Always planning for the future, the Austin City Council approved the $103.4 million, five-year capital improvement plan during its meeting Monday.

The five-year plan is used by the city to plan for future public improvements. It covers 2013-17 and totals $103,391,887. The plan was approved with a 6-1 vote, with Marian Clennon voting against it.

There is a limited use of property taxes over the next five years to help accomplish the capital improvements. The city has been successful at using a combination of investment earnings, adequate user charges and sound fiscal management to leverage city money with funding from outside donations and the state and federal governments.

Department heads from the city offer input for projects in the plan, which include a wide variety of items, ranging from the airport to the wastewater treatment plant to street construction and vehicle replacements.

Five-year plan projects include:

Austin Police Department: Law Enforcement Center remodel, animal shelter, K-9 replacement, three new marked police cars.

Austin Fire Department: Replacing aging fire trucks.

Austin Public Library: Carpet replacement, public access computer replacement, tables/chairs, interior painting.

Jay C. Hormel Nature Center: Stepping bridge replacement, visitor center upgrades, Ruby Rupner Auditorium HVAC, tables/chairs.

District will bond for the work, but no tax increase is planned

During a referendum vote on Dec. 11, South Amboy voters approved a school district request to start elementary school renovations.

The vote, which passed 281 to 248, gives the green light to a range of improvements, which is estimated by officials to cost around $8.47 million.

Work includes roof repairs and new windows where needed; restroom, lunchroom and kitchen renovations; HVAC rooftop units and boiler replacements; air conditioning, fire alarm and electrical upgrades; partial brick repointing; fire escape repairs; new lighting fixtures; ceilings and flooring; and a new main entrance canopy.

The district plans to bond for the work, but no tax increase is planned, as the district is synchronizing the bonding with the retirement of some existing debt.

I would like to thank the citizens of South Amboy who voted to pass the Board of Educations referendum on the elementary school, said board President Cindy Zammit. This referendum will allow us to make many major repairs to the elementary school and bring other areas up to date. Our children need to have the best learning environment possible, and we will now be able to provide that.

Renovations are slated to begin next summer and would take up to two years to complete. Zammit said the district would have to go out to bid for contractors before a timeline could be finalized.

School officials have said in the past that up to 40 percent of the project would have been eligible for state funding, but the district did not pursue that because, according to district information, the state has not been approving any capital projects for which state facilities aid is requested.

Zammit said that she and the district have been mindful of the current economy, adding that she appreciates voters support at a time when things are so tough economically.

VERNON HILLS As Dave & Busters introduced itself to the Vernon Hills Village Board on Dec. 17, its interest in replacing GlowGolf in Hawthorn Mall brought Westfield and the village closer to a potential $7.5 million tax rebate agreement.

Finding big clients, such as Dave & Busters and an AMC movie theater, would show Vernon Hills a serious commitment to the $40 million to $50 million overall renovation Westfield presented in April.

While the long-awaited agreement hangs in the balance, village officials are pleased with the first five tax rebate agreements that were authorized during the recession.

Sales tax rebate programs involve a landlord or retailers asking the village for help overcoming a need. If approved, Vernon Hills would give portions of its sales tax revenue back for a certain period of time, or up to the agreed amount.

The revenue given back, however, is only money generated in the applicants store, creating an incentive for the company to perform.

Rebates stimulate business in Vernon Hills

CINCINNATI, Dec. 4, 2012 /PRNewswire-USNewswire/ -- United States Secretary of Housing and Urban Development Shaun Donovan, Cincinnati Vice Mayor Roxanne Qualls, executives from Villages at Roll Hill's owners and from Wallick, Roll Hill's developer and manager, and others marked the community's grand reopening with a ribbon cutting celebration.

The rehabilitation of the Villages at Roll Hill, formerly Fay Apartments, is a $36 million, 27-month long project to be complete in late December. The work is ahead of schedule and under budget. The renovations include reducing the number of apartments to 703 a reduction of 190.

"Safe and decent housing is a right for everyone. Safe and decent housing also helps create strong neighborhoods. Without strong neighborhoods and their committed residents, our city cannot grow and thrive," said Vice Mayor Qualls. "This renovation has been a big job and a great economic development generator. It has supported 252 jobs and created more than $2 million in local taxes over the past 27 months."

Renovations of each apartment included: window and door replacements, kitchen and bath modernizations, furnace replacements, adding central air conditioning and complete roof replacements. In addition, security was upgraded with additional cameras, increased on-site security staff and installation of perimeter fencing.

"We all know, home is about family. And for 46 years, it has been my family's business to provide people of all means a safe and decent place to live. My sister and I are proud to carry on this tradition, with the help of our team. I especially want to acknowledge the extraordinary work of our colleagues Dave and Brian Hendy, in putting this project together and the leadership of our CEO Tom Feusse," said Wallick Co-Owner Howard Wallick.

It is the largest green renovation of an affordable housing community in the nation to date. Green features in the apartments include: energy efficient windows and doors, new HVAC, environmentally-friendly carpet and paint, low flow toilets, shower heads and faucets in bathrooms and kitchens and LED light bulbs in light fixtures. The developers are seeking Silver LEED certification for the project through the U.S. Green Building Council.

"Making the project green made sense from an economic as well as an environmental perspective," said David Hendy, Managing Director, Wallick-Hendy Development; Managing Member of Fay Development Group, Inc.

Throughout its 79 acres there is new landscaping and tree installation and new central laundry facilities. New playgrounds will be installed as well. Other amenities are a full service community center, independently-operated child care center, police sub-station, baseball fields and basketball courts. Construction on the original development was completed in 1962.

Irvine European Heating & Air Announces Their Winter Special
