Lucknow, May 11 : In pursuance of the party's election manifesto, the Samajwadi Party government in Uttar Pradesh today decided to give unemployment allowance to all those jobless who have passed high school and are in the age group of 30 to 40 years.

A decision to this effect was taken at the state cabinet meeting chaired by Chief Minister Akhilesh Yadav.

Nine lakh unemployed would be eligible to receive Rs 1000 per month as unemployment allowance which would incur an additional burden of approximately Rs 1113 crore on the state exchequer, an official spokesman said.

Only those unemployed would be eligible to receive the unemployment allowance whose annual income does not exceed Rs 36,000 and the annual income of their parents or in laws is less than Rs 1.50 lakh yearly.

Initially, the government had announced to distribute unemployment allowance to jobless above 18 years of age but today's cabinet meeting decided to limit it to the age group of 30-40. (UNI)

A Picton boat designer's latest challenge has been to come up with heating to help stop pilots slipping overboard working on frosty decks along the Chinese coast.

Naiad Design equipped two pilot boats with pads to help them operate in one of the busiest ports in the world, Qingdao.

The company drew up the plans for China-based boat builders Aurora, under contract from Port Qingdao, which included heated plates around the outside to stop the decks from becoming dangerously slippery while pilots are ferried to and from ships.

The boats, worth $1.6 million each, are equipped with two Caterpillar C12 490 horsepower engines and can travel up to 50kmh.

They were launched at Qingdao Port, Shandong Province, eastern China, at the end of April.

Naiad Design co-director and chief designer Steve Schmidt said the port could be hit by extreme conditions and the boats needed to be quick enough to improve efficiency but safe enough to avoid people falling overboard.

Qingdao Port was one of the busiest in the world and the pilot boats were being introduced to speed up transit times between large ships and the dock, he said.

"They needed heated outside decks because the pilots have to go out to climb up the ladder to get to their ships.

"They get pretty severe conditions and a lot of water washes over the deck; sometimes it gets covered in ice."

he Fayette County Board of Education late this summer will consider closing up to four elementary schools and a middle school to help offset falling tax revenues.

The school board at the conclusion of the May 2 workshop left Superintendent Jeff Bearden with instructions to provide information on the potential closure of Fayette Middle School, Fayetteville Intermediate School, Hood Avenue Primary School, Tyrone Elementary and Brooks Elementary schools. The closure options will also include opening Rivers Elementary School.

Bearden in April had proposed to close Fayette Middle, Hood Avenue Primary and Fayetteville Intermediate and open Rivers Elementary as a way to help offset the school system that is facing significant decreasing revenues from plummeting local tax revenues and falling student enrollment that generates approximately $4,000 per student from state sources.

Each of the schools initially proposed for closure are located in the Fayetteville school board district represented by Bob Todd who, unlike at least three of the remaining four board members, is not up for reelection this year.

The discussion among board members at the May 2 workshop ended with Bearden being asked to develop four optional closure plans for consideration. Those include:

1. Beardens original proposal for closing Fayette Middle, Hood Avenue Primary and Fayetteville Intermediate and opening Rivers;

2. Beardens proposal and closing Tyrone Elementary;

3. Beardens proposal and closing Brooks Elementary; or

4. Beardens proposal and closing both Tyrone and Brooks.

The May 2 meeting was scheduled to hear the details behind Beardens April recommendation to close Fayette Middle, Hood Avenue and Fayetteville Intermediate and open Rivers Elementary northwest of the city.

LISBON - Restoration of a historic bridge, improvements to public water and sewer systems, and repaving streets were among the projects Columbiana County commissioners are being asked to fund with their 2013 allocation of federal Community Development Block grant.

Commissioners are scheduled to receive $249,600 in CDBG money next year, and the funding requests received at Wednesday's public hearing from the 10 communities and county engineer's office totaled $730,546.

In addition, the Ohio Department of Development, which administers the CDBG program, has limited the number of projects that can be funded to four, with the result being fewer awards than past years.

County Engineer Bert Dawson asked commissioners for $40,000 of the $249,600 that is available to provide the last bit of funding he needs to restore a historic steel bowstring-arch bridge and relocate it to the county fairgrounds.

Dawson first proposed doing so in 2010 and has spent the past two years trying to secure the necessary funding, which he has done, except for the final $40,000.

The 105-foot bridge - which is basically a much smaller and older version of the Fort Pitt Bridge - once crossed the Middle Fork of the Little Beaver Creek on South Market Street in Lisbon. It has been stored on the engineer's property after replaced 50 years ago with a concrete span.

The bridge is believed to have been constructed in the 1880s, and Dawson has proposed moving it to the fairgrounds, where it would be used a pedestrian walkway spanning a ravine that separates the campground and the midway.

The cost of the project is an estimated $542,203, with Dawson securing a $433,762 grant from the Ohio Department of Transportation to cover the majority. Although the application stated the fair board is contributing $68,441, he said it his understanding the organization only pledged $40,000.

Communities, engineer seek share of annual block grant funds

Anyway that you want to leave it on your porches, postal workers will collect food items for the needy on Saturday, May 12.

We will be providing bags, or they can use their own bags, said postal worker KaSandra Erwin. They can also just set the cans down on the porch. People also do just that.

The food collection is a combined effort of the National Association of Letter Carriers and U.S. Postal Service.

Last year. Branch 1 (Detroit, Southfield, Livonia, and Garden City) of NALC collected 283,300 pounds of food, Erwin said. Nationwide, 210,000 letter carriers collect food on the largest food drive day in the world.

She advised residents to simply place their nonperishables canned soup, canned meats and fish, canned vegetables fruits and juices, boxed goods such as cereal, pasta, and rice near their mailboxes on the morning of May 12.

We will make certain it gets picked up, rain or shine, Erwin said. Most Garden City residents should expect a post card in their mail during the week leading up to the drive with a bag attached for food donations, but they can always use their own bags and boxes, if needed.

Food can also be dropped off in the lobby of the Garden City post office located at Merriman and Cherry Hill.

This is the 20th anniversary and we have collected over one billion pounds of food since beginning in 1993, Erwin said. The need is greater than ever with 46 percent of households reporting having to choose between paying a utility bill or buying food, according to Feeding America, Erwin said. Nearly 49 million Americans are hungry, 16 million being children.
