"Conditional permits" require architects to be retained for a projects life.
LOCAL councils are increasingly using ''conditional permits'' on larger, more complex inner-city buildings that require developers to retain the architect for the life of the project.
Port Phillip, Darebin, Moreland and Yarra councils are leading the trend towards mandating architects' ongoing involvement in buildings they are originally commissioned to create.
A specific permit condition prescribing the ''ongoing involvement of the architect'' throughout the construction phase was first introduced by Yarra Council in 2008.
Since then the practice has spread across inner-urban areas.

It has also become common overseas. Architects and local authorities in Britain use a ''Section 106 Agreement'' to impose financial penalties on projects that fail to employ an architect for the length of a project.
A spokeswoman for Yarra Council said no figures were available on the number of permits issued with that specific condition, but they were in place on most large projects.
''The intended purpose is to maintain the integrity of the project for the duration of the development,'' the spokeswoman said.
Melbourne architecture firm Rothelowman has been involved with four projects where it is the stipulated architect on the planning permit. They include developer Hamton's 600-apartment Haven and Eden development under construction in Victoria Street, Abbotsford.

ST. PETERSBURG After months of public feedback running the gamut from contempt to acclaim to indifference architects of the city's proposed replacement for the current Pier have unveiled further design changes they hope will win broad approval.
A voluminous document released on the city's website Monday evening gives a detailed description of what can be expected, how the new Pier will be built and promises to deliver the $50million project within budget.
The fine-tuning has wrought a number of changes to the iconic concept known as the Lens submitted by Michael Maltzan Architecture more than a year ago as part of an international design competition to create a new St. Petersburg Pier.
Among the highlights:
A restaurant is being proposed at the Lens, where previously there had been mention only of a gelato stand.
A waterfront restaurant, this one at the landside approach south of Spa Beach, is also being proposed for what will be known as the Hub, an area that will include space for retail.
Shaded areas along the project's two looping bridges will include places to sit, rest and take in the view.
One of the two bridges, referred to as the overwater drive, will accommodate pedestrians, service and emergency vehicles and have two balconies for shade and relaxation and a tram stop adjacent to the new Pier's marina.
The other span, called the overwater bridge, will be for bikes and pedestrians and will offer a marina outlook, described as a shaded promenade with benches for sitting and boat watching.
A floating dock will accommodate only non-motorized watercraft, including kayaks, canoes, paddle boats, standup paddleboards and silent electric vessels. The original concept included motor boats.

WASHINGTON - More than 50 teams of architects, builders and designers are gathering in Washington to construct one of the nation's largest gingerbread towns, and it will be on view to the public this week.
This year's "Gingertown" will be a built Monday evening as a "Gingertown University." It will be on display through Friday downtown at 1133 Connecticut Avenue NW.
Organizers say this year's gingerbread town involves more than 250 pounds of gingerbread, 100 pounds of icing and 10 pounds of gumdrops. It will include buildings such as the "IM Pez Library," the "Swedish Fish Boat House" and "Cadbury Egghead Library"
David M. Schwartz Architects is creating "Gingertown" along with more than 50 teams of architects, builders and designers. The structures are then donated with cash contributions to six charities.
