    What's new:The Borough Council has proposed a $20.7 million budget for 2017 that would raise municipal taxes by less than 1 percent.

    Thebudget isup $162,035, or a fraction of1percent, from last year. It is supported byatax levy of $16.36 million,up $17,059from last year.

    What it means:Themunicipaltax rate would remain $1.035per $100 of assessed valuationfor the second straight year.The owner of a home assessed at the boroughs average of $325,511 would see no changetohis or her municipal tax bill of $3,369.

    Boroughofficials saythe tax rate is staying flat, in the face of amodesttax levy increase, because theboroughs ratable base ortotal taxable valuation is going up.

    Mayor AnnSubrizisaidratablesincreased by more than $11 million over the past two years.

    There is a tremendous amount of additions and things going on in the southwest corner of town that could easilyaccount for millions of dollars, she said. We have a lot of people investing in New Milford, and our home values are increasing, so that creates a bigger ratable base.

    Referring to major projects either finished or ongoing, the mayor said, In spite of the fact that we bonded for the police station, the firehouses and [remediation of] the brook, we did it at a time when all of our other debt was paid off. Andwe were able to spread it out in a moderate fashion, at a very low interest rate.

    Theborough will receive $1.62 million instate aid this year, the same amount it received last year.

    What's next:A public hearing on the2017 budget will be Monday at 8 p.m.at Borough Hall, at930 River Road.The council is also expected to vote on adoption of the budget that night.

    Report: Saints leaning against Malcolm Butler trade – NFL.com

    Now that Malcolm Butler signed his contract tender, the New England Patriots can trade the Super Bowl XLIX hero. Bill Belichick would need the right offer to come his way if he's to give up a Pro Bowl-caliber corner playing for dirt cheap.

    It sounds like that offer might not come ahead of Thursday's draft in Philadelphia. At least it might not come from the New Orleans Saints.

    The Saints were hot after Butler early in the restricted free-agent process, even holding a visit with the corner.

    The price tag to bring Butler to New Orleans, however, could be more that Sean Payton and Co. are willing to pay.

    The MMQB's Peter King reported Monday that the Saints are leaning towards keeping their first three picks (11, 32, 42), per a source familiar with the team's thinking. Per King, the Saints believe the depth of the draft could land them several Day 1 contributors between picks 25 and 75. The Saints seem to have soured on the thought of dealing one or more high picks for Butler, and paying the corner a long-term, big-money contract.

    While flipping draft picks for an established playmaker seems like a prudent move for a franchise that has repeatedly swung and missed on defensive additions, the Saints appear to value those selections more highly at this stage.

    New Orleans owns two first-round picks (11, 32), a high second-rounder (42) and two third-round picks (76, 103). In a draft deep at defensive back, and the Saints needing playmakers at every level to improve a limp defense, sinking multiple assets to acquire Butler doesn't seem as sexy as a few months ago.

    There is still a chance before the draft that the Saints or another club swoops in and offers Belichick a bounty for a player who seems to have an expiration date in New England. If no offer comes, the Patriots will simply head into 2017 with two Pro Bowl-caliber corners as they seek a sixth Super Bowl trophy. Throne of Ease, indeed.

    Climate change predicted for new hospital – Whidbey News-Times (subscription)

    Climate change is coming to WhidbeyHealth Medical Center.

    An innovative heating and cooling system being installed at its $50 million new addition could turn the facility into one of the most energy-efficient hospitals in the country.

    Known as a variable refrigerant flow (VRF) system, it will respond quickly when patients want their rooms warmer or cooler and it could cut energy use and bills in half.

    Comparing it to conventional systems, Im told with the VRF system the energy savings is 50 percent, said George Senerth, executive director of facilities for the healthcare system.

    Cutting back on its heating and cooling bills means less demand for electricity, and ultimately less burning of fossil fuels.

    This is very unique for the West Coast. Its energy efficient but not with high cost, says Don Iverson, mechanical engineer at Coffman Engineers, Inc., a consultant on the project. Youre not creating a very high construction cost to get energy efficiency.

    WhidbeyHealth Medical Centers new 39-patient room addition, designed by HDR Architecture, is expected to open by summer. The hospitals contractor is Andersen Construction.

    Construction is about 82 percent complete, Senerth said.

    Seattle-based Coffman Engineers suggested using the VFR system as a way to reduce electric bills and more efficiently provide climate control. The Coupeville-based hospital depends on propane and electricity for heating and cooling, which are more expensive than natural gas.

    Hospitals may heal people, but they tend to be unhealthy for the environment.

    Thats because most hospitals rely on a traditional reheat system that blows cold air into hundreds of rooms at the same time from a large, centrally-located ventilation system.

    The air is delivered cold because some interior rooms need cooling. Rooms that dont need cooling have individual heating coils that heat the cooled air back up to room temperature.

    As much as 40 percent of all energy consumed by a hospital is used for reheating, Iverson says.

    Instead of blowing air continuously throughout a building using a standard compressor, VFR systems use variable speed compressors and technology that sense when a room needs to be cooled or heated.

    With variable refrigerant flow technology, it spreads out the control of the system into a zoned basis, Iverson explained. Heating coils are controlled by the room, not the central system.

    Thermostats exist in patient rooms now, Senerth said, but theyre inefficient.

    Our system is so old that if a patient turns it down to 68 degrees from 74 degrees, it will take awhile, he said.

    The VFR system recovers heat from where its not needed and redirects it. It also senses when a rooms temperature rises as more people gather, such as in a conference room. It adjusts accordingly.

    Whidbeys addition is designed with two long corridors with windows facing south and north. Although built as a two-story addition, only one floor is being used for patients.

    We have north-facing patient rooms and south-facing patient rooms, Iverson said. We need to cool the south facing and we need to heat north facing. This system is ideal for that.

    The VRF concept was developed in Japan decades ago and caught on in Europe long before it came to the United States.

    Its been installed in mid-size buildings throughout the country, but WhidbeyHealth is the first health care facility to install it large-scale for a patient wing.

    Students with the University of Washingtons Integrated Design Lab are tracking the project to gauge energy savings. It could qualify for a maximum rebate from Puget Sound Energy, which requires a 25 percent reduction in energy usage.

    It will reduce the load of electricity needed from Puget Sound Energy and it will save them coal, Iverson said.

    Another plus is that patients will breathe air thats only been recirculated from their own rooms and not the entire building as is done with conventional systems, Iverson explained.

    In addition to projected energy savings, the WhidbeyHealth addition is designed to reduce water usage with low flow plumbing fixtures and less irrigation, said Annette Himelick with HDR Architecture.

    A courtyard being built as an outdoor extension of the existing cafeteria is designed with conservation in mind, Himelick added.

    The site is landscaped with 100 percent Pacific Northwest native plants, 65 percent of them native to the island. These native plants do not have the same irrigation needs that other plants require.

    Cops Warn Of Door-To-Door Roofing Scam Targeting Elderly In Middle Village – CBS New York

    NEW YORK (CBSNewYork) Con artists appear to be targeting elderly homeowners in sections of Queens.

    The suspects convince people to get roof repairs and pay in cash only later do residents learn the work is sub-standard.

    As CBS2s Dave Carlin reported, police in Middle Village posted signs warning residents of a door-to-door scam.

    I was scammed, yes I was definitely scammed, Patricia Zinza said.

    Zinza wishes she had never opened her door to the strangers she said skillfully wormed their way up to her roof.

    A young fella came to the door, knocked on the door, we looked at your roof, you need a roof repair, she said.

    She initially said no, but the men insisted.

    You gotta do it right away, you gotta do it right away, they told her.

    He said Ill settle for $4,000 and nothing less, and like a fool, I gave them a check, she said.

    Zinza is a member of the Juniper Park Civic Association, and when she told the others on her board about it, they figured she was scammed.

    Jumping in to investigate was their leader Bob Holden.

    They usually target seniors between April and August of a particular year, and its been going on for decades, he said.

    Holden had expert roofer John Dickman double-check the work done on Zinzas home. She thought she had paid for her roof to be completely sealed, but Dickman found no evidence of that.

    What these guys do is they go up, they merely spray the roof with a diluted aluminum roof coating, Dickman explained.

    Really, all it was, was silver paint, Zinza said.

    There were several numbers for the first roofer, and CBS2s Carlin tried them all, never sure if he was getting through to the right person.

    Police said sometimes, scam artists steal the identities of legitimate roofers, making them difficult to track down. They said they need neighbors to help spread the word and help them stop the scam with tips to avoid getting conned.

    The warnings posted on trees and power poles are a heads up for homeowners to ignore anyone knocking on doors offering roof repairs or other fix it jobs.

    Top offs that the workers are not legit include vehicles with out of state plates and demanding cash payments for the work.

    Another scam involves awning repairs. Con artists get money up front for the work, but never return.

    ‘Cool Roofs’ Requirement Fails to Pass Muster – Malibu Times

    City council voted Wednesday to reduce permit fees for residents wishing to install solar reflective roofing (cool roofs), unanimously deciding against a proposed ordinance that would have required the technology on new roofs in the City of Malibu.

    So-called cool roof technology is designed to reflect more sunlight and absorb less heat than a standard roof, according to a report prepared by city staff. Cool roofs can reduce a roofs surface temperature by several degrees, resulting in a reduction of heat transferred into the building below.

    Instead of enacting the requirement, council voted to give an incentive in the words of Mayor Pro Tem Skylar Peak: A nice little green carrot with a Benjamin on it, and they can use that carrot if they want.

    The idea was originally brought forward by City Council Member Laura Rosenthal in November 2016 as a green initiative modeled on a similar program in the City of Los Angeles. The motion to direct staff to write the ordinance passed unanimously in November, but since then the makeup of the council has changed and more research has been done, throwing the effectiveness of the technology into question.

    Sometimes solutions are inappropriate for our geographic region, David Brotman, former planning commissioner, said in comments before council on Wednesday. Cool roofs are least efficient in our [climate] zone.

    Brotman described research he had undertaken. His findings: Malibu tends to have low rates of air conditioning use in the summer and low rates of heating use in the winter. In other words, cool roofs may be unnecessary in the summer (since energy is not being used to cool buildings) and have adverse effects in the winter (when the sun warms homes sufficiently).

    While your hearts are in the right place, I urge you not to adopt this ordinance, Brotman continued. I know that we all are concerned about energy, but make sure you understand the technical aspect of what youre doing. Its not required here. It will not have the effect you think it will.

    Council considered the argument.

    I think its been perceived that its been a lot warmer here, Peak said. I dont think its as hot here as it is in LA or over the hill. Peak also said he was not comfortable with reflective roofs changing views for every one staring down on Malibu from the Santa Monica Mountains.

    City staff said they had done research on the technology before bringing the ordinance forward and felt it would be effective for Malibu; however, they provided the caveat that their temperature research included the entirety of the 90265 zip code including hotter areas in the hills outside Malibu city limits.

    For the 90265 zip code which we all know extends beyond our city limit the number of cooling degree days is much much larger than the number of heating degree days, Malibu Environmental Sustainability Manager Andrew Sheldon explained. Across the whole city, we are likely to save energy overall.

    While Peak and Rosenthal seemed inclined to, in Peaks words, Push the envelope when it came to environmental standards, in the end, council decided to take a less drastic step significantly reducing permitting fees for those who wish to install cool roof technology on their homes. Fees, Environmental Sustainability Director Craig George, described, vary for re-roofing permits but hover around a couple hundred dollars. He added that around 100 re-roofing permits are issued per year in the city.

    The Steaks Are High: Netflix Hits 100 Million – Madison.com

    Netflix (NASDAQ: NFLX)fell shortof its first-quarter subscriber targets, but it's off to a good start for the second quarter. CEO Reed Hastings announced on Friday afternoon that Netflix had hit 100 million members.

    Hastings chose an unusual way to reveal that his company's user base had cracked nine figures. He posted a photo of himself, enjoying a steak dinner at Denny's (NASDAQ: DENN) on Facebook (NASDAQ: FB). Hastings has a history of celebrating milestones this way.

    Hastings put out the celebratory post after the market closed on Friday, so investors will have to wait until Monday to gauge the market's reaction. It's still encouraging, even if it's odd to see the man behind the biggest S&P 500 gainer through the past four years eating alone at Denny's. The photo's caption suggests that it's the way he celebrated cracking a million members several years earlier:

    The milestone is a pretty big deal, especially since earlier in the week Netflix revealed that it closed out the first quarter with 98.75 million streaming accounts. Its earlier guidance was calling for 99 million, making this a rare miss for Netflix.

    Netflix on Monday initiated a forecast of 3.2 million net additions for the second quarter. It was 1.25 million net additions away from 100 million, and with the fifth season of House of Cards not rolling until May 30, it was easy to assume the company would crack that ceiling at some point in May.

    "Netflix's subscriber tally should cross into nine figures by early May, and you can be sure that bears will let the market know if it's mid-May and Netflix hasn't issued a press release," I wrote on Tuesday. We didn't have to wait long for this welcome surprise.

    Nabbing 1.25 million net additions in the first three weeks of the quarter is huge. Having another cult fave original on its hands -- 13 Reasons Why -- is helping, but with House of Cards on tap for next month, it's easy to wonder if Netflix is once again being conservative in its forecast for 3.2 million additions. It landed more than a million more net additions than it was forecasting in the third and fourth quarters of last year.

    Hastings has more than earned that steak dinner at Denny's. As a member of Facebook's board of directors, he's chosen the social-networking giant before as his way to break news of a major milestone. It probably won't be the last time we see him posting on Facebook from Denny's, though the path to 200 million or even 150 million will take a long time.
