FAIRFIELD COUNTY, Conn. - The days are getting shorter and temperatures are poised to plunge throughout Fairfield County. And now is the time to pre-emptively rein in your home heating costs.

Fairfield County general remodeling contractor Chris Spiller suggests some simple measures to cap expenditures and limit fuel waste.

The starting point for energy-efficient home improvements, Spiller said, should be having a $75 energy audit, during which energy-efficiency experts measure how tight your house is and identify air leakage. And while a raging fire in an oversized hearth might seem cozy and appealing, Spiller said its only real benefit would be in roasting a giant mastodon. Beyond that, he said, old-fashioned, open fireplaces are inefficient for heating homes because they actually suck out more hot air than they emit warmth.

Investing in insulation can sometimes save you up to 30 to 40 percent on heating and cooling costs, he said. The energy savings can offset and sometimes more than pay the cost, he said. Low-interest and even no-interest financing is available.

Insulation, he said, "gives you the most bang for your buck" in keeping things warm in the winter and cool in the summer. Spiller said there are three types of insulation: fiberglass, spray foam and cellulose. Fiberglass the Pink Panther-colored material that looks like cotton candy is the most widely used, but its the least effective, he said.

Cellulose insulation is somewhat higher on the green scale, Spiller said, as its made from recycled newspaper rather than from a petroleum-based product. Closed-cell foam, he said, has twice the insulating value per inch as cellulose, but is substantially more expensive.

Spiller said that if he had his druthers and were building a new home, he might behave somewhat radically: I would put my money in a super-insulated house and then heat it with a candle.

Short of candles, Spiller said that geothermal heat literally using the inherent heat from the Earth is the most efficient way to heat but also the most expensive.

A forward-thinking option, Spiller said, would be to install air-to-air heat pumps, which he said are highly efficient and have the added benefit of generating cool air for summer using the same equipment. Couple that, he said with electricity generated by photovoltaic panels on the roof, and your home will be ready for that candle.

Two new LDS temples announced at Oct. General Conference

SALT LAKE CITY — At the first Saturday session of the October General Conference of the Church of Jesus Christ of Latter-day Saints, the construction of two new temples was announced.

The future temples in Tucson , Ariz and Arequipa, Peru were the 28th and 29th temples either announced or under construction as of Saturday.

There are currently 3 temples in operation in Arizona, a state with some 400,000 members of the LDS Church. Two others in Phoenix and Gilbert are under way.

Peru is home to over half a million members of the LDS church, some of whom have had to travel approximately 500 miles to Lima in order to attend temple ceremonies which are central to the faith. Saturday's announcement brings the country's total to three.

Currently there are 139 temples operating worldwide.

SALT LAKE CITY President Thomas S. Monson announced plans for two new temples as he opened the 182nd Semiannual General Conference of The Church of Jesus Christ of Latter-day Saints on Saturday.

The temples will be built in Tucson, Ariz., and Arequipa, Peru.

"No church-built facility is more important than a temple," President Monson said.

The LDS Church has 139 temples in operation around the world. Another 27 were already under construction or planned before today's announcement.

"I can't stop crying, it's just incredible," Tucson's Megan Allen said. "It's a huge thing to have that so close and so available for everybody. I remember for every conference, everyone was on the edge of their seats for the announcement, and finally this is the one."

Growing up as a youth there, Allen said it was always a big deal for everyone to be able to go to the temple to perform baptisms for the dead. There were months of planning, and they often had to leave early in the morning and it would be an all-day event.

"I'm excited for the youth," said Kalene Day, who is from Marana, Ariz., a town near Tucson. "They have been so strong and having a temple here is going to be amazing ... it's just going to to give us something more to work towards, it's going to be a wonderful experience."

SALT LAKE CITY (AP) The Mormon church will lower its minimum age requirements for missionaries from 19 to 18 for men and from 21 to 19 for women, the faith's president announced Saturday.

Thomas S. Monson said at the church's 182nd semiannual General Conference that the historic change is expected to significantly increase the missionary force of The Church of Jesus Christ of Latter-day Saints currently more than 55,000 worldwide.

The new age requirements will take effect immediately and replace limits that had been in effect for decades. Mormon men serve full-time, two-year missions, while women serve 18-month missions.

"I am not suggesting that all young men will or should serve at this earlier age," Monson said, adding it's an option based on individual circumstances and a determination by local church leaders.

Missionaries must be graduates of high school or its equivalent, he said.

Monson also said the church will build temples in Tucson, Ariz., and Arequipa, Peru. In Arizona, three temples already are in operation and two others in Phoenix and Gilbert were under construction. The state is home to about 400,000 church members.

The temple in Arequipa will be the third in Peru, which has more than 500,000 church members. Members in Arequipa, Peru's second most populous city, currently attend temple services about 500 miles away in Lima.

The church, with its more than 14.1 million members, has 139 operating temples worldwide and has another 29 planned or under construction.

At a later news conference, Jeffrey R. Holland, of the Quorum of the Twelve Apostles, said church leaders were unsure how many more missionaries would serve due to the lowered age requirements but they expect a boost.

He also said leaders considered extending the length of missions for women to two years, but decided to see how the lower age goes first before possibly taking that step, The Salt Lake Tribune reported.

But the developer's latest project is a lot closer in - at 81st Street and Mingo Road.

When finished next year, Cascata Apartments will have 286 units. Ground was broken for the $22 million project a few weeks ago.

Scott Case, vice president of Case & Associates Properties Inc., said the company has been building in the suburbs because land is relatively inexpensive and abundant. But an opportunity presented itself in southeast Tulsa.

"We paid a little more for the land, but we feel the rents and occupancy will justify it," Case said.

Case & Associates hasn't had trouble filling its most recent additions.

Properties such as Tuscany Hills, a 316-unit companion to Nickel Creek near Tulsa Hills, and the Park at Coffee Creek, a 228-unit facility in Owasso, quickly achieved occupancies around 93 percent, Case said.

That has encouraged the company to keep building.

"We've been fortunate to lease up everything we've built, so if we can continue to fill them up, we'll continue to build," Case said.

While single-family home sales and construction have improved significantly over the past year in metro Tulsa, Case said interest in apartment rental remains strong.

"Although interest rates are at historic lows, credit can be tight and hard to get approved," he said. "A lot of Generation X saw their homes get foreclosed, so I think some people are a little wary of jumping into a home."

A family is picking-up the pieces after a fire sparked in its Watervliet home, killing a recently adopted rescue dog.

The blaze broke out around 3:30 p.m. Friday in the 400 block of W. Pleasant St., that's about two blocks from the Watervliet Volunteer Fire Department.

A neighbor tells NewsCenter 16 she surfing the Internet inside her home when she heard a loud "pop." When she turned around, a plume of thick black smoke was pouring from the house next door.

Homeowners Dale and Laurie Lesauskis were inside the house at the time. Eyewitnesses say Laurie grabbed a water hose as Dale dialed 911.

The scorcher proved to be a challenge for firefighters who spent nearly four hours fighting the blaze, which kept re-igniting and eventually spread to the attic.

Although an investigation is still ongoing, a neighbor says the husband and wife had been working on a remodeling project in the front porch of the home moments before the "pop" was heard and the fire seen.

Although Vic, a male German Shepherd Corgi mix, made it out alive, the couple could not get to its rescue dog Kale in time.

The home is expected to be a total loss.

Are works of art objects of great skill and beauty or the thoughts and feelings they stimulate?

At the Isabella Stewart Gardner Museum in Boston, the Raqs Media Collective explores that question through a new exhibit that inspires profound questions about the role of art and technology in a media-saturated age.

Titled "The Great Bare Mat & Constellation, two installations by a trio of artists based in New Delhi, India, are at once, provocative, bewildering and illuminating.

Their first work is a hand-woven carpet in Calderwood Hall placed before "The Vinegar Tasters, a 17th-century Japanese screen from the museums collection. The screen depicts the ancient sages, Buddha, Confucius and Laozi, founders of three major Oriental philosophies, sampling vinegar beneath a pine tree.

While the screens image suggests, perhaps, the sages disparate teachings lead down similar paths to enlightenment, the carpets motif is far more conceptual and esoteric.

Woven by expert Bulgarian weavers, the carpets design references the heavenly constellation known as "Ursa Major, or The Great Bear, against a drawing that traces connections among three computers of Raqs members and the outside world during one hours time.

Raqs members said the intricate designs on the carpet reflect the complexity of contemporary communication contrasted against the elemental simplicity of stargazing.

Pieranna Cavalchini, curator of contemporary art at the Gardner, said the carpet will be "a space for conversation by visitors and a series of four scheduled "exchanges over the next four months. Each exchange will feature four speakers with a Raqs member as moderator, focusing on a theme such as "What does intelligence do to us (Oct. 25) or "Why does music move us. (Dec. 8)

The second installation in the Special Exhibition Gallery is a silent animated video that features images of mythical figures of beasts, birds and monsters made from art in the Gardners collection photographed by Raqs members.

Running in a silent loop, the animated video resembles Wayang, the Indonesian shadow puppet theater that relates traditional folktales using the shadows cast by puppets against a backlit screen.
