    Construction Begins, Permit Process Initiated, for COVID-19 Emergency Shelter Use of Downtown Property – whatcomtalk.com

    Next steps are underway for use of the former site of the Bellingham Public Market as an emergency shelter facility after Bellingham City Council approval at a special meeting June 16.

    The new location will allow adequate social distancing to help prevent the spread of COVID-19. Council action to approve lease terms was taken after approval from Mayor Seth Fleetwood consistent with Executive Order 2020-02 and Emergency Ordinance 2020-03-008.

    The City of Bellingham, in partnership with ??Whatcom County and Lighthouse Mission Ministries, will be relocating the Drop-In Center low-barrier emergency shelter facility from its current location at Bellingham High School to the new location. The Drop-in Center will remain at its new site for up to four years.

    Steps now underway include construction in and around the building to prepare it for use as a shelter. Additionally, a permitting process under the Citys temporary shelter code has been initiated.

    Lighthouse Mission Ministries has applied for a permit under the Citys temporary shelter code (BMC 20.15.030) to continue use of the building if the declared emergency ends prior to their lease with the City. Planning and Community Developmentissued a notice of application onJune 19, 2020,which starts a 14-day public comment period. Due to the Independence Day holiday, the comment period has been extended to July 6. An informational meeting about the project is scheduled via webinar on 5:00-6:30 p.m.Wednesday,June 24, 2020.Members of the public are encouraged to participate, with meeting sign-on details availablein the notice of application.

    In addition to making sure the necessary permit is in place when the emergency declaration ends, public feedback during the permit process will help inform what conditions the City will require of Lighthouse Mission Ministries while they occupy the building downtown.

    Washington State, Whatcom County and the City of Bellingham have all established health emergencies in response to the COVID-19 pandemic. During this time, measures to ensure that community members are safe can be implemented immediately.

    The Mayor and Bellingham City Council approved the use of and lease terms for the building consistent with the emergency requirements after determining that the usual approval process would cause undue delay and put Drop-In Center guests, staff and the public at risk.

    The Drop-in Center may remain in thebuilding for the duration of the declared emergency, which at this time is unknown.

    To stay in this location beyond the public health emergency, Lighthouse Mission Ministries must have a permit under the Citys temporary shelter code (BMC 20.15.030). The process to obtain this permit includes public input opportunity and an option to appeal, just like any other temporary encampment permit application.

    The Lighthouse Mission, City and County engineering and facilities staff, the property owner and local contractors worked quickly to identify improvements needed to support daily operations of the Drop-In Center.

    Improvements underway include shower facilities, handwashing stations, laundry facilities, interior walls, cabinets and counters, food service, painting, heating and cooling equipment and exterior courtyard fencing. Prime contractors Colacurcio Brother Construction, Andgar HVAC and Carlson Steel Works developed and executed contracts, mobilized personnel and equipment, secured permits and scheduled work with the City in less than seven days.

    These primecontractors and several other local subcontractors, including Blythe Plumbing and Scott Electric, are now preparing toor alreadyworking on site, with work scheduled to be completed by July 15, 2020.

    We are very appreciative of the efforts shown by these contractors in recognizing the need and urgency with this unique project moving forward on a very aggressive schedule, said Eric Johnston, Public Works director.??

    The Drop-In Center has beentemporarily housed at Bellingham High School.

    As described to the City Council on June 16, the Drop-In Center is expected to vacate Bellingham High School by mid-July, to give the district ample time to prepare Bellingham High School for school to start in the fall.

    The Drop-In Centercannot return to its location in Old Town because those facilities are too small to provide adequate social distancing while COVID-19 remains a threat.

    Lighthouse Mission Ministries plans to build a permanent shelter on an existing property in Old Town while the operation is temporarily housed elsewhere, Lighthouse Mission Ministries Director Hans Erchinger-Davis said.

    Bellingham Mayor Seth Fleetwood said the Bellingham Public Market location best meets the identified needs. It is large enough, it is the most cost-effective option, it meets our very urgent timeframe, we have a property owner who is willing to work with local officials, and the site lends itself best to amenities that will help ease neighborhood concerns.

    We recognize there are strong opinions on the impacts, perceived and real, this will have on adjacent businesses, Mayor Fleetwood said. We are committed to helping navigate those issues to ensure negative impacts are minimized.

    We simply have no choice. We must create healthy living space for people experiencing homelessness during this public health emergency, or they will have no option other than to live unsheltered, Mayor Fleetwood said. Protecting the health of people who need shelter services greatly reduces the risk of a COVID-19 outbreak among shelter guests, among staff and volunteers, and throughout the whole community.

    The Whatcom County Council and Bellingham City Council approved a cost-sharing agreement for a new temporary shelter location at their respective June 2 and June 8 meetings.

    The agencies involved anticipate the next location to be in use for up to four years while Lighthouse Mission Ministries rebuilds at its current location in Bellinghams Old Town.

    Any facility selected for temporary use must provide enough space to allow guests to sleep with a minimum of six feet between them, said Erika Lautenbach, Director of the Whatcom County Health Department.

    Its critically important that as a community we do everything we can to prevent the spread of COVID-19, especially for people who are more vulnerable to this virus, Lautenbach said. For our neighbors experiencing homelessness, we need a shelter with enough space for physical distancing that will limit the chances of the virus spreading. Protecting those who use the shelter from an outbreak of COVID-19 also protects the health of our entire community.

    Yuma-1 project moving ahead incrementally Yuma Pioneer – YumaPioneer

    Yuma School District-1s $32 million renovation/expansion project continues to move forward incrementally.An update was given during the Yuma-1 Board of Educations regular monthly meeting, Monday night at district headquarters in downtown Yuma.David Kurz of Neenan Archistruction participated via telephone, while Chad Rayl of owners representative Project One was in attendance, along with Superintendent Dianna Chrisman, and all the board members Kim Langley, Lindsey Galles, Duane Brown, Thomas Holtorf and Dan Ross.Kurz told the board the Yuma Middle School junior high wing, which is undergoing updates for items such as HVAC, new and more windows, and carpet, is scheduled to be turned over to the district by August 28, giving the teachers a tight timeframe in which to get their classrooms in order prior to the start of school the next week.However, as of now, the remodeling work of the YMS service kitchen, will linger on after school starts, with an expected turnover date of September 23.Ross later asked why that was the case, since he thought the kitchen work was ahead of schedule. He was told the later date has been part of the plans recently as COVID-19 restrictions have slowed down the overall process. He also was told that is the worst-case scenario, and eventually that timeline can be sped up. If not, the district has contingency plans in place, and Chrisman noted the district food service has a lot of experience now with preparing grab-and-go meals, following handing out free breakfast and lunches while school was shut down the last two months of the 2019-20 school year.Per the YMS portion, it was noted holes are being punched out of the walls in the junior high wing where windows will be installed.It was noted that mold had to be remediated in five the junior high classrooms as things were torn up, but the work has been done and tests sent to the proper authorities to make sure the mold is completely removed.Over at Yuma High School, the compacting and the subgrade for the concrete pad for the auxiliary gym on the south end of the high school is nearing completion. Next up is digging out for the foundation. Work also is being done for a new boiler and utilities. The utilities under the current gravel parking lot on the west side are being moved so they are out of the way of the new wing that will include the main entrance, along with science and Career Technical Education classrooms, which includes the new ag education building at the far west end of the new wing.Kurz shared floor plan drawings, along with exciting artists renditions of the new main entrance area. He also shared a rendering of a science room. Another one shared showed the current main hallway, which runs south from the restrooms at the west side of the school, highlighting breakout spaces and pods, which allow for open gatherings down the hallway while providing access to the math, social studies and language arts classrooms. Another drawing showed the senior locker room area between the remodeled classroom wing and the wing to the east that houses music and art.Drawings will be available for viewing eventually on the YSD-1 project Facebook page, which the Pioneer will share on its Facebook page. The visuals are very enticing.Improvements with the auditorium were not part of the original plan, but updating the HVAC for the auditorium was at the top of the districts wish list, so Neenan has been looking at ways to getting into the project.The board was told Neenan has $152,000 in credits it could go toward that work. Three options had been presented, including one that involved a complete new unit that also would entail structural work, such as new steel, that would cost about $20,000 above the $152,000. A third option would be rebuilding the existing HVAC without the need for structural work, with the cost coming in under the $152,000, at around $118,000. The first option would require the district making a decision right now, while the other would not require an immediate commitment.The board later approved a motion going with the rebuilding option with the key wording of if the budget allows. A rebuilt HVAC at least would result in a more efficient unit for the auditorium than it has now.In a related project action, the board approved installing new carpeting in the grades 5-6 wing at YMS, along with along with the hallway that goes to the main office area, and the main office are, for a cost of $38,000, so it can flow better with the upgrades in the junior high wing. Initially, the district had budgeted $125,000 for the carpet and new paint in those areas.However, Chrisman reported Monday night it turns out that was a huge overestimate. The vote was 4-1 go ahead with the new carpet, with the understanding paint would be addressed later, but obviously well under the initial estimate. Holtorf cast the dissenting vote, after earlier in the meeting noting the district needed to show it was being as fiscally responsible as possible after benefitting from taxpayers approving the bond issue for nearly $16 million in the renovation/expansion project.In one final project update, Kurz of Neenan said the hope is to have a Gross Maximum Payment (GMP) for the new wing at YHS in place by September 1. He said Neenan has submitted permits for that phase of the project, and is working closely with subcontractors in finalizing concrete numbers. He told the board that at this point, the hope is a special board meeting will be held August 31 to set the final GMP.

    The reason this Cessna is even part of a story about earthquakes is because planes like the one owned by the Idaho Transportation Departments Division of Aeronautics are the most reliable way to get into the remote areas where seismologists and geophysicists like to place their high-sensitivity and expensive monitoring equipment.

    Their latest project is learning more about the 6.5-magnitude earthquake that hit near Stanley in March, leaving a long-lasting trail of effects.

    Claudio Berti, an Italian geodynamicist and director of the Idaho Geological Survey, and Tim Steffen, the Division of Aeronautics safety and education coordinator and ex-fighter pilot, are well-versed in flying into backcountry airstrips in Idahos mountainous central region to pick up data from seismometer stations that are helping to map the fault which caused Marchs earthquake and more recent aftershocks.

    Idaho Geological Survey is a state agency hosted by the University of Idaho as a program in the universitys Office of Research and Economic Development. Berti is in charge of gathering seismic data throughout the state. And since the large March 31 earthquake, he has been flying out to backcountry airstrips so seismologists across Idaho and the United States can study the aftereffects of the big shake.

    On Monday, Berti brought an Idaho Press reporter along as he ran through diagnostics on two seismometers at the Upper Loon and Thomas Creek airstrips north of Stanley, just miles from the quakes epicenter. Since Idaho has no permanent seismic monitoring system, the devices Berti visits by plane monthly are jerry-rigged in blue Rubbermaid storage boxes and locked to fences and trees. Boise State University geophysicists installed the devices soon after the quake, along with earthquake monitoring equipment around Boise.

    Seismic energy from an earthquake has a very unique fingerprint, Berti said as he pulled data from the seismometers onboard memory device. Some signals are much larger than others like you see in a large earthquake, but small earthquakes show up in shocks often.

    Seismometers are a geophysics monitoring tool that determine how much the ground is moving, and in some cases they have been paired with geophones which measure how fast the ground is shaking and infrasound microphones, which measure the sound aftershocks send into the atmosphere.

    The earths movement crackles, moves, breaks for months or years after a big earthquake, Berti said. So all the little earthquakes, the cracks, the earth healing, it illuminates the fault, and by locating the fault we can determine the dimensions.

    With such a strong earthquake, aftershocks will continue for a significant period of time, potentially longer than a year, which is why many of the seismometers and other seismic-listening equipment will be deployed in the area around Stanley for the coming months.

    Part of Bertis job is to check to make sure the seismometer is still working and ensure the data is gathered correctly. To ensure the vibration monitoring device is functioning, Berti jumps up and lands hard on the ground next to the seismometer, to look for his signature on the equipments readout, which shows up as a lopsided W.

    The information gathered from these seismometers will be uploaded into a national database that other seismologists and geologists will study in the future, and will hopefully collect enough data to get a true profile of the fault that caused Marchs earthquake. Which means the Cessna 206 is going to continue to get a workout and the interior decor will be open to the stunning sights of central Idaho for some time to come.

Specifically, Elias alleged an abuse of power in probes into the marijuana industry and an agreement between the state of California and four automakers at the behest of the attorney general. Personal dislike of an industry is not a valid basis upon which to ground an antitrust investigation, Elias asserted.

    The testimony of Elias and Zelinsky had the effect of completing the legal portrait of Barra person for whom there is no essential difference between belief in a strong executive and personally serving Donald Trump. Its breathtaking in its completeness. Theres no bulwark against corruptionseemingly in Barrs theory, the executive branch, of which the Department of Justice is a part, can take what it wants.

    When Trump tapped Barr to lead the Justice Department, the pick drew praise from some, though he was viewed with skepticism from others. Bush, Barr was painted as an institutionalist who would hold his ground against Trump and restore the reputation of the department, tarnished under his predecessor Jeff Sessions.     Justice Department spokeswoman Kerri Kupec said in a statement that Zelinsky did not have any discussion with the Attorney General, the U.S. Attorney, or any other member of political leadership at the Department about the sentencing and his testimony was based on his own interpretation of events and hearsay (at best), not firsthand knowledge. The Office of Professional Responsibility did look into the antitrust divisions probes of the marijuana company mergers and found no wrongdoing.

    Barr set the tone for an unexpected Trumpian tenure in his handling of the Mueller report last year, when he chose to release a four-page letter effectively absolving the president and his campaign of wrongdoing. To many, the Mueller report moment marks when Barr crossed the Rubicon. The letter drew a rebuke from Mueller and his team. At the time, Barr was cast as doing Trumps bidding and whitewashing the Russia investigation. But in hindsight, his motives appear more insidious. His message wasnt that Trump didnt obstruct justice, but a president cant obstruct justice.

    The problem was detected in 2015 to 2017 year models of the Ford Mustang that come with the 5.0-liter engine. According to Fords technical service bulletin, Some 2015-2017 Mustang vehicles equipped with a 5.0L engine may exhibit an oil leak from either valve cover gasket. This may be due to the valve covers warping due to excessive heat.

    To solve this issue Ford decided to add fasteners to both of the cars valve covers. No other Ford cars were said to be affected by the problem.

    Ford found this problem in 2015 Mustang units that were manufactured in its Flat Rock plant. According to its manufacturer notice, In some of the affected vehicles, the underbody temperature may exceed design limits under certain driving conditions. "

    "If the fuel tank and vapor lines are exposed to elevated temperatures for a prolonged period of time, they may develop a fuel or vapor leak. A fuel leak in the presence of an ignition source can lead to a fire. Exposed parking brake cable may also lead to disengagement problems in the parking brake.

    This problem was detected in the 2002 Chevrolet Camaro and various other vehicle models from different car manufacturers. According to a noncompliance report filed by AJ motorsport in 2006.

    The lamps, when manufactured, omitted the amber side reflex reflectors or were replaced with clear side reflectors. As a result, visual sight of oncoming vehicles is decreased or diminished, which may cause collisions or even death. The company also pointed out that there is no warning prior to experiencing reduced visibility on the road because of this issue.

    The problem was found among 2003 to 2004 models of the Ford Mustang SVT Cobra. The National Highway Traffic Safety Administration (NHTSA) explained, In those vehicles where the floor carpeting does not fit flush with the sheet metal, the unique rear surface profile of the mustang cobra pedal may allow the pivot pin of the pedal to catch in the cutout on the floor carpeting behind the pedal, interfering with the pedal's ability to return; the result of which could be unexpected, continued throttle application.

    This particular problem is linked to the replacement keys that were possibly sold with 2010 to 2015 models of the Chevy Camaro.

    According to the safety recall report, If these keys are used in the subject vehicles, there is a risk, under certain conditions, that some drivers may bump the key with their knee and unintentionally move the key away from the run position. If this occurs, engine power, and power braking will be affected, and power steering may be affected, increasing the risk of a crash.

    This issue affected the 2012 Dodge Charger. It started after the 245/45Z-R20 All Season Performance tire sales code information was not included in the Central Body Controller (CBC) of the car, where the parameters for the Tire Pressure Monitoring System (TPMS) are programmed.

    According to the defect information report, Since the BBC configuration in the suspect vehicle population did not include a cold inflation value, a TPMS telltale would only trigger if the tire pressure fell below a default value of 22 psi. The TPMS must send a warning when tire pressure is already 24 psi.

    General Motors has revealed that the issue affects its 2015 Chevrolet Corvette. According to its manufacturer notice, Some of these vehicles have been built without one of the rear parking brake cables fully seated and engaged. In this condition, the parking brake will only operate on one of the rear brake drums leading to a reduction in the parking brakes operational capability. This reduction in operational capability may cause the vehicle to roll away if parked on a steep gradient. This can also increase the likelihood of a crash.

    This problem affects the 2013 Dodge Challenger and according to the defect information report submitted by Chrysler, seven incidents that were linked to this issue have been identified. It is unclear if the issue had caused any injuries.

    The report also explained, Some vehicles may experience an electrical short circuit between the Starter Motor B+ cable assembly electrical terminal and the Starter Solenoid. This condition may cause a vehicle fire without warning. All seven vehicles that experienced the electrical short circuit were manufactured at the assembly plant in Brampton.

    This issue stems from the electro-hydraulic power steering (EHPS) used by the 2011 to 2014 models of the Dodge Challenger and Dodge Charger. According to the safety compliance report, vehicles using this EHPS may experience an alternator diode thermal fatigue failure due to cyclical loads induced by EHPS.

    Moreover, the report also explained, Depending on the failure mode and timing, system voltage may drop to critical levels, disabling systems such as the Antilock Brake System/Electronic Stability Control, Engine Control Module/Central Body Controller or result in a loss of vehicle power.

    This issue affects several Chevy models including the 2020 Camaro. Because of this, a fuel leak may occur, and this may become an ignition source that could start a fire.

    According to Chevrolets safety recall information, The supplier of fuel pumps for these vehicles may have failed to install a component that regulates pressure within the pump. This can result in over-pressurization leading to a crack in certain welds in the pump. If the welds crack, fuel could leak from the pump. To fix the issue, the cars high-pressure fuel pump would be replaced.
