THE LIBERAL Democrats, junior partners in the British government, have been dealt a serious blow following the resignation from cabinet yesterday of Chris Huhne, who is to be prosecuted for attempting to pervert the course of justice. Mr Huhne’s decision to stand down as secretary of state for energy and climate was made an hour after he was told he would face charges.

Mr Huhne and his former wife, Vicky Pryce, will both be tried for the same offence, following her allegation last year that he got someone close to him to accept penalty points after he was allegedly captured on camera speeding on his way from the airport.

Ms Pryce’s allegation followed the acrimonious break-up of her 26-year marriage to Mr Huhne, who had an affair with an aide, Carina Trimingham.

Police investigated the matter after Labour MP Simon Danczuk made a complaint last May, but a decision to prosecute was not taken until detectives won a court battle against the Sunday Times to view emails written by Ms Pryce to the newspaper.

Initially, Mr Huhne believed he could remain in the cabinet while defending himself against the charges, but that was quickly judged untenable. His replacement, Ed Davey, was appointed within two hours.

Speaking briefly after the director of public prosecution’s decision, Mr Huhne, who has always been regarded as an ambitious, if unlikeable, individual, said: “I am innocent of these charges and I intend to fight them in the courts, and I am confident a jury will agree.”

His departure will affect the dynamic at the cabinet table, since he has been the Lib Dem most likely to challenge the prime minister, David Cameron, and the chancellor of the exchequer, George Osborne.

Lib Dem leader and deputy prime minister Nick Clegg said Mr Huhne’s work on climate change would “stand the test of time”, adding: “If he clears his name as he wishes, I have made it clear to him I would like to see him back in government in a key position.”

Mr Cameron was less effusive: “Like the deputy prime minister, I am sorry to see you leave the government under these circumstances and wish you well for the future.”

Mr Cameron’s spokesman did, however, acknowledge that Liberal Democrats ministerial appointments are Mr Clegg’s to decide.

The party will be under pressure to demonstrate that Mr Huhne’s removal will not impact on the UK’s climate change promises, despite an ever more sceptical attitude from the treasury and the chancellor.

Highlighting the pressures from the grassroots, former Lib Dem MP Evan Harris said, “There’s now an onus, or more of an onus, on Nick Clegg and his colleagues” to demonstrate the party’s separate voice in government.

Mr Huhne’s replacement, a junior minister since May 2010, is regarded as having been unspectacularly successful, although figures within the party are confident Mr Davey will be able to push the Lib Dem’s policies, if less abrasively than Mr Huhne.

Mr Davey was an orphan by the time he was 15 years old, following the loss of his father to Hodgkin’s disease when he was four and then his mother to cancer.

In 1994, he was awarded a police bravery medal for saving a woman who had fallen from a station platform in front of an incoming train.

Huhne departure will affect cabinet dynamic

The fascinating thing about the Carroll County bilevel home of Corynne Courpas and her husband, Scott Markle, is its dual personality.

From the street, their home looks exactly as it did in 1977. It is only at the front door that the home expands, with rooms growing on and out.

This is no typical bilevel interior.

"This is a split-foyer on steroids," Scott Markle says, greeting his visitor. "Come on up!"

A sunroom, a great room with cathedral ceilings and a spacious master bedroom are some of the features that make the home unusual. A first-time visitor is likely to ask, "What happened?"

"I was single when I moved here in 1985, and the 1977 [split-foyer] style was plenty of house back then," says Courpas, a 57-year-old area manager for Performance Foodservice. "These houses were built with lots of insulation and built to be energy efficient."

But then, in 1994, she and Markle, a 50-year-old administrator at Catoctin Counseling Center in Westminster, married.

"I moved in and took over the place with all of my collectibles," he says.

Suddenly, the two-story, 40-by-26-foot bilevel or split-foyer — the names are interchangeable — was too small. Over the years, the couple recycled a great deal of their furniture while purchasing some new pieces in anticipation of moving into a larger house. And while they considered moving to the city, they realized that Carroll County was where they really wanted to be. Both love to entertain, and their backyard abuts county land that will never be developed.

In the fall of 2009, the two made the decision to expand. They hired a freelance draftsman and designer to come up with plans that would almost double the size of the split-foyer, to just under 3,000 square feet.

Th draftsman "came up with a list for us to consider [based on] our needs and wants," Courpas says. "We wanted larger closets, open entertaining, an ADA-accessible ramp on the side of the house, an open two-story addition [at the back of the house] and a downstairs bedroom suite with lots of closet space."

They gave the project the green light, and all of the items on their wish list became reality.

"I wanted a dome ceiling on the new great room," Markle says with a laugh. "But I settled for a cathedral ceiling."

The great room on the back of the house fulfilled their desire to have lots of large windows overlooking the land behind the house; inside, a working fireplace is straddled by built-in bookshelves across an entire wall. The cadet blue paint on the walls here, along with the crisp white trim on the windows, accentuates the view from the windows.

The adjacent kitchen, once the dining room, features an entire wall of glazed maple cabinets, across from which are cabinets and an island of the same material, with dark blue granite counters.

"We have no bar stools because we want the island to be a buffet and have a flow like a restaurant," Courpas adds. With open dining on one side of the kitchen and the open great room on the other, the couple has entertained as many as 75 guests at a time.

Three bedrooms on the original level now serve as a guest room, Courpas' office and a storage room.

The lower level of the original house, together with the expansion, has its own flow, with a hall into the master bedroom and bathroom, an additional sitting room and wide-entrance hall/sunroom.

The collectibles that Markle brought to the marriage reside beyond the French doors of his office, where walls and corkboards are covered with campaign buttons going back to the Eisenhower era. Both Markle and Courpas are politically active, and the office resembles a campaign headquarters.

The Ministry of Health (MOH) will review plans to build a day-care centre for the elderly in the void decks of two facing Housing Board blocks in Woodlands, after residents there petitioned against the move.

Some argued that the area was already overcrowded with other public facilities. Others cited concerns like increased traffic, and how such a centre would be 'inauspicious' as it may mean more deaths in the estate.

The ministry's promise came even as Health Minister Gan Kim Yong told netizens that such centres were necessary to provide the elderly with a convenient place near their homes for them to stay active and engaged.

He said the ministry should always take into account the views of all parties and find the best solutions, but cautioned: 'We may not be able to satisfy everyone, and some sensible compromises may have to be made. Hope to have understanding from those affected.'
