    Sanger is part of an energy renovation program – HERO/PACE – praised by Supervisor Henry Perea

    Three more areas of Fresno County this week joined Sanger and four other cities when they launched the HERO Property Assessed Clean Energy (PACE) Program, which enables homeowners and commercial property owners to make energy-and water-efficiency improvements and pay them off through their property tax bill. The communities include Parlier and Selma, as well as unincorporated areas of the county.

    Fresno residents want to do the right thing when it comes to saving energy and water, and the HERO PACE program will make it easier and more affordable for homeowners to improve efficiency, said County Supervisor Henry Perea.

    The County is proud to make this service available to residents so they can afford to install the most efficient technology available when it comes time to replace that water heater or furnace.

    Sanger, Clovis, Fresno, Kingsburg and Reedley have already launched HERO. Kerman is due to launch this summer. Property owners repay the assessment over 5, 10, 15 or 20 years. Interest is tax deductible.

    Homeowners know that investing in energy and water efficiency saves money in the long run. Now most homeowners can access affordable financing to make these efficiency upgrades, said Blair McNeill, vice president of community development for Renovate America, the company that administers the HERO Program. HERO is helping homeowners realize tomorrows energy efficient future today.

    HERO now serves 10 million households in California.

    It has helped fund more than 28,000 residential efficiency projects, totaling more than $550 million in financing, according to Renovate America.

    By stimulating home renovation activity, the HERO program increases demand for contractor services. In this way, HERO has helped to create 4,700 jobs in California since beginning in earnest in Dec. 2011, according to Renovate America.

    HERO leads the industry with its proactive consumer protection policy, according to Renovate America.

    HERO requires participating contractors to undergo rigorous training aimed at ensuring customers are fully informed about the costs and benefits of the program. Funding for projects is made available to the contractor only after the homeowner has indicated full satisfaction with and completion of the project.

    West Valley Middle School athletic facilities proposal up for public comments, hearing

    YAKIMA, W ash . West Valley Middle School wants to revamp its outdoor athletic facilities, according to a notice issued Tuesday by the city of Yakima.

    The school district wants to replace the middle schools baseball diamonds and practice football fields, install a new soccer field and batting cages and remove the tennis courts. In addition, workers would pave new walkways, an existing parking lot, construct a new concessions/restroom/storage building, and replace dugouts, backstops, fencing, scoreboards, flagpole, water fountain and bleachers.

    The public is invited to provide written comments to the city planning division by April 20. The public hearing on the proposal will be at 9 a.m. May 14 at the city council chambers, 129 N. Second St. The hearing examiner will issue a decision within 10 business days.

    There are no estimates yet as to the total cost of the project. Construction is expected to start this spring and end in the summer.

    How Much Do You Really Know About Trafalgar Square?

    So you think you know Trafalgar Square? Its an easy assumption to make the iconic part of Londons landscape is as familiar as the rest of Londons civic cliches. Buttheres much more to it than Nelsons Column and pigeon-feeding tourists, as Laura Porter explains.

    The Royal Navy fought the combined forces of the French and Spanish at The Battle of Trafalgar on 21 October 1805. AdmiralLord Nelson was on HMS Victory and althoughthe Britishwon the battle he famouslydied in action,elevatinghim to hero status.

    The land was part of the Great Royal Mews and used as stables by Whitehall Palace from the 14th to the late-17th century.

    After beginning his reign following the Regency Act in 1811 (while his father, King George III, was mad), The Prince Regent wanted to make his mark on London. He instructed John Nash to plan a street from Charing Cross to Portland Place with an open public square at Charing Cross. Regent Street was completedin 1825 and the area for the public square was cleared in 1829 as part of the Charing Cross Improvement Scheme. By 1830, the square was officially named Trafalgar Square.

    Work on locating the National Gallery along the north side of the square began in 1832 and was completed in 1838. Designed by the architect William Wilkins, he also submitted plans for the whole square, but died in 1839 so new plans by Sir Charles Barry (architect of the Palace of Westminster) were approved quickly.

    This painting by James Pollard is c.1836-43. Note, the National Gallery has been built but theres no Nelsons Column yet.

    In 1838 the Nelson Memorial Committee proposed a permanent tribute to the national hero. William Railton won the design competition. Work started in 1840and was completed in 1843.

    Soaking It in in Bath

    Bath, England Yes, there really is a natural hot spring beneath the city of Bath, but soaking in the above-ground sights and sounds will leave you plenty relaxed.

    With its Georgian brick buildings and lush green hills, almost everywhere in Bath feels like a living postcard.     Bath Abbey

    A majestic landmark in the center of town, Bath Abbey is the third place of worship to occupy this site in 1,200 years. The first church, built in 757, was replaced by a cathedral soon after the Norman conquest of England in 1066. That one gave way in the 15th century to the abbey thats there today.

    Walk inside and eye the vaulted ceiling and stunning stained glass windows showing 56 scenes from Christs life. A floor plaque marks Queen Elizabeth IIs 1973 visit. Tours of the church tower are available; its just 212 steps to the top.

    Roman Baths

    You might say the Romans were the first in Western Europe to come up with the spa weekend.

    The Roman Baths date back to the year 70, with a sprawling pool of natural, hot spring water called the Great Bath located below street level. You can see the steam swirling from a terrace on the street above. People dressed in period clothing such as a Roman soldier or stone mason stand in the archways.

    The complex includes several underground spaces and displays.

    DPW halts tree removal after finding screech owl inside

    Cambridge Department of Public Works crews were taken aback when on a routine job to remove an unsafe tree, they discovered a screech owl living inside, our news partners at Wicked Local reported.

    Workers had already removed branches from the 40-year-old tree before their work was interrupted two weeks ago by the owl. Unfazed by traffic and the curious passersby, the owl has become a celebrity at the corner of Huron Avenue and Larchwood Drive.

    A photo of the white and brown owl posted on the DPWS Facebook page on March 16 has kept social media users mesmerized, and it has received 217 likes and 49 shares.

    There is life in dead trees, Patrick L. Barton wrote on the DPWs Facebook page. Bonnie Peters asked on Facebook if DPW could leave the tree up because owls use the same nesting trees year after year. However, City Arborist David Lefcourt said that the Norway Maple tree has to be removed for safety reasons and a new tree will be planted.

    I thought it was pretty cool just to see that an owl had taken a presence in the trunk there, said Lefcourt, who drove to Huron Avenue the day he heard about the owl. I wanted to go and see it for myself.

    Lefcourt said it is common for crews to hold off doing work on trees until animals have left, but he said this was the first time an owl has been spotted. In the past, squirrels, raccoons, and other birds have halted work, he said.

    Jean Rogers, chief ranger at the Water Department Fresh Pond Reservation, on the other hand, said that screech owl sightings are quite common in Cambridge.

    Weve had screech owls around the neighborhood for a long time, Rogers said.

    Weve had a screech owl on and off in a tree on Huron Avenue for six years.

    According to Rogers, Cambridge is home to several types of owls who have been nesting in the city for many years.

    North Stonington to remove trees near the Route 2-Hewitt Road intersection

    North Stonington Despite an hour-long and, at times, heated discussion, the North Stonington Board of Selectmen Tuesday night opted to allow Asplundh Tree Expert Co. to cut down six trees near Route 2 and Hewitt Road.

    First Selectman Nicholas Mullane said the trees not only block the view of drivers turning onto Route 2 from Hewitt Road, but also have been a "hazard" for decades. He said he knows of 14 people who died on the Route 2 curvein part because ofslamming into one of the trees.

    Resident Madeline Jeffery, however, objected to thequick decision to remove trees she called iconic.

    "The tree line, the aesthetics that used to be there, it's all chopped up, it doesn't exist anymore," Mullane said. "I'm sorry, but it is a safety issue, it has been a safety issue, and we can't ignore it."

    Jeffery had less of a problem with the tree removal than with the way it was initiated. When members of the Hewitt Farm Committee told Mullane of the visibility issue, he called on a tree cutting company, Stephen Holliday of Public Works andultimately on the state to resolve the issue. But, though the town marked only six trees to come down, Mullane said, the tree company marked more than 20 others, saying they would take down wires if they fell.

    "The process should not be taking place in this room with just me talking," Jeffery said. "Those trees are coming down and you know it, I know it. You can call me a tree hugger, but this goes way beyond that."

    She said the process was "not right" and that other groups, such as conservation and planning and zoning, should have been involved before a decision was made.

    "That little part of Route 2 is an icon for everything that I believe in," Jeffery said, calling for more town involvement in what occurs along the road. "I had no way of knowing that these trees were coming down until I pursued it ... this is not how I believe government should work."

    To a degree, Selectman Bob Testa agreed, saying he wished he'd been "brought into this at the beginning stages." He said he didn't learn of the issue until a March 26 email.

    But Mullane said it all "developed and evolved in the last 10 days," and Testa made a motion to proceed with the removal of the six sight-limiting trees.
