MAR LIN On Monday night, the board of directors of Schuylkill County Area Vocational-Technical School took a step toward replacing the roofs of the Schuylkill Technology Center buildings in Frackville and Mar Lin.
The board devised a formula to determine how much each of the 12 school districts in Schuylkill County will put into the project thats expected to cost more than $3.1 million. The board approved a motion to send the recommendation to school boards for approval.
The plan is based on 66.667 percent of a districts market value and 33.333 percent of student enrollment budget at STC, Brian A. Manning, business manager at Schuylkill IU 29, said.
With the formula, school districts would contribute the following amounts:
Blue Mountain, $605,655.26
Mahanoy Area, $139,683.89
Minersville Area, $194,465.34
North Schuylkill, $279,929.50
Pine Grove Area, $319,583.87
Pottsville Area, $400,901.79
Saint Clair Area, $137,956.02
Schuylkill Haven Area, $218,672.81
Shenandoah Valley, $120,135.28
Tamaqua Area, $421,052.15
Tri-Valley, $178,640.47
Williams Valley, $136,986.61
Its a middle ground, Manning said.
Previously, the board members discussed a formula of 75 percent market value and 25 percent STC budget enrollment, and 50 percent market value and 50 percent STC budget enrollment.
I spoke to almost all of my board members. They are receptive to a split of 66/33. They feel they didnt want to budge from 50/50, but they do see the need, Mary Jo Moss of Blue Mountain said.
Can we move forward on this tonight? Charles Chaz Hepler of North Schuylkill asked.
What were suggesting tonight, I believe, is that this board approve a recommendation to go out to the districts, James Caravan, solicitor for the STC board, said.
If all districts agree on the formula, the STC board can seek a contractor, Manning said. If they dont, discussions about the formula will continue.
Hepler made the motion to send out the boards recommendation. It was seconded by Larry A. Wittig of Tamaqua Area and carried unanimously in a roll call vote by board members present.
The others present were board President Scott Jacoby of Schuylkill Haven Area and members Helene Creasy of Shenandoah Valley, Roger Heidlebaugh of Tri-Valley, John Mika of Williams Valley, Gretchen Ulmer of Minersville Area, Jay Hanley of Mahanoy Area, Scott Thomas of Pottsville Area and Michael Holobetz of Saint Clair Area. David Frew of Pine Grove Area was absent.
Manning estimated the cost to replace roofs at STC-North, Frackville, and STC-South, Mar Lin, to be $3,153,663 and include capital repairs. The roof replacement at STC-North is estimated at $1,690,600; roof replacement at STC-South is $818,500; HVAC upgrades at both schools $539,563; and exterior masonry repairs at STC-South to be an estimated $105,000, Manning said.
In 2015, Robert McCarthy of international roofing manufacturer The Garland Company spoke to the board about the roofs. He provided an update Monday, particularly on the roof at STC-North.
He said, The roof is beyond its useful life. One of the challenges there is it doesnt drain well. Its supposed to be sloped to drains. Its a flat roof which doesnt slope. And theres quite a bit of ponding water. Its been a challenge. If it leaks in one of those areas, which it has, we get a deluge of water into the building.
In other matters, the board decided to hire CFM Commercial HVAC Inc., Orwigsburg, for emergency replacement of the HVAC system at STC-South. It will cost $83,895 and that will come from STCs budget, Manning said.
John Nabholz, facilities director at Schuylkill IU 29, made the recommendation. The system was installed in 1989 and Nabholz anticipated it would fail in the first week of the 2017-18 school year. A new unit will take eight weeks to install, he said.
Its a 30-year-old unit. Its limping. And I know darn well its going to die the first week of school. The districts are going to hear about it from parents and its going to come back on me. And if we wait until then, then that will take another eight weeks. We need to make a decision on this as soon as possible, Nabholz said.
Instead of bidding the project, the board unanimously decided to move forward Monday to hire CFM to do the work since it was considered an emergency. The project will include switching the power source from electricity to natural gas.

The Logan County Commissioners tackled two important county maintenance issues during their regular board meeting Tuesday morning, giving approval to remove and replace a boiler at the Road and Bridge Department and to re-roof a cluster of buildings at the Logan County Justice Center.
The commissioners approved an agreement with Brian Seyferth & Associates to replace the current waste oil boiler with a new gas-fired boiler at the Road and Bridge maintenance shop. Commissioner Byron Pelton said the current waste oil boiler is no longer able to meet the demands at the shop and needs to be replaced before winter.
The scope of work submitted by the engineering company includes a mechanical plan of the boiler room indicating removal and replacement of the existing boiler, piping schematics and sequence of operation for a flat fee of $2,840.
The commissioners also agreed to enter into a contract with Front Range Roofing Systems of Greeley for the installation of a Ballasted EPDM Roof System at the Logan County Justice Center. Cost of the project sits at $342,810 and will include all existing roof structure surface areas at the Justice Center, including the sheriffs's administrative offices and detention center, district and county courts, probation offices, and district attorney offices.
The work includes the removal and disposal of the existing roofing membrane to the existing insulation; installation of inch coverboard and ballast .060 mil Black EPDM, re-using the existing ballast; installation of all wood and sheet metal as required by warranty; and providing the manufacturer's 15 year warranty upon completion of the project. Work on the nearly 58,700 square foot re-roofing project will begin Aug. 28 and must be completed by Nov. 15 according to the contract.
In other county business, the commissioners received one bid from McAtee Construction in Sterling for the 2017 Overlay Program. McAtee's bid of $83 per ton was referred to the Road and Bridge Department for further review.
The overlay project will affect six county roads: C.R. 25 between C.R. 4 and Propst Ranch (Merino Bridges) for 1.6 miles; C.R. 46 between C.R. 43 (Padroni Railroad Tracks) and Highway 113 for 3 miles; C.R. 31 between C.R. 8 north to C.R. 310 for 0.5 miles; C.R. 310 from C.R. 31 east to Highway 63 for 2 miles; C.R. 37.5 between C.R. 37.5 (South Corner) and C.R. 32 for 0.5 miles; and C.R. 32 from C.R. 37.5 east to C.R. 39 for 1.2 miles. No start date was given for the work; however all work on the overlay project is scheduled to be completed by Sept. 30.
The commissioners opened and approved one bid for the sale of the county's 2010 Model 2906 Super Single Tire Shear machine. The bid for the machine came from All Tread, LLC in the amount of $7,000.
One subdivision exemption was approved during the meeting. Michael M. and Dorris K. Roelle received approval to create a 20.04-acre parcel from a 232- acre parcel in Peetz. The request will allow the owners to sell the 20.04 acre plot located east of Highway 113 to Peetz Farmer's Co-op for business expansion.
James Horner received county approval for the final plat on Horner Minor Subdivision located at 11632 County Road 37. The plat will create a three lot minor subdivision from a 35.34 acre plot. The subdivision will consist of Lot 1, containing 16.29 acres, Lot 2, containing 18.22 acres and Lot 3, containing 0.83 acres.
The next business meeting for the commissioners will be Tuesday, July 18, at 9 a.m. at the Logan County Courthouse. The commissioners' work sessions, which follow the business meeting, have been moved from 10 a.m. to 9:30 a.m.

Here at Ceilume, we've got ceiling panels on the brain. We can't go into a building of any kind without saying "Hello" (we're nothing if not polite) and then looking up. The things we see are amazing - both good and... well... beyond bad!
Throughout history, the ceiling has been everything from an inspiring design element to an afterthought. It has been home to some of the world's greatest works of art and architecture, but, more frequently, to plain sheetrock and clusters of cobwebs. Have you looked uplately? If so, you are much more likely to encounter the latter than the former, and you don't need a ladder to see either (sorry, I couldn't resist!).
The late 1800's and early 1900's saw widespread use of decorative stamped metal ceiling tiles - a great alternative to the fancy plasterwork of the day (which was expensive and tended to fall on people). As a result, ceilings for the common folk came into their own, and theywere really something to see. Many such ornate metal ceilings still exist in buildings of a certain age, so be sure to keep an eye out for them. A slight rabbit trail: the town of Silverton, Colorado is absolutely full of historic metal ceiling tiles. Taking the narrow gaugerailroad there and back from Durango is also a blast, and highly recommended.
Unfortunately, for the second half of the last century, designers and builders mostly turned their attention away from ceilings, and a long "blah" period ensued. The ceiling had become a mere footnote to the design process; a place to hang lighting and collect dust.
Beginning in the 1950's, there was a significant rise in the use of suspended ceiling panels, both in commercial spaces and homes (see "blah" period, above), and it was actually this long dearth of design that precipitated today's ceiling renaissance. As new people occupiedthese spaces, they were greeted with old, stained and broken tiles that need replacing, or with plain lay-in ceilings that were just plain ugly. With the dawn of the new century came a new awareness of that previously overlooked space overhead, and a renewed appreciation forthe possibilities to be explored there.
No longer content with plain mineral fiber ceiling panels or flat drywall, designers, architects, businesses, and homeowners demanded something more and those of us in the ceiling industry responded. An extraordinary number of ceiling choices are now available: stamped metaltiles (commonly called "tin", though they were never actually made of tin), glue up plastic tiles, and vinyl drop ceiling panels in beautiful finishes and colors. There truly is a ceiling treatment to fit every taste, every space, and every budget, and that's a good thing.
All of us deserve to spend our lives under ceilings we can look up to, and now we can!

Community Impact Newspaper has learned thatThe Westin Austin Downtown hotel and The Nook Amphitheater have reached a settlement in alawsuit over loud music the hotel claimed was a nuisance to its customers. The hotel sued the club for $1 million in damages late last year for disturbances attributed to the Sixth Street nightclubs loud music.
According to emails obtained by Community Impact Newspaper, the two sides reached an agreement that has the Westin Hotel, 310 E. Fifth St., Austin, paying for sound mitigation technology and its installation inside the nightclub, located at 309 E. Sixth St. Eric Taube, attorney for the Westin, confirmed the settlement but said the details were confidential and declined to comment further.
The JBN Sound Ceiling was developed in Sweden in the 1980s. It is a speaker system installed on a ceiling that send sound waves straight down and allow for minimal noise bleed. Christopher Neely
If the details of the settlement are correct, the solution would align with the Agent of Change Principle, outlined in Mayor Steve Adlers Music and Creative Ecosystem Omnibus Resolution. The resolution sought recommendations and policy solutions to questions raised by Austins creative community on how it will fit into the citys rapidly growing landscape.
The Agent of Change Principle states that the burden of sound mitigation is placed on the party that arrives in a location second or later. If a hotel or home is slated to be built next to a live music venue and loud music poses a problem, that hotel or homeowner is deemed responsible for providing sound mitigation.
On the other hand, if a live music venue wants to set up shop in a neighborhood where neighbors may take issue with live music, the venue needs to provide the sound mitigation. In this case, The Nook was in operation first, thus the burden of sound mitigation is placed on the Westin, according to the principle.
The Nook will ostensibly be outfitted with a 96-panel JBN Sound Ceiling, which is a rectangular panel of speakers installed on the ceilingtypically over the dance floorthat sends the sound straight down, allowing for minimal bleed. The hardware will be flown over and installed over the next few weeks, according to the emails.
The technology was tested in March at an event at Brazos Hall. On the dance floor directly under the speakers, the sound was pumping at a measured 100 decibels. But 65 feet back the sound level was cut by 20 decibels, and 275 feet away the decibel level was cut in half.
An attempt to reach JR Rodriguez, The Nooks general manager, was also unsuccessful.
