A project intended to spice up downtown has instead stunk it up, say some who spend time near the city's pop-up park on Curtis Street and Santa Cruz Avenue.
The pop-up park is a temporary installation of a large astroturf carpet and some lawn furniture, including brightly colored Adirondack chairs. Over the last two years, it has been rolled out downtown perpendicular to Santa Cruz Avenue previously on Chestnut Street, and now on Curtis Street. The mini-park takes up roughly an entire block and eliminates vehicle access and parking there.
Loren Dakin, whose office at 1075 Curtis St. abuts the park, has a front-row seat to observe the park's frequent desecration by people's pets.
He called the park a health hazard and told the Almanac he's seen both dogs relieve themselves and toddlers eat Cheerios off the ground at the park.
In August, he paid for tests to be conducted at the mini-park by Patriot Environmental Laboratory Services Inc., which has an office in San Jose. The tests showed elevated coliform bacteria levels at three spots on the astroturf.
E. coli, a particularly dangerous coliform bacteria, was not found. Coliform bacteria are associated with sewage or fecal contamination.
On Aug. 22, he presented the council with the test findings of the investigation. "It's a cesspool," he said.
Bill Frimel, who also works in the building at 1075 Curtis St., said that human trash and waste can also be observed at the park. He noted that in addition to public health concerns, he is frequently disturbed from his work by frustrated drivers cutting through the parking lot, new noise from kids and street performers, and transient people who spend time at the park night and day.
A smattering of other people spoke at the Aug. 22 council meeting in favor of removing the park and restoring the street to its former use.
Bob McNamara, a former councilman and mayor, told the council: "Many residents, business owners and retailers have told me the park has had a negative impact on the adjacent area. ... These are the very people in the community that you're trying to help, so you should trust their perspective."
Mr. Frimel also said the park is maintained regularly by city staff and that the astroturf was seen being power-washed on Aug. 30.
The matter has not yet been scheduled for council discussion, City Manager Alex McIntyre said Aug. 31.

Selectmen flatly rejected a proposal to add individual computer monitors to the boards desk as part of a proposed remodeling of the groups town hall meeting room.
Chairman Susan L. Moran worried the computers would isolateor appear to isolatethe board from residents in attendance. Monitors disrupt selectmens line of sight with taxpayers and potentially hurt attempts at increasing community engagement, she said.
Its not a good idea from the board of selectmens perspective to not be engaged with the audience, Ms. Moran said.
The objection arose at the boards Monday, August 28, meeting as Assistant Town Manager Peter Johnson-Staub outlined potential upgrades to the room. A working group composed of Mr. Johnson-Staub, former selectman Mary (Pat) Flynn, town information technology director Valerie OConnor, executive director and president of Falmouth Community Television Debra Rogers, and town facilities director Shardell Newton undertook the redesign effort.
Among the changes, Mr. Johnson-Staub proposed an L shaped desk rather than the oval currently used by the various municipal boards meeting in the room. The configuration allows town staff members to sit at the desk rather than a folding table, giving them a more professional look. A portion could be removed to fit in additional audience seating, he said.
A suggestion to make the desk narrower by a foot drew criticism from selectmen who worried the reduction in size would render it more difficult for committee members to review documents, particularly project design plans.
Although Mr. Johnson-Staub argued that increasingly more developers are digitizing draft plans, selectmen still preferred a deeper desk.
Selectmen also raised concerns about employing large monitors for presentations. The draft proposal called for a large screen behind the boards desk and a smaller, side monitor for audience viewing. Officials could add a rear-wall screen if necessary, said Mr. Johnson-Staub, as well as one outside the chamber and another in an audience overflow room.
Presentations, controlled from a computer installed at the speakers podium, could be displayed on the monitors, he said. The system would replace the existing projector.
Selectman Samuel H. Patterson wondered where the town seal and two flags would go if a monitor were installed behind the desk, telling the assistant town manager that those are pretty important icons to this town.
Vice chairman Megan E. English Braga asked whether laser pointers could be used during presentations. Mr. Johnson-Staub said with a monitor-based system, the presenter would use a computer cursor to highlight important items on the display screens.
Selectmen noted that during particularly popular meetings, the rear of the chamber becomes standing room only, potentially blocking off view of any monitor placed along that wall.
Mr. Johnson-Staub admitted that audience members bumping into the screens could be a potential problem.
In all, the renovations are estimated to cost between $35,000 and $53,000, depending on the choice of materials and equipment. Mr. Johnson-Staub said more than $20,000 from cable franchise fees and $42,040 from an agreement with Comcast would cover the cost.
More than $130,000 from the cable account would pay for upgrades to the cameras and audio equipmentused by FCTV to record and broadcast meetingsinstalled in the room, he said.
After acknowledging the amount of work leading up to the draft, Ms. Moran suggested Mr. Johnson-Staub phase in the alterations. Ms. English Braga also asked that reactions be solicited from the other boards that use the room for meetings.

CatNap from the Heart in La Grange Park, a nonprofit animal shelter that specializes in the adoption of cats, birds and small mammals, celebrated its 20th anniversary Saturday. The shelter recently completed a remodeling project as well, adding a surgery and recovery room so that it can do low-cost spay and neuter services not only for the shelter, but also for the general public and other rescues.

You may need to prepare your system for winter to avoid damaging or breaking pipes and connections. In temperate and warm regions, you may get away with simply covering above-ground piping with insulation (in these climates, the ground doesn't get cold enough to freeze). For colder climates, this winterization process can be a DIY job, but especially for larger landscapes, it might be beneficial to hire a professional.
To ensure your system is properly protected check with owner's manual or with the manufacturer for best practices.
To Winterize:
1. Check to see if your system has auto-drain valves. If so, simply turn off water supply, open valves and allow excess water to drain from the system. This one step is sufficient to winterize underground irrigation systems with auto-drain.
2. If you have manual drains you will need to use an air compressor with pressure between 50-100 PSI. Small air compressor with lower PSI will not be able to clear water from your system.
3. Open valve manifolds to allow any remaining water to drain.
4. Hook air compressor and run air through each the zone in your system until you've cleared all zones of water.
5. Be sure to remember to turn off timer to avoid additional water from entering the system.

The city of Phoenix plans to spend $2.5 million on partial repairs for Burton Barr Central Library. The library sustained significant damage during a monsoon storm on July 15.
Designed by Phoenix architect Will Bruder, the five-story library opened in 1995. Its the flagship for the Phoenix Public Library system, which includes 16 additional branches.
Corrosive pipes in the sprinkler system led to flooding on all five floors, according to an August 17 report prepared by Illinois-based engineering consulting firm Wiss, Janney, and Elstner Associates, Inc.
Previous maintenance reports indicated there were problems with the fifth-floor fire sprinkler system that could result in library flooding. The city is currently investigating why those were never fixed, saysCity Manager Ed Zuercher.
The council approved $2.5 million for repairs on August 30. Those funds will cover repairs on the first through fourth floors, for items such as drywall, flooring, ceilings, and painting.
Its just the first step in fixing library damage.
Full repairs will likely run between $6 and $8 million, which includes replacing the roof and fifth-floor sprinkler system. The library plans to reopen in June 2018. Library officials have not indicated whether it might be possible to open with four floors in working order, before fifth-floor repairs are completed.
The $2.5 million project was awarded to Brycon Construction, which is already contracted to provide work for the city. Job orders over $2 million require City Council approval.
The city chose a current contractor rather than opening the process to competitive bids, citing the need to work expeditiously to get the library reopened for the public. Its expected the work will take eight months to complete.
The City has not announced specific plans for repairs on the fifth floor, or replacing more than 7,200 books that were a total loss. Nor has it announced how much of the tab insurance will cover, or how it plans to pay for fixes that aren't covered.
It estimates that replacing the roof will cost $1.1 to $1.7 million, and take four to five months. Replacing the fifth-floor sprinkler system will likely cost $600,000 to $700,000 and take five to six months.
Library patrons are being directed to other Phoenix Public Library branches, where Burton Barr has shifted most of its staff and programs. The four branches located closest to Burton Barr will add Sunday hours starting September 10. Those branches are Harmon, Yucca, Ocotillo, and Century.
The library is exploring other ways to serve customers impacted by the temporary Burton Barr closure, including library pop-ups at various community venues.

The Cabot Performing Arts Center, a nearly 100-year-old historic theatre and live music venue in Beverly, is beginning the second phase of a major renovation project.
The Cabot's executive director, Casey Soward, has just announced that, following a previously disclosed $225,000 grant from the Massachusetts Cultural Council and a $50,000 grant from the Amelia Peabody Charitable Fund, the Beverly venue has now received full funding (an additional $1.425 million from various individual donors) for the replacement of its obsolete and poorly functioning heating, ventilation and air conditioning system.
The existing system is a combination of both originally installed elements along with other components that date back to the 1960s.
In addition, The Cabot has also just about wrapped up a $450,000 attic and ceiling repair project which included the reinforcement of the wood roof trusses with wood and metal to accept the new HVAC system and installation of new insulation for better energy performance and protection of The Cabot's sprinkler system. In order to do this work, the contractors had to build new work platforms, safety railings and a new roof hatch.
"And finally, The Cabot will also be completely renovating its new street side bar, which runs alongside the sidewalk on Cabot Street," said Soward. "The space has had a variety of uses in the past, including as a soda fountain in the 1950s and as a hunting and fishing shop in the 1970s. This chic new space with brick walls and a wheelchair accessible bathroom is expected to be finished in time for New Year's Eve."
Work on these major renovation projects is being handled by Windover Construction. The project is expected to be finished by early 2018 and with the exception of the first three weeks of January, The Cabot will remain open and presenting its full lineup of concerts, films and special events throughout the renovation process.
Board member Thaddeus S. Siemasko, AIA, founder of Siemasko + Verbridge, a leading architecture and interior design firm on the North Shore, and a frequent volunteer in organizations seeking to improve life in the City of Beverly, is overseeing all of the renovations. Siemasko is also one of the people who greatly supported the initial revival and saving of The Cabot.
"We are ecstatic to see these extensive renovations moving forward," said Soward. "We are entering the most exciting time in our young history as an organization, and I am beginning to feel like I'm not only directing a theater and its programming alongside running a non-profit organization, but also managing a massive construction project ... Fortunately however, we have an amazing team working with us. Leading the project for The Cabot are Thad Siemasko of Siemasko + Verbridge as well as Darren Blythe from Blythe Consulting Group; both are Beverly residents. These two men have invaluable skills and knowledge."
Established in 1920, The Cabot is a rare survivor. It's one of the few remaining historic movie and vaudeville palaces of yesteryear that have largely disappeared from the American cultural landscape.
The Cabot of the 21st century will be renovated and revitalized to provide a rich variety of high-quality entertainment year-round with modern amenities that will enhance the audience experience in the beautiful theater.
