A MORAY Councillor wants people thinking of moving to Forres to recognise the local property conservation rules.

George Alexander (Forres, Independent) raised the issue during his last round-up at Forres Community Council and called for anyone already living in the designated town centre area to be aware of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997.

He said: "The conservation area in Forres needs to be highlighted due to the effect it can have on any development ambitions. I would have to give careful consideration to the rules applied to any conservation area before I would consider buying a property in any such area."

Planning controls are stronger in designated conservation areas and the legislation is complex. Listed building consent is required for demolition of structures. Demolition of listed buildings in a conservation area is unlikely to be granted without proposals for replacements or building redevelopment. Where a structure makes a positive contribution to the character or appearance of a conservation area or is listed, the local authority is unlikely to give permission for its demolition.

The limits of permitted development - those not requiring planning permission - within conservation areas are lower to protect the character and appearance of the area. Minor works such as window and door replacement, external painting and stone cleaning, erection of fences, gates and porches, and extensions require planning permission.

Work which requires planning permission must be of a high standard appropriate to its surroundings. Planning legislation requires Moray Council to consider whether the proposed development preserves or enhances the special character of the conservation area. Work to buildings will be expected to use traditional materials. New design must acknowledge its special context in terms of its scale, form, siting, alignment, materials and landscaping.

In a designated conservation area, it is an offence for any person to cut, lop, top, uproot, wilfully damage or destroy any tree, unless six weeks notice has been given to the councils planning. The owner of the tree must submit a tree work notice application and await written consent, giving the council time to consider making a tree preservation order for trees which are seen as giving amenity value to the community.

In 2013, Moray Council accepted the Forres Conservation Area Character Appraisal and Management Plan, commissioned jointly by the Forres Conservation Area Working Group.

At the time, the team's leader, charted architect and heritage consultant Andrew Wright, said: "Management plans give valuable assistance to owners over the care of their properties and on how to avoid undertaking repairs that are damaging to the fabric of traditional buildings in the longer term.

"Advice is given on how to extend properties sensitively without harming those distinctive characteristics that make a historic burgh such as Forres so special, and appreciated by those who visit."

Cllr Alexander still appreciates the documents used by the local authority but also advocates common sense when considering planning applications.

He said: "I recognise the value of conservation of our built heritage and I am part of the council that agreed the present rules. However, I do think that there are occasions where there needs to be some flexibility in their application.

"The main issue that I have come across is that of window replacement. There have been a number of cases where planners have insisted on wooden sash windows whereas the applicant has wished to replace with PVC windows. Some applicants have even gone so far as to ignore the planning regulations and this has resulted in an order being put in place to have the PVC windows removed."

He added: "There have been many cases of development being permitted on properties within a conservation area but it is important that applicants discuss with planning officers first before charging ahead with changes."

And just like The Voice, the show will feature different rounds where they sing in a group, go head-to-head on the same song, and even have to sing random songs with no set lyrics.

A source said: ITV has always done singing shows and done them well, and with no X Factor on this year they are looking at new formats to fill the gap.

Theyve started casting for Celebrity Karaoke Club but youd need to be a brave star to have a go.

So just like on a night out, if you think someone has had too much to drink and probably should step away from the mic, you can get rid of them.

The show, currently being prepared for ITV2, will start shooting at the end of July and bosses are hoping to get it on screen in September.

The show does sound similar to The X Factor: Celebrity, which aired last year with contestants including Martin Bashir, Vinnie Jones and a Love Island supergroup.

Emerging retail emporium Hammonds of Hull remains on course to open in 2020.

Further investment from the owner, Redefine Paragon Square Hull Ltd, has allowed a new roof and replacement of the staggering 472 windows to be commissioned, with work expected to begin within a fortnight.

The prominent former House of Fraser will feature the Artisan Food Hall and Club HoH, bringing 60,000 sq ft of space for independent operators across the dining, grocery, fashion, convenience retail, entertainment and leisure sectors.

Next month will see expressions of interest taken.

Inside the iconic city location a huge atrium is being created to open up the historic building so visitors can see its vast scale.

Floors that have been disused for years will be brought back into use, creating a modern, fully functional mixed-use building, with consent for serviced apartments and office space already granted. Four new lifts are also being installed, along with new mechanical and electrical plants to each floor.

Jeremy Seymour, project lead for Hammonds of Hull, said: Firstly, wed like to thank the owner for the undoubted resolve and commitment theyve shown through these most challenging times.

We are tremendously excited to support the launch of the Artisan and Club HoH brands that will occupy the ground and basement floors, which are now fully integrated with additional stairwells and openings.

(June 25, 2020) The Worcester County Board of Education on Tuesday, June 16, approved its $116.2 million operating budget for the 2021 fiscal year.

Of that total, $95.2 million is from the Worcester County Commissioners, for an increase in local spending of $2.8 million

Of that increase, $633,000 is allocated for one-time capital projects.

The funding for one-time capital projects is divided into $283,000 for schematic and design development fees for Stephen Decatur Middle School, $200,000 for additional HVAC unit replacements and $150,000 for central office improvements.

The other nearly $20 million came from the state, and the remaining $792,463 came from other revenue sources.

In addition to the increase in unrestricted funding, Worcester County approved $50,000 in local restricted grant funding to continue the Pocomoke Middle School Afterschool Program.

Toward expenditure increases, the 2021 fiscal year budget includes $468,104 for new positions.

They are being funded by health insurance savings that have been recognized this year, said Chief Financial Officer Vince Tolbert. Theres two behavioral health workers the need for mental health in our school systems continue to increase, and were adding these two behavioral health workers to help address that need.

Showell Elementary will add an art teacher, a guidance counselor, a 10-month secretary, a part-time nurse and two more custodians.

The budget includes salary increases, totaling $2.4 million, and $59,816 will go to employee pension costs.

Tolbert added that there is a $200,000 funding increase for tuition reimbursements and $150,000 will be used for technology upgrades.

Another $1,500 will go toward SkillsUSA program.

During the meeting, the school board approved an updated bus contract, which involves the following increases: a 2 percent increase in hourly, mileage and PVA rates, $32,000 for contractors purchasing new buses and $200,000 for support increased transportation costs.

Bottle rockets. Firecrackers. Roman candles.

Such fireworks are synonymous with the Fourth of July. But it's against the law to light them without a permit in Oregon, and scofflaws can face sizeable fines.

With July 4th less than two weeks away and firework retail sales season now open here's how Oregonians can have a safe and legal blast on America's birthday:

Illegal fireworks

Unless you have a permit, popular displays such as bottle rockets, firecrackers and Roman candles are against Oregon law, according to the state fire marshal's office.

The office says that without a permit, Oregon law prohibits the possession, sale or use of any firework that explodes, flies into the air or travels more than 12 feet horizontally on the ground.

All of us share the responsibility to use only Oregon consumer legal fireworks and use them carefully, State Fire Marshal Jim Walker said in a statement. Please also consider your neighbors and their pets before deciding on when and where you choose to light legal fireworks.

Selling or using fireworks is illegal in Vancouver, and they may be used only on July 4 in unincorporated Clark County. Anyone celebrating the Fourth elsewhere in Washington should check local fireworks policies.

So what fireworks are legal in Oregon? Not many.

Sparklers, smoke devices and fountains are a good place to start. Wheels and ground spinners are OK, too.

And if you happen to enjoy those little poppers that make loud noises when you throw them on the ground, theyre perfectly legal, as well.

Use common sense and keep a close eye on kids who are using fireworks.

Areas where fireworks are forbidden include federal and state forestlands, as well as Oregon state beaches, parks and campgrounds.

So if you're planning to celebrate with a camping trip or visit to the beach, it's probably best to leave the fireworks behind.

When in doubt, check with local authorities to see what fire restrictions are in your area.

Penalties

We'll let the fire marshal's office take this one:

"Officials may seize illegal fireworks and charge offenders with a class B misdemeanor, which could result in a fine of up to $2,500 per violation and a civil penalty of up to $500. Those who misuse fireworks or allow fireworks to cause damage are liable and may be required to pay fire suppression costs or other damage. Parents are also liable for fireworks damage caused by their children."

Theyre illegal, too. Fireworks used in Oregon must be bought here and from permitted retail fireworks outlets.

Fires

Fireworks can spark wildland blazes, as evidenced by the 2017 Eagle Creek fire a nearly 49,000-acre wildfiresparked by a teen recklessly tossing a firecrackerin the Columbia River Gorge.

The fire marshals office says 1,173 fireworks-related fires were reported by local fire agencies in Oregon during the five years ending with 2019. Those blazes resulted in over $4.9 million in property loss and contents damage.

Blazes caused by fireworks reported by those fire agencies also resulted in one death and 36 injuries during the same time period, the fire marshals office said.

Those figures dont include fires on federal or Oregon Department of Forestry land, for example, according to the fire marshals office.

Starting in July, risks for wildfire in many parts of Oregon will be high, Walker said. Fireworks can also start structural fires that threaten lives and property, as we have seen in past years.

Authorities have predicted much of Oregon will haveabove-normal wildfire potentialin July, August and September.

Pets

Your pup probably hates the Fourth of July.

The booms, blasts and lights that humans enjoy tend to terrify our furry friends. And the heat doesn't help.

The Humane Society of the United States advises owners to keep their pets away from fireworks, ask a vet for assistance if their pets are scared by fireworks, protect pets from heatstroke and get them a collar and identification tag. (Even indoor pets should have tags in case they try to escape the noise of fireworks, according to the nonprofit.)

Public fireworks displays

The coronavirus outbreak has prompted the cancellations of popular fireworks shows including Seasides annual Fourth of July fireworks display and the Vancouver Fireworks Spectacular. PortlandsWaterfront Blues Festival, which features a fireworks display, has also been canceled.

Authorities are concerned that people may take fireworks to areas where they wouldnt normally spend their Fourth of July, given the cancellations of large holiday displays, and could start fires by lighting the fireworks, according to a fire marshals office spokesman.

It's been 50 years since Michael and Gene Eavis first opened their Worthy Farm fields to a lucky 1,000 music lovers who paid just 1 per ticket, with Marc Bolans band T Rex taking that inaugural year by storm.

Glastonbury festival has since evolved to one of the biggest in the world, with a site roughly the same size as Oxford city centre and the infrastructure to match.

Over the past 50 years, it has become a truly global event, reaching a broadcast audience of almost 21 million and attracting some of the worlds biggest stars Jay-Z, Adele, Beyonc and David Bowie. Most of them performed on the Pyramid Stage the main stage which is built around a tree Eavis great grandfather planted when he first bought the land.

The joy of Glastonbury is that you never know where it might take you you can stumble into a circus tent and learn to trapeze; you can bump into people youve not seen in years or make new friends; you can unwind at the Healing Fields and get a massage. And its these experiences that stay with you.

While this years festival was originally due to take place this weekend (25-29 June), the annual event has been cancelled due to coronavirus, along with other festivals.

And while were under no illusion that you can truly recreate the atmosphere at home, unless of course you have a 900-acre farm, if you lower your expectations just a little, theres still fun to be had.

The anniversary of an event that is so symbolic of British pop culture will not go unmarked. In lieu of fields, organisers Michael and his daughter Emily Eavis have announced a virtual line-up.

The BBC is planning a multi-platform Glastonbury Experience in light of the cancelled festival, with virtual events taking place across the five days when the event was due to go ahead.

We will never get back the lost Glastonbury the festival would have seen Taylor Swift, Diana Ross, Kendrick Lamar and Paul McCartney play sets, which is a pretty good 50th birthday line-up.

But, with a little bit of ingenuity, heres how you can recreate the festival vibes from the comfort of your own home and garden, without the risk of encountering Worthy Farms mud or loos. Really, its a VIP experience.

From speakers and garden decorations to food and drink, these are the must-haves you need to mark the occasion and make the most of the weekend.

To combine sound quality and portability, opt for a Bluetooth speaker. Not only do best ones pack a punch when it comes to sound, but if theres a speck of rain, you can take it indoors and carry on the party. The Sonos move (Argos, 399) came out best in our review of the best portable speakers.

Sonos is a powerhouse when it comes to wifi streaming audio, so its no surprise that this Bluetooth speaker offers powerful sound. Although it is portable, our reviewer noted that its also big and fairly heavy, which contributes to the perfectly crisp vocals and solid bass.

For something a little kinder to your pocket, the JBL clip 3 (Amazon, 37.95) was highly regarded, as it offers sound that exceeds what its price point or size would suggest. It also has a strong water resistance, so if the rain does come and you want to really get in the Glasto spirit, you can stay outdoors without the fear of it getting damaged.

If youre planning to watch the Glastonbury Experience line-up outside, then consider a projector for a full-screen display and immersive festival vibe.

For something portable, lightweight and affordable, theres no better option than this Toptro mini projector (Amazon, 119.99). Delivering clear images in 1080P full HD, it is also equipped with a hifi stereo system and four-way surround sound.

Another important aspect of a festivals VIP area (after nice toilets and showers) is the seating.
