    Beware of "Storm Chasers" posing as reputable roofing contractors – CBS7 News (press release)

    ODESSA -- By now you've probably received dozens of phone calls or flyers from roofing companies following last weeks hail storm.

    But do you know how to tell the difference between a legitimate company and a scammer?

    CBS 7 spoke with a local roofing company to help you make the right choice.

    They're known as "storm chasers" and they will say just about anything to get your business.

    It came and left in just thirty minutes, but believe it or not last weeks storm caused $480-million in damage throughout the city of Odessa.

    Among the laundry list of things that were destroyed were people's roofs.

    "Everybody becomes a roofer in the state of Texas when there's a hail storm," said Dennis Wiebe, an adjuster with Trademark Builders in Odessa.

    Wiebe has been in the business for over 20 years and has had too many cases to count of people getting scammed by so called roofing companies.

    "They offer people all kinds of different things to sell a job," Wiebe said.

    Things like paying your deductible, Wiebe says this is one red flag you need to be aware of.

    Any reputable business will be able to provide you with a valid license and proof of insurance, as well as with an address, not a post office box.

    "You should never have to give anybody money upfront, because there's people that have given the contractors money upfront and then they disappear," Wiebe explained.

    The unfortunate part of falling victim to one of these storm chasing businesses is that you won't know it until about five to 7 years down the road, when the roof starts falling apart.

    Wiebe says the best thing you can do is call your local BBB office to make sure the company is not a scammer looking to make a quick buck.

    Council eyes new budget, capital projects, MCE ordinance today – Martinez News-Gazette

    MARTINEZ, Calif. Martinez City Council will face a full agenda today as it reviews and votes on the 2017-19 city budget, the list of capital projects it hopes to complete through 2022 and the adoption of an ordinance that would allow Martinez to join Marin Clean Energy, a community choice aggregation program.

    The new two-year budget calls for fund totals of $58,447,640 in the combined city accounts in Fiscal Year 2017-18 and $51 million in Fiscal Year 2018-19.

    The largest fund is the citys operations or General Fund, with $23,055,400 the first year and $22,843,000 the next year.

    In the 2017-18 fiscal year, enterprise funds would account for a quarter of the total, with $14,339,600; capital projects account for 23 percent of the budget, or $13,255,470; special revenue funds, at 8 percent of the budget, or $4,497,070; internal service funds, at 3 percent, are expected to be $2,038,800; and debt service, 2 percent, would have $1,261,300.

    The next year, enterprise funds for ongoing projects that are supposed to be self-sustaining or show a profit rises to 31 percent, or $15,872,000; special revenue funds, 10 percent, or $5,240,700; capital projects, 8 percent, or $3,875,000; internal service funds, 4 percent, or $1,884,400; and debt service, 3 percent, or $1,284,900.

    City Manager Brad Kilger said employees made a few adjustments to the budget since May, modifying the dispatch supervisor salary range; adding the Ward Street Undergrounding Project, to be underwritten by a grant, to capital improvements; and changing the classification of the Water System In-Lieu Tax to that of an interfund transfer rather than tax revenue.

    The budget includes approved position additions and changes, including the hiring of a community and economic development director and economic development coordinator, more human resources employees, and changing the assistant to the city manager position t o deputy director of administrative services.

    Dispatcher descriptions and salary ranges were made more flexible, and other employee positions and salary rates were updated.

    Other changes involve how the City Council might discuss midterm amendments.

    City Engineer Tim Tucker has submitted the five-year capital improvement program (CIP). As is the citys custom, the Council allocates funding for the first two fiscal years of the program as part of its budgtet process and updates its list of projects every two years as well.

    A five-year CIP enables the city to plan ahead for needed major capital projects, even when funding is not yet available, Tucker wrote in his report.

    This latest edition is a mix of new construction, building rehabilitation and streets and water system projects.

    The list, up for approval today, will be sent to the Contra Costa Transportation Authority to comply with the Measure J Growth Management Program so Martinez can receive some of that measures money, Tucker said.

    The five-year list has been approved by both the Franchise and Infrastructure subcommittees.

    Among the routine maintenance projects on the list are annual curb ramp work and sidewalk repair,.

    Martinez offers optional removal and disposing of damaged sidewalks, and that fund has a balance of $5,050, Tucker said.

    Also among the routine work are annual storm drain and creek channel maintenance, as well as a one-time repair projects to address damage from storms this past winter.

    Pavement management repairs will be done throughout the city, in Rolling Hills, Morello Heights Drive and St. Mary Street. Design work will be started before the next fiscal years street work will be done.

    A 6-8 foot wide asphalt trail spur will be built along the western side of Reliez Valley Road from Blueridge Drive to Corte Poquita and flashing radar speed signs will be installed on the northbound curve and near Sage Drive. The combined project is being underwritten by another grant.

    The Ward Street undergrounding project would put utility lines underground between Main Street and Greene Street. This is needed to be done before a prospective Transportation for Livable Communities Grant Project can be started.

    Realignment of Pacheco Boulevard also will be started, and grand money will be used to repair pavement on Green and Brown streets. More pavement work will be done on Escobar, Ward, Las Juntas, Alhambra and Court streets.

    Examination of some streets will be made so the city can apply for grand money that would underwrite their improvements. Several bus stops also will be improved, too.

    Routine storm damage repairs and debris removal also are on the list, as is replacement of a failed culvert at Linton Terrace. Air conditioning and second-story windows need to be replaced at City Hall

    The John Muir Amphitheater, Historic Train Depot, Campbell Theater and Community/Cultural Center will be examined for inclusion in the 2018-19 budget, as will ways to address increased use of the citys sports fields.

    Among the Measure H park bond projects are the renovation of Waterfront Park, Golden Hills anPark and Highland Park, upgraded paths and picnic areas in John Muir Park and Alhambra Park, and renovation of ballfields at either Morello Park or Hidden Lakes or both.

    One of the enterprise funds capital improvement projects is replacement of deteriorating piping at the Webster Pump Station. St. Marys hydro-pneumatic system would be upgraded and an ozone generator needs replacing.

    The downtown area needs a parking study, since Contra Costa County is planning to build a new administration center and parking garage, and the county will help underwrite that cost. In addition, more parking meters need to be replaced with those that read credit cards.

    The citys marina area needs to be dredged. That project has been approved, although the Council needs to vote on the extent of the work and its actual budget.

    The Council will vote on an ordinance that would approve the Marin Clean Energy (MCE) Joint Powers Agreement and authorize a community choice aggregation project such as MCE for Martinez.

    This is the second time the Council has seen this ordinance, which was introduced successfully earlier this year. Once all the documentation is approved, residents and businesses will be switched automatically to MCE unless they choose to stay with PG&E. MCE will send five notices to power customers explaining the change and the procedures for opting out of receiving electricity from MCE.

    The panel will hear reports from the Martinez Chamber of Commerce and Main Street Martinez, two community organizations with which the city contracts for promotional events; distribute Martinez Police Department certificates to those who have participated in the Community Emergency Response Team training class; recognize the winners of the 2017-19 Budget Photo Contest; and present a check to College Park Grad Night.

    The Martinez City Council will meet at 7 p.m. today at Martinez City Hall, 525 Henrietta St.

    DENVER (CBS4) One company is helping out with replacement windows after a new law goes into effect that will allow strangers to break into a vehicle if a child or pet is in danger.

    In Colorado, it is illegal to leave a child unattended in a vehicle. Come August, the state plans to implement a law which would allow bystanders to break a vehicle window if a person, dog or cat were found to be in danger inside.

    That person would not be subject to any criminal prosecution.

    Mobile Glass in Colorado Springs says theyll cover the cost to replace the window in those situations.

    BPS proceeds with $1B overhaul – Boston Herald

    Boston is overhauling its school buildings with $1 billion dedicated for the next decade to upgrade, renovate or replace the aging building stock as part of its Build BPS facilities master plan.

    The 10-year plan released in March found that almost half of the districts buildings were in fair condition while more than half of the 125 schools had poor air quality.

    As part of the plan, in August, the city will launch its $13 million 21st Century Schools Fund for school leaders to tap into for short-term capital investments such as technology and new furniture.

    Current projects underway or planned for the next year include: a $9.8 million replacement of the roofs at the Dever and McCormack schools and the boilers at the Channing, Condon and Boston Latin and a 3,000-window replacement project over the summer at Community Academy, Curley, Ellis, McKay, Sumner, Tech Boston and Young Achievers for $29 million.

    By the end of 2017, construction will be done on the new $73 million Dearborn STEM 6-12 Academy. The city broke ground on a $20 million renovation of the John Eliot K-8 Innovation Upper School on Tuesday, due to be completed by the fall of 2019, with an art studio and a robotics engineering lab overlooking the Charles River.

    Havlovic names Stacyville Community Nursing Home to receive donation – Mason City Globe Gazette

    Mitchell County farmer Elaine Havlovic has won the opportunity to direct a $2,500 donation from the Americas Farmers Grow Communities program, sponsored by the Monsanto Fund, to the Stacyville Community Nursing Home (SCNH).

    SCNH will use the grant toward funding their ongoing window replacement project.

    We were thrilled to be selected for this grant, and are very thankful for Elaine Havlovics thoughtfulness in naming SCNH as the recipient, Sandy Chilson, SCMH Administrator said. The money will help us continue replacing windows in the facility. This is a multi-phase project, improving the appearance and energy efficiency in our home.

    The Grow Communities programs purpose is to make a positive impact in farm communities by partnering with farmers to support the causes that are important to them in their communities. Each year, farmers enter for a chance to win a $2,500 donation that they direct to a local nonprofit.

    KEWANEE (AP) Shafts of light stream in from dozens of cracks in the roof of the historic Ryan's Round Barn, but this isn't just any barn where time and the elements are taking their toll.

    It's a state, and national, treasure and one that's at the mercy of the state's budget battle.

    Located in Johnson-Sauk Trail State Park off state Route 78 between Annawan and Kewanee, the barn was built in 1910 by Dr. Laurence Ryan, a Henry County native who became chief surgeon at St. Anthony Hospital in Chicago.

    At 61 feet tall and 74 feet in diameter, it's the largest round barn in Illinois. Its interior has three-and-a-half levels and a central silo, four gambrel dormers spaced evenly around the edge, and a cupola at the top. Ryan wanted a place in Henry County to be a retreat for his family. He built the barn for a "new" breed of cattle he had heard about in Scotland: Black Angus.

    Ryan died in 1932, and an Annawan banker sold his farm to the state in 1968. The barn was among a number of buildings the state had slated for demolition until the Friends of Johnson Park came together to preserve it.

    In 1974, the barn was listed on the National Register of Historic Places. Ten years later, it was re-roofed with original-style wooden shingles. After more than 30 years later, the barn roof needs work again.

    Three years ago, estimates put the cost of the roof at $201,000 to $245,000, depending on whether asphalt or wooden shingles were used.The type of shingles needed "depends on who you talk to," said Steve Christian, president of Friends of Johnson Park Foundation.

    "I love barns and I love history," said Christian, now retired.

    Christian said that when state candidates campaigned in 2014, the group was told Illinois didn't have funds for the roof work. A lack of a state budget in 2015 brought the re-roofing effort to a halt, a story that's much the same today as legislators languish in a budget deadlock in Springfield.

    The barn's interior is basically sound, although the siding holds moisture from the leaking roof and has started to deteriorate. The leaks also have caused some rotting in the hay mow in the loft.

    "It creates havoc with everything that's underneath it or everything that touches it," he said.

    Christian's group explains to visitors that the barn is not a multi-side structure appearing to be round. Instead, the structure was made with 16-foot lengths of pine soaked in water and bent to shape. Even large interior beams are bent, with five one-inch boards laminated together to form the beams.

    As for why the barn is round, Christian said that while it was more expensive to build, the barn was labor-saving in the long run. One man with a pitchfork could feed 50 cattle with little movement. However, the advent of tractors and evolving farm machinery eventually made round barns obsolete, he said.

    "You can't bring a tractor in and turn it around," he says.

    While the barn may not attract crowds as large as the Lincoln Library in Springfield, Christian said the landmark "holds its own." More than 1,000 visitors go through the barn tours each year.

    "We draw a pretty good size crowd here, and we have people from all over the world," he said. On June 3, that crowd included visitors from California and Puerto Rico.

    The barn also could use new paint. A 2004 estimate put the cost of that at $3,200, a price that's only gone up since then. The Friends have set aside money from tour fees to repaint the barn this summer, but they worry even that project might not happen. They still need approval from the Illinois Department of Natural Resources, and haven't gotten it yet, even more bad news for the barn.

    Landmarks Illinois, a preservation non-profit group, this year named the barn as one of 10 endangered historic entities in the state. While the friends group tackles smaller barn projects, such as repairing metal flashing at dormer windows, the roof work is beyond their abilities, or their pocketbook.

    "We can handle window replacement," Christian said. "But at a $2 donation, we cannot come up with a quarter-million dollars to put a roof on.

    "Our hands are tied," he said. "We can't do anything until we get a budget."

Environmental testing has determined that there are no air quality issues or health risks posed by the encapsulated paint.

    The Fairfield Ludlowe High School Building Committee, Fairfield Health Department, CT Department of Energy and Environmental Protection and the US Environmental Protection Agency are working closely with the Town of Fairfield and its environmental consultants to determine details of the abatement plan for these areas as part of the work of the Fairfield Ludlowe High School Building Committee. Work on the Window Replacement Project is not affected by the encapsulated paint.

    To accommodate community interest in this issue, a public forum is planned on Tuesday, July 11, at 7 p.m., in the 2nd Floor Board Room, 501 Kings Highway East, Fairfield. Experts from the Fairfield Health Department and the projects environmental consulting firm will be on hand to answer questions.

    Bill Howe Plumbing, one of the largest family-owned and operated home service companies offering plumbing, restoration & flood, and heating & air conditioning in San Diego will honor the third executive to serve as President of the San Diego Plumbing-Heating-Cooling-Contractors Association. Bill Howe served in 2006-2007, followed by Tina Howe in 2013-2014, and now Human Resource Manager, Amber Baynard will be installed this Saturday for 2017-2018.

    The San Diego Plumbing-Heating-Cooling-Contractors Association is dedicated to the advancement and education of the plumbing and HVAC-R trades. The organization strengthens the industry for the health and safety of its local, and National, communities. Contractor and Affiliate members serve the mission of increasing safety within the plumbing and HVAC-R trades, as well as being a part of the legislation to increase safety regulations. The PHCC Academy, an educational non-profit section of the association, offers a four-year plumbing journeyman apprenticeship program and a two-year certification course in heating & air conditioning in San Diego.
