DECATUR A circle of children sat enthralled as writer Dan Keding told them an old tale of a soldier and the recipe for nail soup.

The soldier told the villagers to boil water for a delicious soup, but then he kept suggesting additions, such as potatoes and onions and meat, and every time they asked if it was time to put in the nails, hed say Not yet! Of course, they never put the nails in at all. Keding said his grandmother told him the story.

Keding is the Artist in Residence at South Shores School this week, thanks to a grant from the Decatur Public Schools Foundation, secured by instructional specialist Debbie Roberts. His final day is today and will wind up with an all-school assembly, where students he worked with individually will get a chance to tell their own stories to the student body.

What I really want them to get out of this is that storytelling is part of the culture, Keding said. Its part of everything we do. We talk in story, and I want them to understand that and cherish that. Its really an important thing.

He has found that when he goes into schools and tells stories about characters like Daniel Boone or Jim Bowie both real people as well as heroes of fantastic tales the kids dont know who hes talking about.

Kids are learning to pass tests now, he said. Theyre not learning culture, and theyre not learning folklore and history.

Thats one of the reasons Principal Sarah Oakes wanted Keding to come to South Shores. Students often lack basic acquaintance with traditions and ideas, she said.

Theres more, too.

Any time you can trick kids into thinking theyre just having fun, when theyre really learning, you should do it, Oakes said with a chuckle.

Lisa Landacre, second-grade teacher, said she hopes the kids learn the power of oral tradition.

In her haste to win the sympathy of delegates of the National Democratic Congress (NDC) before their parliamentary primaries, the Deputy Minister for Water Resources, Works and Housing, Dr. Hannah Bissiw hurriedly bought a land for the construction of a party office for the Tano South Constituency where she is currently the candidate of the party.

Within a period of less than 6 months, parents' house as at 2008 before her party came to power, managed to put up a magnificent office for the NDC at Bechem, behind the Bechem Police Station. The office has been completed and fully furnished by Dr. Bissiw.

It is arguably the most beautiful edifice being used as a party office at the constituency level in the country.

The building which is painted in cream and covered with red roofing sheets has a big conference room and offices for party executives and herself as the Parliamentary Candidate of the NDC in the constituency.

So far, a series of meetings have been held at the office but some constituency officers and party faithful believe the deputy minister is only toying with them by using the building as a stepping stone to win the favour of the party members.

Some of the party executives who spoke to the Daily Searchlight on anonymity said they suspect she would take full charge of the building after the elections especially if she loses the parliamentary elections in December.

The reason he gave was that the land on which the offices is standing is fully registered in the of Dr. Bissiw and that makes it very easy for her to stamp total authority over the land and property.

SALISBURY - Bids for construction of the Rowan-Salisbury School System's downtown central office building came in higher than anticipated.

"I wish I could say that I have perfect news or great news, but I can't," architect Bill Burgin told school board members during a work session Wednesday. "I am optimistic that I can get us to where we need to be."

The lowest bid of about $7.4 million, or $152 per square foot, for the base building came from Matthews Construction. That's $1.4 million higher than the $6 million budget approved by the Rowan County Board of Commissioners.

The base design is a three-story, 48,818 square-foot facility. It does not include space for the exceptional children's department, which will move from rented space at Corporate Square to the Ellis Street administrative office.

"That really represents from my perspective the minimum building that you need. It does allow for about 1,500- or 2,000-square-feet of growth," he said.

Burgin said to get the bids low enough to build the base structure, he needs to strip the infrastructure he included to make future expansions more cost-efficient. That includes ditching additional electrical capacity and about 40 piles that were going to be added to the foundation, which means the columns along the common wall won't be strong enough to attach an addition in the future.

"You can't get to $6 million without making some changes," he said.

Engineers are still in the planning stages of working on improvements to a retaining wall on Lake Avenue.

Grand Haven Project Manager Julie Beaton said the wall project is being designed by the Wade Trim engineering firm, and it is tentatively scheduled for construction in spring 2013.

Its budgeted for that and wed like to do it then, she said. We wanted to do it when Harbor Drive was done.

City officials say the wall is failing or has failed. Sand is washing out from behind it, threatening further erosion, and possibly leading to problems with the street and private property.

City Manager Pat McGinnis said the city has identified some safety and infrastructure improvements that could inflate the cost of the project beyond the estimated $300,000.

The project will be reviewed at the Oct. 15 City Council meeting, he said.

According to McGinnis, potential changes to the project include making visibility enhancements for motorists.

If theres room in the right of way, we could dig that hill back and improve sightlines, he said.

Visibility is currently limited for motorists traversing Lake Avenue around the wall.

McGinnis also noted that it may be a good time to make repairs to road and water lines in that area, and they'll consider decorative additions to the wall all of which would hike the project's cost.

Residents question wall plan

Anyone looking for evidence that the economy is rebounding need look no further than neighbors' front porches. The increase in spending on Halloween decorations, as well as other Halloween-related accessories, suggests that "people overall are feeling a little bit better about their finances," says Kathy Grannis of the National Retail Federation (NRF).

Grannis says that optimism, combined with the growing popularity of the holiday itself, is why the NRF's recent consumer-spending survey found that more Americans will celebrate Halloween this year (71.5 percent versus last year's 68.6 percent) and they also plan to spend more on decorations, costumes, and candy ($79.82 versus last year's $72.31).

That uptick in Halloween-related spending mirrors other positive signs of consumer behavior, including consumer lending and self-reported data. And with consumers driving 70 percent of GDP, that's good news for the broader economy.

"We're seeing an uptick in consumer lending of almost 20 percent pretty consistently across lending categories," including auto lending and home equity loans, says Beverly Ladley, head of consumer lending at SunTrust. "Consumers are really starting to feel a little more settled, and comfortable borrowing again," she adds.

Consumers are also increasingly using home equity loans to make repairs or improvements, which Ladley says points to improved financial well-being. "[Clients] are starting to feel like they're on more solid ground, and they want to move forward," she says.

Indeed, the Federal Deposit Insurance Corporation (FDIC) reports that the commercial banks and saving institutions it insures saw their total net income rise in the second quarter of 2012 to $34.5 billion, compared to $28.5 billion for the same quarter last year. The FDIC noted that those gains suggest "gradual but steady progress toward recovery."

Meanwhile, the Conference Board announced last week that the Consumer Confidence Index improved in September after declining in August. "Consumers were more positive in their assessment of current conditions, in particular the job market, and considerably more optimistic about the short-term outlook for business conditions, employment, and their financial situation," the Conference Board reported in a statement.

Those findings echo an earlier survey from Citi, which found that Americans are feeling increasingly optimistic about the economy as compared to last year. While Americans still face economic uncertainty when it comes to the presidential election and federal tax policies for next year, there are fewer things to worry about than there were last year, says Jonathan Clements, director of financial education at Citi Personal Wealth Management. He adds that 2011 saw Standard & Poor's downgrade of U.S. Treasures, European bank concerns, and a heated Congressional debate about the debt ceiling.
