    Decades of mismanagement led to choked forests now it’s time to clear them out, fire experts say – NBC News

    The Western United States is enduring yet another devastating fire year, with more than 4.1 million acres already scorched in California alone, at least 31 people dead and hundreds of others forced to flee their homes.

    Wildland fires are increasingly following a now-familiar pattern: bigger, hotter and more destructive. A recent Los Angeles Times headline declaring 2020 to be The worst fire season. Again illustrated some of the frustration residents feel over the states fire strategy.

    For decades, federal, state and local agencies have prioritized fire suppression over prevention, pouring billions of dollars into hiring and training firefighters, buying and maintaining firefighting equipment and educating the public on fire safety.

    But as climate change continues to fuel dry conditions in the American West, many experts say its long past time to shift the focus back to managing healthy forests that can better withstand fire and add to a more sustainable future.

    Fires have always been part of our ecosystem, said Mike Rogers, a former Angeles National Forest supervisor and board member of the National Association of Forest Service Retirees. Forest management is a lot like gardening. You have to keep the forest open and thin.

    Federal forest management dates back to the 1870s, when Congress created an office within the U.S. Department of Agriculture tasked with assessing the quality and conditions of forests. In 1905, President Theodore Roosevelt oversaw the birth of the U.S. Forest Service, which manages 193 million acres of public land across the country.

    In California, forest management also falls under the purview of the states Department of Forestry and Fire Protection, known as Cal Fire.

    Since 2011, Cal Fire has spent more than $600 million on fire prevention efforts and removed or felled nearly 2 million dead trees. In 2018, California set the goal of treating which can include slashing, burning, sawing or thinning trees 500,000 acres of wildland per year, yet Cal Fire remains far from meeting that target.

    Its an ongoing process, said Cal Fire spokeswoman Christine McMorrow. There is always going to be more work.

    Cal Fire is steadily receiving injections of money to do what it can to reduce wildfire risk, including better land management and training a new generation of foresters. In 2018, former Gov. Jerry Brown signed a bill that will allocate $1 billion over five years to Cal Fire to be used on fire prevention measures. But experts warn that more money is needed.

    Is it enough? Well, its enough for what were doing right now, but is that enough to get all the work that needs to be done in one year or five years or 10 years? Its going to a take lot, McMorrow said.

    Long before the countrys founding, Spanish explorers documented wildland fires in California. In 1542, conquistador Juan Rodrguez Cabrillo sailed along the coast and noticed smoke billowing up from what is now known as the Los Angeles Basin. He called it la baya de los fumos, or the bay of smoke.

    Studies by archaeologists and historians support a theory that Cabrillo might have been witnessing an early form of land management, including the burning of shrubs and chaparral to clear dry brush and promote better conditions for hunting big game.

    Prescribed and controlled burns were integral to the American landscape for generations. In 1910, focus started to shift away from forest management and steer toward fire suppression after The Big Burn ravaged 3 million acres across Washington, Idaho and Montana, killing at least 85 people and reshaping U.S. fire policy for years to come.

    The U.S. Forest Service ordered that all wildland fires be extinguished as soon as possible, eventually settling on the so-called 10 a.m. policy, which emphasized suppressing fires by the morning after they started.

    The states policy to stop fires as soon as they ignite resulted in a backlog of trees in forests now choked with brush and other dry fuels. According to the U.S. Forest Service, one researcher studying the Stanislaus National Forest in Northern California found records from 1911 showing just 19 trees per acre in one section of the forest. More than a century later, the researcher and his team counted 260 trees per acre.

    With denser tree cover comes the danger of bigger fires, Rogers said.

    We have more large trees per acre than weve ever had because they have continued to grow, and underneath these large trees are young shrubs that fuel fires in the crown of the trees, he said. When a fire starts in there, its unstoppable.

    Drought, climate change and bark-beetle infestations have all contributed to the backlog of trees, leaving some experts to push for creative solutions to managing Californias crowded forests.

    One potential solution could be turning dead and diseased trees into biomass energy before they start massive wildfires.

    Jonathan Kusel founded the nonprofit research organization Sierra Institute for Community and Environment in 1993 in an effort to better understand how state and federal agencies could put leftover organic material to use. The institute is now working with federal and state partners on ways to supply wood chips made from low-value vegetation to biomass facilities that can then burn the organic matter to produce heat and electricity.

    Kusel estimates the process, when done correctly in confined barrels, is exponentially cleaner than relying on natural gas for energy. It also facilitates what Kusel calls the appropriate thinning of forests, or the clearing of smaller growth, to not only lower the risk of wildfires, but also to contribute to cleaner waterways and lower carbon emissions by promoting healthier forests.

    We arent going to be successful if all we do is try to stop fire, he said. But we can make it less damaging and we can try to introduce smaller fires that can maintain habitats in a healthy state.

    But finding buyers for biomass remains a big question for the Sierra Institute. Biomass is considered a dirty word among environmentalists who warn that burning plant material and releasing it into the air can increase carbon emissions.

    Removing small growth from forests is also more expensive and not as economically attractive as focusing on large-growth removal that can be turned into timber, Kusel acknowledged. Still, as wildfires threaten to become bigger and more dangerous, Kusel is hopeful that a new locally based biomass market could offset the cost of thinning out the states forests by creating smaller, better-maintained facilities that do not release dangerous pollutants into the air.

    Societally we have to think differently about our forests, but we have to invest and manage them differently, too, he said. We have to do better.

    Homewood Suites Pinehurst is placing the finishing touches on a $3.5 million hotel transformation project, which includes updated public spaces, renovated guest suites, outdoor patio and pool deck.

    The hotel initially opened in 2001 and has been under the current ownership since 2011. This marks the first major renovation of the facility.

    Rivas anticipated work will continue with the addition of a new pool deck and enhanced landscaping around the property.

    It hasnt been easy for Erin Duininck, owner of the Golden Rule in Excelsior, to shepherd her 5-year-old boutique and 4-year-old son through a pandemic. But her biggest challenge has been balancing her 16-year-old daughters desire for social interaction with protecting the family from the virus.

    Shes my wild card, Duininck said. So Ive been trying to come up with ways that we can safely host her friends.

    One of Duinincks ideas: creating a chic, plein-air movie theater that could bring teens together safely. So she set up an inexpensive outdoor projector and screen on the deck of her home and styled the patio furniture with vintage wool blankets.

    Duinincks concerns about COVID-19s ability to spread in poorly ventilated spaces have caused her to eschew indoor gatherings for the past several months. As the weather cools, she and many other Minnesotans are looking for ways to extend the season for the outdoor spaces theyve used to socialize safely.

    Some will warm up their backyards with fire pits and heated furniture. Others will find semi-enclosed, well-ventilated shelter in a gussied-up garage.

    To make her deck even cozier, Duininck plans to buy an industrial heater designed for construction sites (the propane patio heaters shes used for New Years parties past were destroyed by wind). Shes also considering DIY-ing a screened-in porch and partly encasing it with plexiglass.

    These efforts, Duininck hopes, will allow her family to continue gathering small groups outside. We can keep it going probably not when the snow flies but longer than normal, she said.

    In its 40-year history, the St. Paul landscape company Southview Design has seen the idea of a basic backyard deck or patio evolve into outdoor rooms, said landscape architect Meg Arnosti. These sophisticated spaces are stocked with elements to lure homeowners outdoors: water and fire features; weatherproof kitchens and televisions; pergolas, porches, and plantings to protect from the elements; ambient lighting to set the mood.

    Theyre designed to feel as if theyre an extension of your home, Arnosti said.

    With coronavirus curtailing travel, Southview has seen increased demand for improving outdoor spaces, as clients funnel vacation funds into creating their own haven at home, Arnosti said.

    Two years ago, Arnosti designed just such a sanctuary for Melanie Rakes Minnetonka home: a multilevel terrace with spaces for outdoor cooking, gathering around a gas fire pit, or dipping into a plunge pool or hot tub thats kept on through most of the winter.

    During the stay-at-home order last spring, Rake says her backyard got constant use.

    We were getting out there on the first 40-degree day and having bonfires at night, and it was so nice to just be able to get outside of the house and get the fresh air no matter how cool it was, she said. As we lose the sun earlier in the day, it just really gives you energy to be able to be outside.

    Rake said she feels grateful for having a space to host small, socially distanced gatherings and connect with others in a safe way as do her guests. Our neighbors actually described it as like an outdoor oasis, she said.

    Scott Eries family and friends have been similarly impressed by the four-season garage Mahal attached to his Eagan home though not quite motivated to create their own.

    People make those noises, but its a big undertaking, he said of creating the fully insulated, gas-heated workshop, which is lit by the glow of an extensive beer sign collection.

    This summer, Erie, a semiretired IT guy, used the space to create a fully functioning, 8-foot-square replica of Nicollet Islands neon Grain Belt sign (hes a member of Twin Cities Maker). His wife also hosted friends in the open garage when rain prohibited them from using the deck, something she plans to continue this fall.

    They can sit around in a big circle out there and have a glass of wine and chit chat, Erie said. It gives them enough room to spread out.

    Vents, fires and hot seats

    Ventilation is critical to reducing airborne virus transmission, said Chris Hogan, a professor of mechanical engineering at the University of Minnesota.

    Hogan, an editor of the Journal of Aerosol Science, said that reasonable airflow can be created indoors by bringing fresh air in.

    Theres a lot of evidence that leaving multiple windows open about 6 inches does a pretty good job on the air change rate, he said. Optimally, youd want to open multiple windows on different walls to create cross-ventilation, he said so in the case of a garage, its best to stay near the open door.

    Though partly enclosing an outdoor space can help block wind and retain heat, it impedes ventilation. So being entirely outdoors most effectively dilutes airborne virus, Hogan said.

    A socially distanced gathering around a fire, he noted, can have extra safety benefits. The heat creates a convection current that draws air up and away. The heat can also potentially kill airborne virus particles.

    A lot of stuff doesnt survive the high temperature of a fire very well, and incineration is a way of disinfecting, Hogan said.

    To stay warm all winter in his Duluth backyard, Greg Benson simply plugs in his chair.

    Though Benson is the founder and CEO of Loll Designs, known for its mod, recycled-plastic Adirondacks, when the temperatures drop, he prefers his electrically heated chairs made by San Francisco-based Galanter & Jones. When theres snow on the ground, Benson likes to emerge from his sauna and relax in one of the seats wearing nothing but a towel.

    As soon as it starts getting cool out, hands down, those are the most used chairs at my house, he said.

    In the early spring, Benson held some small, socially distanced gatherings around his outdoor fireplace, a tradition he hopes to continue all winter.

    Benson has created a cheaper alternative to his Galanter & Jones chairs, which start at $900, by piling his regular outdoor furniture with electric blankets. But his homemade version cant quite replicate the luxe comfort of the self-heating seats.

    Its kind of like being in a hot tub with your clothes on, he said. Thats the best way I can describe it.

    Given the coronavirus' affinity for crowded indoor spaces, the outdoors no matter how chilly will be a welcome sight this year. Throwin 1.5 million lights and iconic holiday songs, and winter has made a convincing case.

    Winterlights will return in November for its fourth annual festival on the grounds of Newfields.Even amid the pandemic, it will be largely similar to years past, while introducing new majestic displays.Here are the newest attractions, classics you can't miss and how to buy tickets.

    Whimsical Terrace

    Expect a totally refreshed scene in front of theLilly Family Playhouse. A brickpath will lead you to a newly laid terrace where the family's pool used to be. Look closely and you'll see a ripple pattern in the stone.

    You won't be able to miss the new 7-foot-tall columns that are lit from within so they'll glow on the darkest of nights. The columns sense movement and the light will morph as people walk past them, said Jonathan Wright, deputy director of horticulture and natural resources.

    Karl Unnaschs "Playtime in Indy" tree made of toys will sit nearby. Watch for its bright colors to be reflected throughout the area.

    Northern Lights

    The curtains of light formed from sun particles in the Earth's atmosphere are most visible in places north of Indiana. But Hoosiers will have theirown version at Newfields on the woodlands' edge to the west of the Lilly Playhouse.

    Inspired by the colors of the aurora borealis, the lights will shift. Taking center stage in the display will be an ash tree decked out with robotic lights that make it look like it's dancing.

    What the lights can achieve is impressive they have the capacity to make it look like daylight, Wright said. But don't worry; Newfields doesn't plan to melt your eyes.

    Landscape of Light

    The lights on trees, swirls and orbs will dance again to the Nutcracker on the lawn infront of the Lilly House.But after the piece concludes, expect a pause and then an entirely different song. The Indianapolis-based band Huckleberry Funk has recorded its own version of"This Christmas,"the 1970 Donny Hathaway hit.

    The technology has been in place to incorporate more music for years, Wright said. So "This Christmas" will be synchronized to the lightswithin a fraction of a second.

    Ice Storm Walk and Ice Cave

    Your dose of winter drama a walk through a tunnel of dripping light iciclesaccompanied by the soundtrack of a blizzard returns again.

    Snowflake Bridge

    Snowflakes, lanterns and scrollwork based on the iron gates beckon you across. The gate was built in 1909, and the bridge originally led to the town of Woodstock, which comprised a handful of homes where the art museum is today.

    Entry and exit will flow one way in and one way out, and restrooms will be sanitized every 30 minutes.Masks are required of everyone over the age of two except when eating or drinking.

    The Wintermarket, which is in the Deer Zink Special Events Pavilion,will be split in twofor incoming and outgoing foot traffic, Wright said. The normal treats will be available,includinghot cocoa, Sun King Brewerys Electric Reindeer beer, West Fork Whiskeys apple cider, grilled cheese, big cookies, popcorn and veggie snacks. You can also buy gifts and ornaments in the retail section.

    Those who wish to enter and leave without going into the Wintermarket can do that, too.
