County takes over Camden demolition project

    - March 14, 2015 by Mr HomeBuilder

Camden's plan to rid its streets of close to 600 vacant and dilapidated buildings, which has stalled in recent months due to problems with the contracts that were awarded, moved out of the hands of city officials Thursday as the Camden County Improvement Authority took control.

The authority has been assisting Camden from the beginning but will now have a lead role via a shared-services agreement.

Since announcing the project last year with much fanfare, city officials have struggled to get it off the ground. The first 62-building phase was put out to bid a second time after attracting no bidders the first time. Last month, the contractor who had signed on for the bulk of the work backed out, citing concerns over asbestos removal as one reason.

The city's decision to award separate contracts for the disconnection of utilities, rather than including the work as part of each demolition job, led to a cumbersome process, city spokesman Vincent Basara acknowledged.

James Blanda, executive director of the CCIA, said Camden officials asked the authority to take on more oversight.

"Demolition projects are not the easiest," Blanda said. "There can be many unexpected elements to it, and if this was a smaller project, I'm sure they would have been able to handle it themselves."

Over the last decade, Camden officials have grown accustomed to ceding control over the day-to-day operations. In 2002, Camden was subject to what was believed to be the biggest municipal takeover in U.S. history, eliminating all authority from the mayor and City Council. Though the takeover ended in 2010, Camden remains impoverished, and its annual budget is heavily dependent on state aid. In 2013, the local police department was disbanded in favor of a county force. Later that year, Gov. Christie announced a state takeover of Camden's schools.

Mayor Dana L. Redd has vowed to reduce the city's pervasive blight by rehabbing or demolishing buildings that are empty and in disrepair, often abandoned by owners who walked away or stopped paying taxes. A survey last year by the nonprofit group CamConnect and the Camden Community Development Association found that close to 15 percent of the nine-square-mile city's structures were vacant, and about 37 percent of city land could be considered empty if 8,000 vacant lots are included.

In October the city began the demolitions, believed to be the largest such project in the state. The 62-building phase is funded by a federal grant. The second phase, the $8 million destruction of 534 remaining structures, will be financed by a bond to be paid off with a tax on city parking lots. Officials said last year that they hoped to have the demolitions finished within 18 months.

Urban poor leader hopes intl tribunal could serve justice

The demolition of homes in North Triangle is among the cases that would be filed against President Aquino in the coming International Peoples Tribunal in Washington DC in July.

By JANESS ANN J. ELLAO Bulatlat.com

    MANILA September 23, 2010.

That day is forever etched in Estrelieta Bagasbas mind when she and her neighbors claimed EDSA to defend and barricade their homes in Sitio San Roque in Quezon City from the demolition team. Meanwhile, she said, President Benigno Aquino III, who ate a hotdog sandwich in the streets of New York to prove he was different from his luxurious, corrupt predecessor, was quick to react and called for a moratorium on demolition.

But the urban poor leader said Aquino was no different from President Gloria Arroyo. During and after the moratorium was lifted, she added, demolitions continued and even intensified.

The urban poor are among the most-attacked sectors under Aquino. We are treated like dirt, threatened and our homes and livelihood destroyed, Bagasbas told Bulatlat.com.

The demolition of homes in North Triangle is among the cases that would be filed against Aquino in the upcoming International Peoples Tribunal in Washington DC on July 16-17. The IPT was formally announced in a press conference at the University of the Philippines on March 12.

Apart from the demolition of their homes, President Aquino and US President Barack Obama would be tried for other cases of violations of civil-political rights, socio-economic rights, right to self-determination.

There used to be nearly 20,000 families residing in North Triangle, a land owned by the governments National Housing Authority. Their homes, however, were demolished to give way to a Public-Private Partnership project, the Quezon City Central Business District.

New-home prices leveling out as builders adjust expectations

    - March 14, 2015 by Mr HomeBuilder

For more than a year, Steven Horwitz looked at new homes and resales in southern Palm Beach County but couldn't find the right combination of value and location.

Then last summer, Horwitz hit the lottery. GL Homes pulled his name out of a Bingo tumbler, putting him at the front of the line to buy a four-bedroom home at the Tuscany development near Delray Beach. He agreed to pay $374,900; eight months later, the same house sells for $414,900, or 11 percent more.

"Even though it's gone up a little, it's still an unbelievable price," said Horwitz, a 31-year-old dentist. "At the time, I was still a little bit unsure about buying, but when my name was picked, I felt like it was meant to be."

Tuscany's double-digit price increases are higher than those at most other new projects in South Florida, analysts say. While new home values are still rising, builders across the region are adjusting their expectations as the housing market slows.

"I think we're seeing a plateauing of prices in certain areas, especially on the higher end," said David Cobb, regional director of the Metrostudy research firm.

Investor frenzy from 2011 to 2013 helped push prices of all homes higher. Median prices on resales climbed by more than 20 percent year a year in some areas before retreating. Last year, builders in Palm Beach, Broward and Miami-Dade counties raised prices by an average of 6 percent about half of the increase of 2013, Metrostudy said.

"In '07 and '08, prices were pushed way down, and then we saw a quick pop back up, but now we're back to what I would consider a more normal market," said Jim Carr, president of CC Devco, the builder of Monterra in Cooper City and other projects in Broward and Palm Beach counties.

"We're definitely hitting some resistance [from buyers]," said Ray Puzzitiello, a West Palm Beach custom builder and president-elect of the Florida Home Builders Association. "But our costs are going up, too, and it's not like those are flexible. Some buyers understand it, but some don't want to hear about it."

Buyers at Tuscany are paying 10 percent to 13 percent more than those who initially bought when sales launched in July. But the price increases don't appear to be quashing demand at the 455-home development just east of Florida's Turnpike on Atlantic Avenue.

Prices range from $344,900 to $429,900, and six models opened last weekend. Sunrise-based GL Homes says it has sold 180 homes so far.

Home show back to serve builders

    - March 14, 2015 by Mr HomeBuilder

The three days of the West Branch Susquehanna Builders Association Home Show are weatherproof.

Despite a National Weather Service forecast calling for on-and-off rain and possible snow showers this weekend, the majority of the displays are under the roof of the spacious Lycoming College Recreation Center at 508 Mulberry St.

    Hours of operation are 3 to 9 p.m. today, 10 a.m. to 8 p.m. Saturday and noon to 4 p.m. Sunday.

More than 170 vendors registered for what will be the 55th annual Home Show, according to Marion Nyman, co-executive officer of the show and association that received its charter 56 years ago.

Nyman and her husband, Walt, said the show is an annual rite of spring for some.

Any type of home builder, remodeler, kitchen and bathroom or flooring installer and financial expert is available, she said.

"It's a must-see for any contemplating a home improvement," she said.

Dispelling any rumor it's a strictly contractor-only show, Nyman said it's open to the general public.

Walking into the show or visiting around the outer court booths, including a wood carver on display, may require bringing an umbrella or rain gear, however.

The forecast indicates daily high temperatures in the low 40s but with periodic rain starting after 3 p.m. today, and a higher percentage possibility of showers for Saturday and early Sunday.
