    It's a tricky time for public libraries. In addition to the constant threat of budget cuts, these time-honored cultural institutions also have to fight to stay as relevant as possible in this rapidly digitalizing world. In some cases, this might mean ramping up public access to the Internet; in others, it might mean bringing in 3-D printers for community use. And as evidenced by this fresh batch of winners in the American Institute of Architects's 2015 Library Building Awards, the design of the structures themselves certainly matters. Whether it's the exuberant renovation of a Brutalist masterpiece by Paul Rudolph or a new San Antonio library built largely of locally-made materials, each winning design tells the story of how thoughtful architecture can help the library evolve and keep up with the times.

    After a flood in 2008 severely damaged Cedar Rapids' existing public library, the city set out to build a new central library that's meets the broad needs of the 21st century. This mission translated into a more streamlined interior ("more like an Apple Store and less like the DMV") with shorter shelves that "preserve views across the building" and strategically placed staff kiosks, as well as floor-to-ceiling glass windows that wrap around the structure and engage with the street and public plaza. While the new library is 10,000 square feet larger than the original structure, it uses "less than one third of the energy consumed by the old building on a per square foot basis."

    The Brutalist library originally designed by midcentury architect Paul Rudolph some 40 years ago has been updated into an attractive new campus hub via bold and bright graphics on the interior, not to mention glazing and metal sunshades that turn it from "an 'energy monster' into a sustainable benchmark. The school estimates that the renovated library with its new addition is getting three times as many visitors as before.

    Architects showcase housing solutions for Bend

    BEND, Ore. -

    Bend 2030 and the American Institute of Architects presented a Housing Solutions Showcase in downtown Bend on Friday. Architects displayed ideas to show what more density and other solutions to our housing availability and affordability issues can look like.

    Seth Anderson, director of the AIA's Southwestern Oregon chapter, created a multi-living structure for senior living. His project is based in Texas, but as a fellow Bendite, he recommends the area needs a combination of options.

    "Townhouses and apartment-type living, and more mixed use living," he said. "Like we have some in downtown Bend, but seeing that grow wider In Bend would be great."

    R.J. Johnson from Bend 2030 says a showcase like this creates more energy and more education for the community to get involved in seeing what other housing options can be like.

    If you weren't able to make it Friday night, the architectural designs will be displayed at The Environmental Center in downtown Bend through May 31, and a slideshow of all the designs will be available later on the Bend 2030 website.

    191 Retail Round-up: A new bar, Cork-and-Pig Market, and a new Petco

    Two of Odessa's growing retail hubs will add businesses in the coming months that include a new cocktail lounge, a new version of a popular restaurant and a big-box pet store as building along the rapidly growing corridor keeps apace despite a downturn in oil and gas activity.

    Construction workers at the Parks Legado Town Center on Tuesday continued building two new additions that developer Collin Sewell said should open this summer.

    One is an expansion of Cork and Pig into an adjacent suite of the retail strip. Called Cork and Pig Market, the new restaurant will focus on take-out items such as pizza and caf-style dining.

    The restaurant, more than 1,900 square feet, should open as early as May, Sewell said.

    The other development is a new cocktail lounge, Proof, targeting a June 4 grand opening in a more than 2,400-square-feet space on the opposite side of the town center.

    The idea is for an upscale bar offering craft beers and a cocktail menu while disallowing smoking and blaring music, said Colby Brazile, one of several local partners behind the project. He is also building the interior through his firm Brazile Design and Construction. There will also be an "etiquette" guideline that includes a dress code.

    "We are invested in this, and we don't want to turn it into just a bar," Brazile said. "We are trying to make it a nice environment. It's going to be a wonderful place for people to visit and come have an evening cocktail before dinner or after dinner.

    The business will have two mixologists and 15 servers for a capacity of about 100 patrons, Brazile said. Dallas bartenders are helping to develop the lounge.

    Building permits showed initial estimates for both of the Parks Legado interior build-outs in the $300,000-to-$350,000 range.

    Further west, a big-box mattress store is joining Chimney Rock. City records detail a more than $1.4 million permit for a shell building and another $1.5 million permit for tenant improvements at the same address. So far, a concrete shell is underway.

    Two federal cabinet ministers announce departure from politics

    Two more cabinet ministers in the Harper government have signalled theyre heading for the exits as the clock ticks down to the next federal election.

    Heritage Minister Shelly Glover and International Development Minister Christian Paradis both chose the Good Friday holiday to announce theyre preparing to leave politics.

    The timing meant they didnt have to run a gauntlet of media and explain why they are bowing out when theres a little more than six months left before an expected federal ballot.

    They both cited personal reasons.

    Ms. Glover and Mr. Paradis will remain in cabinet until the election but will not seek another term in office.

    There has now been three retirement announcements in the Harper cabinet in 60 days.

    A Conservative source wouldnt rule out the possibility of more departures, pointing to the crop of MPs elected in 1997 or 2000 as those most likely to consider calling it quits.

    Former foreign affairs minister John Baird left cabinet rather abruptly in February to pursue a private career and hes since been hired by Hong Kong billionaire Richard Li as an adviser.

    The late departure notices from Ms. Glover and Mr. Paradis leave replacement candidates less time to build their profiles.

    While they were by no means household names, Mr. Paradis was an incumbent MP in Quebec, a province where the Conservatives have been repeatedly frustrated in their attempts to gain ground.

    Two federal cabinet ministers announce departure from politics

    Heartland road projects for 4/4

    CAPE GIRARDEAU, MO (KFVS) - ?Here is a list of some road projects from around the Heartland.

    Bollinger County, MO

    Route N in Bollinger County will be reduced to one lane as Missouri Department of Transportation crews perform edge rut repairs. This section of roadway is located between Route F to Route 51. Weather permitting, work will take place Monday, March 30 and Tuesday, March 31 from 7:30 a.m. to 4 p.m. daily.

    Butler County, MO

    Route 53 in Butler County will be reduced to one lane as Missouri Department of Transportation crews perform drainage repairs. This section of roadway is located from County Road 616 to County Road 617. Weather permitting, work will performed Monday, April 6 through Thursday, April 9 from 8 a.m. to 3:30 p.m. daily.

    MoDOT is currently planning to improve three Butler Co. bridges. Two of the bridges are located on Route 142 over Hart Ditch and Long Slough Ditch. The third bridge is on Route 158 over the drainage ditch located about 0.7 miles west of Route BB. The project will involve replacing the existing bridges over Hart Ditch and the drainage ditch.

    The bridge over Long Slough Ditch will be replaced with a culvert; grading and paving will also be completed. Acquisition of the right-of-way will be minimal and will only be required for the Hart Ditch bridge project. Existing utility lines will be affected on this project. Construction of the new bridge is expected to begin in summer 2015.

    Work is expected to be finished in about four months, weather permitting. As construction is underway, Rte. 142 and Rte. 158 will be closed to through traffic in the vicinity of the bridges for the duration of the work. Property owners within the project limits will have access into their properties during this time.

    Ripley/Butler Counties, MO

    Route 160 in Ripley and Butler Counties will be reduced to one lane with a 12-foot width restriction as contractor crews replace culverts. This section of road is located between Route JJ and Route 67. Weather permitting, crews will be working on Tuesday, Feb. 10 through Friday, April 17 from 6 a.m. to 6 p.m. daily.
