing, Andrew Riggle, an advocate with the Disability Law Center, told me. But it means often people dont get connected with the social services and support systems available and they dont know what to do when like in Daves situation they lose that support.

    Add to that the fact that Utahs system to help disabled individuals is badly underfunded. By the most recent estimate, there are more than 3,600 Utahns on the waiting list to receive services from the states Division of Services for People with Disabilities, and the waiting list has grown by about 1,500 in the past six years. The average wait is five years.

    The gaps in the system have become more acute during the pandemic, Riggle said. It has made it much more difficult to provide face-to-face services or assistance in group settings.

    One of our concerns is that individuals may be losing out on opportunities for education, for community engagement, for all these different opportunities, Riggle said.

    The Legislatures solution is asking voters to approve Amendment G to the constitution, which would allow lawmakers to spend education funds on social services but in reality it just pits disabled Utahns against schools and doesnt guarantee any added funds for either.

    We need a real solution, and that means adequate funding. GoFundMe campaigns and relying on the goodwill of our community cant fill the gaps in our frayed social safety net. And until we get serious about the issue, people like Dave are going to keep falling through those gaps.

    Porch Fest planned for city’s porches – The Brewton Standard – Brewton Standard

    The Greater Brewton Area Chamber of Commerce is in the final planning stages for this years Porch Fest.

    The event will take place on the porches of homes along historic Belleville Avenue on Saturday, November 7.

    Performances will begin at 2 p.m. and continue until 8 p.m.

    Judy Crane, Chamber Executive Director, said the group is working out the final performance line up, with the main act ready to take the stage.

    We are working on which performers will be on which porches for the day, Crane said. But we do know that our main act, Tobacco Rd., will take the main stage at 6 p.m. and perform until 8 p.m.

    The main stage will be set up at the Downing House in its usual spot, Crane said.

    With many events being canceled across the country, Crane said special precautions are being taken for this event.

    We want to do these kinds of things for the public, but we need their help to make that happen, Crane said.

    There will be hand-washing stations set up throughout the festival area, Crane said.

    We are asking that everyone practice social distancing as much as possible, Crane said. We also encourage masks for this event.

    For those looking for a little refreshment during the event, there will be concessions available, Crane said.

    The police department, fire department, Battered by the Bay and Kona Ice will be on hand for concessions, Crane said.

    The annual event usually hosts a kids area, but, Crane said, that will not be available for this year.

    We are doing our best to make this a safe event, Crane said. With the Corona virus, we agreed that it would be safer not to offer a kids area this year.

    Along with Tobacco Rd., singer/songwriters, Brooke Brown and Buddy Barnes will be performing. Others will be performing through the district and will include a variety of musical genres. There is no admission charge to enjoy the musical presentations.
