Mold is a bit like gluten some people are more sensitive to it than others, and those that are sensitive can be almost religious in their avoidance.
If you have a tenant with mold sensitivities who alerts you to a mold problem, the appropriate response may not be obvious.
You may think that its your responsibility to clean it up, but many times, its not. It depends on the severity and cause of the problem.
On one hand, its impracticalto mount an expensive remediation project for a problem that may exist more in imagination than reality. On the other hand, failure to respond to a genuinely hazardous condition could result in significant discomfort for a sensitive individual, and it could also result in a lawsuit.
Mold is a controversial health issue. Savvy landlords take it seriously, but they dont overreact.
As of January 2016, there was no federal lawsetting permissible limits or tolerance standards on mold in residential building, and only six states California, Indiana, Maryland, Virginia, New Jersey and Texas had passed laws regulating mold levels in indoor environments. In Virginia, the law expressly requires the landlord to:
maintain the premises in such a condition as to prevent the accumulation of moisture and the growth of mold, and to promptly respond to any notices from a tenant as provided in subdivision.
While the other 50 states dont specifically legislatemold, theydo require the landlord to disclose potentially hazardous conditions at the time of rental, and theyalso require landlords to correct conditions that make a dwelling uninhabitable. Toxic mold is arguably one of those conditions.
Some municipalities have laws that clearly define the landlords responsibilities.
According to the Centers for Disease Control and Prevention, there may be as many as 300,000 varieties of mold on our planet, and many are benign. Some, such as Penicillium, are even beneficial.
Because they are virtually everywhere, however, it may be impossible to take a breath without inhaling some type of mold spore, and most people do so without consequence. Sensitive individuals, however, can experience respiratory irritation, aggravated asthma symptoms, headaches and other ailments, especially when certain strains are present. The two most problematic are:
Stachybotrys chartarum
Aspergillus
There is no guarantee that either of these species are growing in any particular mold colony, but testing for them would require detailed inspection with a microscope and is usually impractical. Consequently, any mold colony growing in a dark, wet place in a dwelling unit is suspect, and its difficult to claim that toxic strains are absent and that a particular colony is harmless.
Its clear that any mold that results from a plumbing or structural leak should be addressed by the landlord as part of the repair. But should a landlord feel compelled to respond to amold problem caused by unsanitary domestic habits? Probably not.
Landlords arent required to provide cleaning services, and to insist ondoing so would constitutean invasion of privacy. For example, it would be reasonable to expect a tenant to clean up a mold colony growing in a corner in which he or she habitually throws damp towels.
Between these two extremes, however, are many gray areas. For example, mold often grows inside drains that habitually clog. Aclogged drain is usually caused by what goes in the drain, not the drain itself. Or consider that moldmay grow in a poorly ventilated crawl space, but the lack of ventilation may be due to piles of stored belongings.
Here are some industry standards on the responsibility of mold remediation, but please know that each county, or Judge, might view this differently.

For example, terrace houses usually have anything from 6-14 windows. Semi-detached range from 10-20 windows. Detached houses can start small around 10 and go upwards of 30. As you can see, the costs will vary greatly.
And then the actual size of the windows themselves will influence how much the cost per window is. The bigger the window, the higher the cost. If youre upgrading your window size, you also need to incorporate any building cost for expanding the existing window spaces.

Colour choice is important. If youre happy with standard white UPVC, your costs are going to be lower. Woodgrain is more expensive but if you want the natural look this is the only way to go.
In between plain old UPVC and woodgrain there are a number of colour choices and wood colours. Some of these will be more expensive than others.
To make sure youre getting an accurate estimate, use an online calculator to fill in all your needs.
Most new windows are extremely energy efficient, with excellent insulation levels. But there are some better than others.
Energy efficient ratings for windows range from A to A+++. The more pluses, the more expensive the windows are. But while they are more expensive upfront, in the long-run you can save yourself quite a bit through energy efficient gains.
This means lower heating costs. And if the average lifespan of a window is around 25 years, thats a lot of saving.
You can use a calculator to figure out how much extra different energy efficient rated windows are.
Buying your windows and fitting them are two separate things. Youll need to include labour for actually fitting the windows in your calculations. Sometimes your supplier will also fit windows, for an extra cost.
But more often than not youll need to find a builder or other specialist window contractor to fit the windows once youve got them.
To get a good figure, try and get 3-5 estimates or quotes. This will give you a good idea of the market rate and help you make an overall cost calculation.
Now youve finally had your windows replaced, are you going to keep your old ones? Probably not. Make sure your fitters or builder are taking the windows away, otherwise you could be left with more to pay for them to be disposed of.
As mentioned above, its important to compare quotes from at least 3 installers. And make sure the quotes are based on the same number, style, and finish of window you want.
Try to stick with reputable companies. Ask friends and family for recommendations. If you dont feel confident or comfortable then have someone else present during quotations. And never feel pressured to make a decision right away.
If youre getting a quote directly from a window fitter, the quote should include all costs for your replacement windows. This includes the actual windows, fittings, labour, and extras needed such as skips or warranties.
Replacement windows can be a great addition to a house but with lots of overheads to think about getting a general calculation before starting is a good idea.

In 2016 and again in early 2018, we sent out price requests to gutter cleaners, installers and roofing firms.
We asked them how much it would cost to clean out the gutters to a typical semi-detached house with 15 metres of linear guttering.
The results surprised us becausewe saw a big difference in the prices.
Specialist gutter cleaning firms were by far the cheapest, with many quoting a price on a per metre basis.
Roofers and gutterers were much more expensive, with several firms quoting us a figure 3 times higher than our cheapest firm.
The takeaway tip is this: In addition to getting at least three quotes, we suggest you source your quotes from businesses that specialise in gutter cleaning.
Based on our research, not only are they cheaper on average, but many are smaller firms that trade below the VAT registration threshold.
That means you wont be charged a hefty 20% VAT on top of the price.
Below youll find the results of our research, the prices have been averaged and include the figures provided to us by roofers, guttering firms and specialist cleaners.

Please note as of August 1, 2018 an updated SPS 316 will go into effect. While the requirements in the 2011 NEC will be effective until Jan. 1 of 2020 for one and two family dwellings, all Electrical Exams will change to reflect the updated SPS 316 and the 2017 NEC.
Per Wis. Stats. 101.862, no person may install, repair or maintain electrical wiring unless the person is licensed as an Electrician by the Department or unless the person is enrolled as a Registered Electrician by the Department.
Per Wis. Admin. Code SPS 305.40, a person who holds a license as a licensed Journeyman Electrician or a registration as a registered Electrical Apprentice shall perform electrical wiring activities under the general supervision of a person who holds a license as a licensed Master Electrician or a registration as a Registered Master Electrician. A person who holds a license as a licensed Journeyman Electrician or a registration as a registered Electrical Apprentice may perform electrical wiring activities under the general supervision of a person who holds a license as a licensed Residential Master Electrician provided the wiring associated with dwellings, dwelling units and detached accessory buildings and structures serving the dwellings or the dwelling units, such as garages, carports, gazebos, and swimming pools.
