A Ridgeland apartment building appears to be a total loss following a massive fire.

The fire was at the Ridgeland Ranch Apartment Complex along County Line Road. It started just after 6:00 Sunday night.

"I watched a little girl, maybe 8, just cry because she didn't have shoes on, only thing she had on was her white shirt and her little dress, and she was just crying her eyes out because she lost all of her toys and everything," says Stacy Morrison, who lives at the complex.

All the residents could do was watch as fire ripped through their home and their belongings. Fire Chief Matt Bailey tells us he got the call around 6:20pm. Residents say firefighters were quick to respond.

"They got here before I even saw flames coming up, so they got here very fast!" says Moriah Hinds Jackson, a Ridgeland Ranch resident.

Chief Bailey says right now, it's not clear what caused the fire, but the construction of the building made it a difficult fire to fight.

"The building is relatively older than most of our other complexes," he says. "It doesn't have a sprinkler system to it, so once it gets into an open space, especially like if it's a common area like the roof structure itself, it's going to take off."

Sure enough, when the fire reached the attic, the flames spread fast.

"They had it under control a couple of times, and it breached into the ceiling," says Chief Bailey. "And once it did that, we're in the process of following it wherever it goes. We've got to go with the fire."

The Chief also says this is the second building in this complex to catch fire. The last one completely burned to the ground. He says it doesn't appear the buildings violate any codes, but without sprinklers in the buildings, the fire spreads very quickly.

First, look for ways to save money. Find a roommate, and live within your means. Find a place that's safe and clean, but avoid high-end rentals with granite countertops and stainless-steel appliances. Drive a used, reliable car instead of a new SUV. You get the idea.

I want you to put together a spending plan that allows you to save money, pay down your student loans and meet your essential living expenses. I also recommend that you begin saving for emergencies. A savings cushion of six to 12 months' of basic living expenses is essential in case you get laid off or fired.

Next, spend wisely as you receive raises, promotions, overtime, bonuses or other increases in your income. I want you to put at least half of that increased pay into savings. Your current spending plan doesn't include this income, so it will be painless. You can use the rest to pay for other things such as a vacation, a new car or a gym membership.

Trust me: The next 12 years will fly by, and you will look back on them as your best ever. As long as you have spending and savings plans and stick to them, the rest will take care of itself.

Liverpool manager Brendan Rodgers has revealed he plans to improve his struggling side with several signings during the January transfer window.

Rodgers' team are languishing in 14th place in the Premier League after winning only one of their first seven matches and the Reds boss believes their poor form is down to a lack of strength in depth.

Liverpool are short of options in attack after failing to bring in a replacement for Andy Carroll following the England striker's loan move to West Ham.

The need for reinforcements has increased after Italian forward Fabio Borini suffered a recent foot injury that left Uruguay's Luis Suarez as the only recognised fit senior striker at the club.

Rodgers had been told to reduce the squad size and wage bill when he arrived from Swansea in pre-season, but he has spoken to the club's American owners about the need to bolster his squad in January and he is hoping to get the green light to bring in some new faces.

"There are still areas we want to reinforce - and we have to reinforce as soon as we can," Rodgers told the Mail on Sunday.

"Our best team are comparable to any team in the Premier League. But we're a very thin squad and we are having to challenge on a lot of fronts.

"I've had good conversations with the owners and they understand where we are at as a team."

WILLISTON, N.D. When the Williston Building Department receives a delivery of new plans to review, they joke with the delivery driver to take them back.

The department is trying to keep up as its on track to break last years record of 929 building permits totaling nearly $358 million.

At the end of September, the department had already approved 856 permits totaling nearly $288 million.

Now were getting bombarded because its fall and everyone wants to start work before it freezes, said Kelly Aberle, office manager and plans examiner for the Williston Building Department. It gets overwhelming at times.

It takes four to six weeks for the city to complete commercial plan reviews, and about three to four weeks for residential projects, Aberle said.

We try to get them out as fast as we can, Aberle said. Some days you wonder when its going to stop.

The office has seven workers now, compared with three employees three years ago, she said. They plan to add more staff, but theyre already running out of space in the office they moved into just two years ago.

I think for the most part we have a great handle on making sure things are being done properly and to code, Aberle said.

Williams County also is seeing an intense pace of construction. Building inspector Jim Horton projects the county will exceed 600 building permits this year. Last year the county approved more than 400, he said.

Horton drove 962 miles in one week recently to complete building inspections in the county, including the cities of Tioga and Ray.

The transformation of the former First Baptist Church of Whitman into a 15-unit apartment building is set to begin in about two weeks.

We have been doing a lot of demolition work to get ready for construction, said Richard Rosen, owner of Rosen Realty in Whitman. He bought the 190-year-old town centerpiece for $200,000 about a year ago and won the approval of the towns zoning board to covert the building.

The congregation closed its doors in 2009 after membership in the church dwindled. Rosen was chosen to market the building for sale. The church corporation sold the deed to American Baptist Churches of Massachusetts. That group sold to Rosen after other potential buyers fell through.

The town considered buying the old church and turning it into a senior center but town officials decided the renovation would be too costly.

The assessed value of the 12,000-square-foot building is about $287,900.

Rosen said he has already received calls from prospective tenants who are attracted to it because of the buildings central location in Whitman.

BONITA SPRINGS WCI Communities has selected Naples- and Winter Park-based Beasley & Henley Interior Design to create the interior design for two luxury penthouse models at the Colony Golf & Bay Club, the company's 809-acre master-planned community in Bonita Springs.

The models represent the two floor plans offered at Terzetto, a new neighborhood of three-story buildings overlooking nature preserves, lakes and the 11th hole of the Colony's Jerry Pate-designed golf course. Each of the three-bedroom, two-and-one-half-bath homes occupy an entire floor and offer 2,100 and 2,624 square feet of living space, two-car garages, elevator and staircase entries and multiple al fresco spaces. Luxury features and finishes include wet bars, granite kitchen countertops and tray ceilings.

In the first-floor model, Beasley & Henley will showcase one of the bedrooms as a study and feature a transitional coastal-chic design conveyed in a palette of soft greys, warm beiges and creams accented with subtle touches of blue-grey and marigold throughout the home's 2,839 total square feet of living space. Quartz countertops, stained wood cabinetry and soft grey-gold tile will give bathrooms a "fresh and modern look," the designer said.

For the second-floor model, Beasley & Henley will create a contemporary-transitional design inspired by a big-city loft space, with colorful artwork, oversized graphic fabrics accenting pillows and draperies and hues of soft tans, crisp whites and rich browns punctuated with pops of ocean blue and bright citron. Dark furniture pieces with modern, clean lines will heighten the theme.

Second- and third-floor homes at Terzetto have 2,624 square feet of living space, a study with a private lanai and walk-in closet, and a larger lanai that spans the length of the units. The second-floor home also has a sundeck.

The model's study will have a dark wood floor, a partners' desk and citron walls. One of the two guestrooms will feature a custom headboard bed wall detail with glasscloth wallcovering accents and Ralph Lauren fabrics. Wood flooring will also be used in the elevator lobby.
