For the last decade, governments and private businesses have talked of grand ideas to reduce carbon emissions and stave off climate change, committing to a variety of future targets. But what does it really take to meet these targets? A company called Minimise USA is doing work on the ground to make buildings more efficient from understanding a companys consumption habits, retrofitting their buildings by investing in more energy efficient lighting and HVAC-R (heating, ventilation, air conditioning and refrigeration) systems, and educating clients and their employees about how to reduce their energy consumption.
Minimise USA is an energy-efficiency-as-a-service company based out of Tampa, Florida. Grit Daily caught up with CEO Daniel Badran, a two-time cancer survivor who leads the operation, to learn more about how energy-efficiency-as-a-service companies function. Badran has a strict understanding of the term as a service, claiming that only the companies that offer no capital outlay, take no collateral, and include maintenance, are truly offering energy efficiency as a service.
The model is simple. Minimise goes to a client, looks at their energy bills for the previous 2 years, takes measurements to get a better understanding of the facility, and tests the equipment to see how much each energy consuming asset uses on a regular basis. This is all part of the investment grade audit Minimise conducts to get an idea of what retrofits and replacements are worth investing in. The audit aligns with the IPMV (International Performance Measurement and Verification Protocol), which provides an overview of best practice techniques for energy and water efficiency and renewable energy projects.
Then, Minimise suggests areas for improvement, and commits to investing in the project to ensure energy savings, aiming for savings of 15-17%, to eventually reduce energy use by up to 40%. This means installing LED light bulbs, more efficient heating and cooling equipment, solar panels, low flow water valves and leakage detectors, etc.
The final step is educating the staff, what Minimise calls mindset change management to make sure that the end user effectively adapts to the new equipment.
Minimises largest project to date is in partnership with the Hillsborough County School District, where so far, they have replaced over 300 thousand light bulbs with LEDs, installed Eniscope software to monitor energy consumption in real time, and significantly reduced energy bills. Sean Ewais, a Senior Project Executive at Minimise says of the NCOPA (No Capital Outlay Plan Agreement) model, We dont want your money. We know that you are going to have an energy bill. We know that were going to reduce energy, so were just going after saving from the energy bill to pay for the cost of the project.
Minimise has a global presence, partnering with companies in South Africa, the Philippines, the United Arab Emirates, Canada, and New Zealand, who are interested in applying the NCOPA model to get maximum cost savings without having to make the hefty initial investment to make their facilities more energy efficient. Minimises contracts are off the balance sheet, and they do not take the equipment as collateral for payment, nor do they treat the agreement as a loan or lease. Theyre making long-term investments, which include maintenance of equipment.
Minimise USA is currently offering double payouts to clients during the coronavirus pandemic, something that the CEO hopes can continue on indefinitely. Badran prides himself on having partnerships with clients, and is not out to milk every dollar. He says, The client should be very happy with the fact that were risk takers and were not risking their money; were risking ours, and in return were putting our technology where our money is.

A water line break at the Fairfield Center in Meeker flooded the basement with about 6 feet more than 400,000 gallons of water last Tuesday. The community center houses the countys public health and human services departments and Chuckwagon, the senior meal service.
The basement, which is not ADA (Americans with Disabilities Act) compliant, has been used for storage. Human services and county human resources files were damaged and had to be destroyed via use of the road and bridge departments wood chipper. Of greater concern were the Personal Protective Equipment supplies stored there, some of which were salvaged.
County and town employees helped clear out the basement once most of the water had been drained.
In a work session Tuesday, Facilities Manager Eric Jaquez and the Board of County Commissioners discussed installing a differential valve that will shut off the water if the system loses pressure. According to Fairfield Center Manager Bruce Bair, this is the third time the system has sprung a leak. The first two were pinhole leaks.
Commissioners gave Jaquez authority to move forward with remediation. Preliminary figures estimate remediation at around $50,000. Jaquez was waiting on asbestos reports during the meeting Tuesday. Building staff had also expressed concerns about radon and mold. The county has submitted the incident to insurance.
Asbestos was also the topic of an update on the landfill. According to road and bridge director Dave Morlan, there has been some confusion about how asbestos-containing materials are to be handled and disposed of. Rio Blanco County is one of a very few locations in the state permitted to accept asbestos in its landfill, and went to considerable expense to obtain that permission. Having materials brought in by private citizens that are non-compliant jeopardizes landfill employees and could jeopardize the countys landfill status.
Property owners conducting remodels or renovations should contact the county to determine if materials produced could contain asbestos and how those items should be handled before they go to the landfill.
On a side note, changes made to landfill fees in January have generated an additional $53,000 this year.
The coronavirus pandemic has increased grant funding to local public health departments. Public Health Director Alice Harvey would like to hire an additional staff person, using grant funds, to assist with the demands of contact tracing. One new positive case last week resulted in 20 hours of contact tracing.
The key to reopening the economy is a strong local health presence, Harvey said. Just having one additional case took up half of my workweek.
Public Health Nurse Kelly Christian, who came on board less than a year ago, has resigned.
During the boards regular meeting, Certified Public Accountant Paul Miller presented his audit of the countys budget, and praised Budget and Finance Director Janae Stansworth. The audit was clean.
The board approved a retail liquor license for Ripple Creek Lodge.
Commissioners approved event plans for a Tuesday Gymkhana event through the summer months, Yellow Snowmans sno-cone vendor booth and the Masonic Lodges pancake breakfast on July 4, and the Rio Blanco County Fair.
The commissioners also approved a resolution approving an exemption for a subdivision requested by Tammie Crossen and Charles Arnold, whose property is bisected by Hwy. 64. RBC Planner Leif Joy said the exemption is allowed under a 1972 law, and including it as a resolution makes it easier to search for title information.
In commissioner updates, Commissioner Gary Moyer said he had been working to add pesticides to deal with the Mormon cricket invasion to the list of cost-share pesticides on the countys list.
The commissioners reconvened at 1 p.m. for the quarterly Board of Health meeting. They appointed Margie Joy to the board, filling a seat vacated by Dr. Shelby Lindsay, and approved new bylaws for the board.
Harvey revisited the 5-year goals she introduced in January, and said theyve made progress on all the goals. She also updated the board on the status of COVID-19 in the county. New modeling from the states public health department indicates Colorado is in the trough right now, with a second wave of cases expected to start up in August, coinciding with school reopening.
She also expounded on what social distancing is, saying, Social distancing is more about the number of high-risk contacts you have and reducing the frequency of those contacts. High-risk contacts may include talking to someone without wearing a mask for more than 15 minutes or without maintaining a distance, or touching a contaminated surface.
We urge the public to continue to be smart and do everything they can to protect the vulnerable, Harvey said.

Its very common that low- and moderate-income households pay a significant portion of their monthly income on their energy bills, she says.

Its no secret that America has an affordable housing problem, and economic strains from the pandemic have only made it worse. For example, many of the countrys eviction moratoriums set in place from the COVID-19 outbreak end in August, leaving a huge part of the population scrambling to find affordable housing. In New York City, finding affordable housing literally means winning the lotterythe New York City affordable housing lottery, which since its online inception in 2013, has seen over 25 million applications, all of which are vying for the 40,000 available units. This massive undersupply is why a randomized lottery system picks the winners. For the losers, it can mean living in bad neighborhoods and undesirable apartments, or worse.
And New York is just one example of places throughout the country (and the world) that have little to no affordable housing options. According to the Urban Institutes interactive affordable housing development cost feature, created in conjunction with the National Housing Conference, only 29 affordable rental units exist for every 100 households in need. This means that not even two thirds of households in need of affordable housing will not be able to find it. So, if there is such a vast demand for affordable housing, why arent developers jumping to meet it?
There has long been the notion that developments of any kind can taint a neighborhood through gentrification. There is an assumed fear that new developments somehow eradicate the character or charm of an area, buying out mom and pop businesses and replacing them with chains, eventually causing long-standing residents to move away due to a higher cost of living. The reason this notion exists is because it has happened in the past, but many developers are now seeking residents input, listening to their concerns, and working with them to ensure their needs are met along with the needs of the project.
Residents also fear that affordable housing developments, specifically, will bring down their property value by inviting lower income families into the neighborhood. Stereotyping and racial discrimination have long played roles in these assumptions about affordable housing developments, but neighborhoods actually benefit from cultural diversification because it provides a mixture of businesses that attract foot traffic. Moreover, new research actually shows that the attitude towards new developments has drastically shifted towards a more positive viewpoint.
CoUrbanize, a online community engagement platform for real estate professionals, recently conducted a survey of over 1,000 people across the U.S. to determine what their attitudes were concerning new developments. Perhaps surprisingly, they found that about 82 percent of respondents felt that developments provided benefits for their communities, including economic growth, new housing stock, job creation, and new public amenity offerings. About 55 percent of respondents felt that affordable housing was the most valued aspect of new developments. So while there may still be some stigmas associated with new developments, the viewpoint is changing as more and more people see a need to fill in affordable housing and understand how it benefits communities.
While residents views on affordable housing may be changing for the better, there are other impediments that prevent developments from happening. The Harvard Joint Center for Housing Studies published a report last year that examines housing affordability and construction innovation in both single and multifamily dwellings from a builders perspective. Rising construction costs, including labor and materials, make it difficult for developers to achieve profitability on affordable housing projects. Depending on where the project is located, land acquisition costs can also be high, especially due to shortages of developable land in densely populated metropolises where many people need to live to be close to work. While subsidies like tax credits and grants can help developers close financing gaps, they are not always enough to cover costs, let alone to see real returns. In order for affordable housing developments to make sense as a profitable investment, construction costs need to be reduced.
The solution to lowering construction costs lies in technology and innovation. When people hear the term modular housing, they often assume the quality suffers, but thanks to new technologies, modular housing, or factory built houses, offer affordable, quality housing on a larger scale. Construction companies like Boxabl, Blokable, and Skender are finding ways to automate parts of the construction process without sacrificing quality and using modular designs to create affordable housing options. Galiano Tiramani is the head of business development at Boxabl, a construction technology startup that is researching and experimenting with different ways of engineering to create a new building construction system. Housing is pre-industrial, pre-factory. Why not make houses the same way we make everything else? Our goal is to build houses the way we build cars, which is manufactured on an assembly line in a factory, essentially mass production, said Tiramani.
While Boxabls goal is to create an automated factory model that can be replicated to meet global housing needs, they needed to start smaller before expanding. Our very first model is the Casita, said Tiramani, which is a twenty foot by twenty foot unit with a full kitchen, bathroom, and combined bedroom/living space. The Casita is currently priced at $50,000, completely furnished, and Tiramani anticipates costs will continue to go down as they upgrade to an automated factory that enables mass production and buying in bulk. We designed our units to be portable to cut down on shipping costs and restrictions, so the Casita packs up to be 8.5 by 8.5 feet. This makes it highway legal and complies with all shipping standards, which is one of the ways we lower costs, said Tiramani. They also lower costs by using efficient materials, including steel and concrete, that are still sturdy enough to withstand a variety of climates and weather conditions, including high winds, heavy rains and even earthquakes.
Shipping, delivery, and installation often drive up costs for modulars. The Casita was designed to reduce labor costs through its portability. By creating foldable walls and roofs that extend on tracks, a unit can be set up in as little as an hour with just a few people. Unloading the unit doesnt require the use of a crane either. The driver is able to do it himself using a jack system. The Casita is currently targeted for backyard use in places like CA and NV as a rental unit or pool house where those additional dwellings are legal. All utilities connect to the same corner, on a wall rather than through the floor to make set up easier. Eventually, Tiramani said Boxabls goal is to expand upon the Casita with different sized floor plans that easily connect and stack to create customized structures of any size. Were trying to make a universal building box that is architecturally indifferent, meaning it works for any type of building. Its like legos. You can make anythingfrom single family homes to offices, said Tiramani.
The affordable housing crisis is a multifaceted problem. Socioeconomic disparities and the wage gap rising slower than housing prices are also contributing issues that need to be addressed from multiple angles. Lowering construction costs that impede new developments is just one of the solutions needed to address the overarching issue of affordable housing. Technology startups are also working to expand co-living options, provide market transparency, give renters bargaining power, and give homeowners access to equity. These solutions are equally important in order to approach affordable housing in a holistic way, but it still may not be enough, especially when economic support from the COVID-19 crisis runs out.
Without the inventory new developments provide, renters and buyers will be stuck in a constant struggle of trying to find a place that simply doesnt exist. But it could exist if construction costs can be lowered enough to incentivize developers to pursue affordable housing. Tiramani envisions a future where that struggle disappears: We are trying to change the industry by automating building construction, and through automation we can drive costs down without sacrificing quality.
